Oil breakthrough: Assam to become the first state government in India to produce and profit from crude

Assam is set to become the first state government in India to take a direct role in oil production, marking a significant turning point in the country's energy sector. The move follows a hydrocarbon discovery in the Namrup Borhat-1 well, located in the Dibrugarh district, a project in which the Assam government holds a 'significant stake' alongside
Oil India Limited
(OIL).
Chief Minister Himanta Biswa Sarma called the development a 'major step forward in energy security and economic resilience.'
In a post on X, he declared, 'This discovery makes Assam the first state govt to be a direct oil producer, makes exploration efforts successful, empowers Assam with revenue & royalty, and ensures steady availability of energy for the country.'
He also described it as a 'proud moment' for the state.
Assam's role in oil is no longer passive
For decades, Assam has played a key role in India's oil story. Home to the country's first oil well at Digboi, it has long been a vital source of crude.
Decades on, it remains a heavyweight in domestic crude production. In 2023–24, the state produced 4,361 thousand metric tonnes (TMT) of crude oil, ranking third after Rajasthan and Gujarat, according to the
Ministry of Petroleum and Natural Gas
.
Over the past three financial years (2021–22 to 2023–24), India's total crude oil output stood at 88,223 TMT. Assam's contribution was 12,518 TMT, making it one of the top onshore producers. Rajasthan led with 15,380 TMT, followed by Gujarat with 14,425 TMT. Tamil Nadu (985 TMT), Andhra Pradesh (688 TMT), Arunachal Pradesh (147 TMT), and West Bengal (a negligible 0.06 TMT) followed at a distance. Offshore production, meanwhile, dominated the landscape with 44,078 TMT over the same period.
Until now, Assam's role had been limited to supplying resources and collecting royalties. But with its new direct stake in upstream oil operations, the state is no longer just a crude supplier, it's a partner in production, entitled to a share of both revenue and risk.
Understanding the "significant stake"
"Oil India Limited has discovered hydrocarbon presence in Namrup Borhat-1 well, a well where Govt of Assam holds a significant stake," the Chief Minister posted on X.
While the state government hasn't disclosed the exact size of its stake in the Namrup Borhat-1 well, a December 2020
Economic Times
report offers a likely clue.
It refers to a memorandum of understanding signed between Oil India Limited (OIL) and the
Assam Hydrocarbon and Energy Company Limited
(AHECL), a state-owned entity.
Under that agreement, AHECL was granted a 10% participating interest in the Namrup Block, which spans 125 square kilometres.
Since the Borhat-1 discovery falls within that block, it's reasonable to assume that Assam, through AHECL, holds the same 10% stake in the well. That's more than symbolic ownership.
A participating interest gives Assam a share in both the risks and revenues of exploration and production, earnings from crude oil sales, not just royalties or taxes.
However, Economic Times could not independently verify the precise shareholding structure specific to the Borhat-1 well.
Investing, not just facilitating
This isn't the only example of the state building long-term equity positions in the energy sector. In April 2023, the
Assam Gas Company Limited
(AGCL), also state-owned, signed a joint venture agreement with OIL to roll out city gas distribution networks in parts of Assam and Tripura.
The JV company is majority-owned by AGCL with a 51% stake, while OIL holds the remaining 49%. The plan includes laying pipelines, setting up CNG stations, and supplying piped gas to homes and businesses in districts like Lakhimpur, Dhemaji, Darrang, Udalguri, Sonitpur, Biswanath Chariali, and select parts of Tripura.
With an authorised capital of ₹500 crore and an initial paid-up capital of ₹100 crore, the Chief Minister described the venture as a milestone that will help strengthen the state's economy.
Additionally, in December 2024, the state cabinet cleared a 40% equity stake in the Namrup-IV Fertilizer Plant, part of the Brahmaputra Valley Fertilizer Corporation Limited (BVFCL). It's another example of the state stepping in not just as a facilitator, but as a co-owner with skin in the game.

SBI eyes spot among world's top 10 banks by market value in 5 years

The country's largest lender, State Bank of India (SBI), is looking to be among the top 10 global banks in market capitalisation over the next five years. C S Setty, chairman, SBI, said, 'The scope for value creation for the stakeholders is potentially very high. So the larger ambition is, if the market supports, whether we can be part of the top 10 global banks in terms of the market capitalisation (five years).' 'The effort is to ensure that we are consistent in our performance—financial performance, improvement in market share (of deposits and advances) and customer satisfaction,' he said after the listing of shares issued under QIP at NSE. SBI's market capitalisation has risen from Rs 3.25 trillion at the end of March 2021 to Rs 4.40 trillion in FY22, Rs 4.67 trillion in FY23, Rs 6.71 trillion in FY24 and Rs 7.13 trillion at the end of March 2025, according to its analysts' presentation for FY25. The market capitalisation based on Wednesday's trading price stood at Rs 7.53 trillion. The QIP was oversubscribed 4.5 times, with foreign investors accounting for 64.3 per cent of total demand. Marquee long-term investors received approximately 88 per cent of the final allocation, including 24 per cent of the issue size placed with foreign long-term investors. 'We knew that it would be oversubscribed, but this kind of overwhelming response (4.5 times) is a pleasant surprise for us,' Setty said. The bank issued 306 million equity shares to Qualified Institutional Buyers (QIBs) at a price of Rs 817 (including a premium of Rs 816.00 per equity share), aggregating Rs 25,000 crore. The issue opened on 16 July 2025 and closed on 21 July 2025. The capital will augment SBI's Common Equity Tier-1 (CET-1) buffer. The CET-1 will rise to approximately 11.50 per cent from 10.81 per cent as on 31 March 2025, supporting calibrated credit growth across retail, MSME and corporate segments. As for raising debt capital, Setty said additional Tier-I (AT1) bonds would essentially be for replacing the existing Tier-I paper maturing over a period. The Tier-II would be a mix of replacement and new funds. The bank's board has given the nod for raising up to Rs 20,000 crore via AT1 and Tier-II bonds. Asked about further reduction in term deposit rates, he said, 'About the industry, I think the interest rates are easing on the deposits.' The bank has already slashed short-term deposit rates by up to 60 basis points so far in the current financial year. In June, it also reduced interest rates on savings bank deposits to 2.5 per cent from 2.7 per cent earlier. The bank has recently cut the Marginal Cost of Funds-based Lending Rate (MCLR)—a benchmark for lending to businesses—by 15 or 20 basis points across tenors. 'MCLR is formula driven; it gets readjusted as we move forward,' he added. He declined to elaborate on interest rates, citing a silent period ahead of results for Q1FY26.

Shares of Paytm parent company One97 Communications reversed gains as it declined over 3.51 per cent after hitting a 52-week high in Wednesday's early morning session following the announcement of the Q1 results for fiscal year 2025-26 (FY26) a day ago. Paytm share price opened at fresh high of ₹ 1,090 apiece today. However, it declined quickly to ₹ 1,039, giving up early gains. On Tuesday, One97 Communications share price rose 3.5 per cent to close at ₹ 1,053.10. The stock has gained over 5 per cent in past five trading sessions and nearly 19 per cent in a month. The company posted a consolidated net profit of ₹ 122.5 crore in Q1FY26, a significant improvement from a net loss of ₹ 839 crore in the same period last year. Its operating revenue climbed 28% year-on-year to ₹ 1,917 crore, up from ₹ 1,502 crore in Q1FY25. On a quarter-on-quarter basis, revenue growth was modest at 0.3%, compared to ₹ 1,911 crore in Q4FY25, when the firm had recorded a net loss of ₹ 540 crore. The revenue boost was driven by a rise in subscription-based merchants, increased Gross Merchandise Value (GMV), and higher income from financial services distribution. The company reported a turnaround in its financials, with EBITDA reaching ₹ 72 crore (a 4% margin) and profit after tax (PAT) at ₹ 123 crore. This improvement was attributed to AI-driven operational efficiencies, a disciplined approach to cost management, and increased other income, according to the company's filing. 'In Q1 FY26, Paytm delivered a steady performance, turning profitable across key financial metrics and reinforcing its leadership in India's digital payment ecosystem. Operating revenue grew 28% YoY to Rs.1,918 crore, driven by a surge in merchant subscriptions, rising Gross Merchandise Value (GMV) of Rs.5.4 lakh crore (+27% YoY), and a 100% YoY increase in financial services distribution revenue to Rs. 561 crore. The company's contribution profit surged 52% YoY to Rs.1,151 crore with a robust contribution margin of 60%, reflecting improved net payment revenue, a favorable shift towards non-default loss guarantee (non-DLG) loan disbursements, and tighter control on direct expenses. EBITDA turned positive at Rs.72 crore, and PAT came in at Rs.123 crore, aided by improved operational leverage and higher other income,' said Seema Srivastava, Senior Research Analyst at SMC Global Securities. Srivastava further added, ' Moreover, net payment revenue rose 38% YoY to ₹ 529 crore, and merchant device subscriptions reached an all-time high of 1.30 crore. Strategic cost rationalization was evident, with indirect expenses (ex-ESOP) down 19% YoY and ESOP costs slashed 88% YoY due to voluntary surrenders. Despite a decline in marketing service revenue ( ₹ 247 crore, -23% YoY), the company continued to optimize ad targeting using AI. The quarter also highlighted strong adoption of AI across operations from fraud detection to personalized product offerings. With ₹ 12,872 crore in cash reserves and reduced ESOP and D&A burdens, Paytm is well-positioned for sustained profitability. Its AI-driven, full-stack merchant ecosystem and increased focus on non-DLG lending mark a strategic pivot toward high-margin, scalable revenue streams.' Brokerage firm Motilal Oswal has reiterated its 'neutral' rating on the Paytm stock, with a target price of ₹ 1,025. 'We maintain our contribution profit estimates and project Paytm to turn EBITDA positive by FY26. We value PAYTM at ₹ 1,025 based on 21x FY27E EBITDA, which corresponds to 6.8x FY27E sales. We reiterate our NEUTRAL rating on the stock,' the brokerage firm said in a note. Meanwhile, global brokerage firm Jefferies has upgraded the Paytm stock to 'buy' from earlier rating of 'hold', along with raising the target price to ₹ 1,250 from ₹ 900 earlier after the Q1 results. Jefferies is of the view that although the sequential growth in Monthly Transacting Users (MTU) and Gross Merchandise Value (GMV) is promising, contribution margins are likely to settle at slightly lower levels over the next two to three quarters.
