Bridging Revenue Gaps: Euna Payments Introduces User Fee Models to Help Local Governments Keep More of their Revenue

Business Wire26-06-2025
ATLANTA & TORONTO--(BUSINESS WIRE)-- Euna Solutions®, a leading provider of purpose-built, cloud-based solutions for the public sector, today announced the introduction of user fee models on the Euna Payments Cashiering solution, enabling agencies to recoup card processing costs on their in-person card transactions. This enhancement builds on Euna Payments' existing support for user fee models already available for Kiosks and Online Payments, further empowering agencies to offset operational expenses across every payment channel.
'At Euna, we believe that empowering governments with flexible, transparent solutions is essential to building stronger, more resilient communities,' said Mykola Konrad, Chief Product Officer at Euna Solutions.
The introduction of user fee models within Euna Payments comes at a time of growing financial pressure for local governments, as shifts in federal and state funding threaten to destabilize traditional revenue streams. With key sources like property taxes and grants increasingly uncertain, public agencies must navigate tighter budgets while safeguarding vital services. User fee models within the Cashiering offering provide a proactive solution, allowing agencies to offset rising operational costs without turning to tax increases or service reductions.
'At Euna, we believe that empowering governments with flexible, transparent solutions is essential to building stronger, more resilient communities,' said Mykola Konrad, Chief Product Officer at Euna Solutions. 'As agencies face increasing financial uncertainty, the enablement of user fee models offers a responsible, compliant path to recoup necessary costs while continuing to deliver the services their residents depend on. This is another example of how Euna helps our customers do more with less without compromising on trust, accountability, or service.'
To further support cost recovery and promote digital adoption, Euna Payments offers PayLink —a remote payment feature that brings more constituents into digital channels. With PayLink, cashiers can send a secure, time-limited link by text or email, allowing residents to complete payments from their own device, which helps drive down agency costs.
User fee models allow local agencies to apply either service fees or convenience fees to in-person credit card transactions, depending on legal eligibility and transaction type. These user fees allow agencies to cover card processing costs without having to absorb the expense or cut services.
The user fee models include:
Service Fees: These are applied as a percentage of the transaction during in-person payments. Cashiers receive real-time prompts, and constituents approve the charges directly on the terminal, ensuring transparency and compliance.
Convenience Fees: These are static dollar amounts added to in-person card transactions for services such as utility payments. The fee is processed as a single combined transaction, providing a streamlined payment experience.
The user fees model is offered within Euna Payments Cashiering module, which provides agencies with a secure, flexible platform to manage in-person payments and implement user fee models with confidence. Agencies benefit from full control over fee configurations, real-time reporting, and seamless integration with ERP systems for accurate financial reconciliation. The platform supports digital adoption through PayLink while still accommodating multi-department, multi-tender payments at the counter. With Euna's secure network, agencies also reduce PCI compliance risk, enabling them to streamline operations, protect sensitive data, and strengthen overall financial management.

Euna Solutions Releases 2025 State of Public Budgeting Report

Despite growing momentum toward modernization, 39% of public finance teams still rely on spreadsheets to manage budgeting. Although demands for transparency and digital access are rising, 81% of state and local government agencies still rely on PDFs for publishing digital budget books Nearly half of public finance leaders cite budget cuts and shortfalls as their top challenge More than half of public finance teams now use scenario planning to prepare for fiscal cliffs and economic shocks Many agencies still struggle to connect budgets with long-term goals, risking underfunded priorities ATLANTA & TORONTO, July 24, 2025--(BUSINESS WIRE)--Amid ongoing fiscal uncertainty, a new national report from Euna Solutions® reveals how public sector finance teams are adapting to economic pressures, rising demands for transparency, and evolving citizen expectations. The 2025 State of Budgeting Report, based on survey data from 100 public sector finance professionals, offers a snapshot of how agencies are managing tighter budgets, leaner teams, and increasing complexity through the use of modern digital tools. "Public sector budgeting has never been easy, but today's environment, from inflation to staffing shortages to rising expectations for transparency, makes it even more complex," said Tom Amburgey, CEO of Euna Solutions. "Yet what we're seeing isn't stagnation, it's adaptation. Finance leaders are embracing change, adopting smarter tools, and exploring emerging technologies like AI to solve persistent challenges. This transformation isn't just about efficiency, it's about enabling governments to be more responsive, transparent, and strategic in how they serve their communities." The findings come at a critical time: federal COVID-era support programs are set to sunset, inflation continues to impact operational costs, and many local governments are facing budget cuts or bracing for a fiscal cliff, a sudden drop in government funding that threatens essential services and stability. Yet, the report highlights a wave of resilience and innovation across the sector, driven largely by the adoption of cloud-based budgeting technology and scenario planning tools. Key findings from the report include: Budget Cuts Are the Top Concern: Nearly half (49%) of public finance leaders cite budget cuts and shortfalls as their greatest challenge. With shrinking revenues and rising costs, agencies must stretch their limited resources while maintaining existing services and launching new initiatives, often without additional staff or modernized systems. Strategic Alignment Remains Elusive: Many agencies (37%) struggle to align their budgets with long-term goals, resulting in misallocated resources and underfunded priorities. In today's fast-paced environment, connecting financial planning to broader outcomes is crucial for driving measurable community impact and maintaining public accountability. Technology Is No Longer Optional: The report underscores that digital tools are essential, not optional, for modern budgeting. From scenario planning to digital budget books, technology empowers teams to make smarter decisions, collaborate across departments, and respond quickly to economic uncertainty. Transparency is a Growing Priority: The report highlights a persistent gap between budgeting goals and the tools in use. Despite growing expectations for transparency and efficiency, many finance teams still use spreadsheets (39%) to manage budgets, and a significant amount (81%) still rely on PDF files for sharing financial documents and budget books with the public. This gap presents an opportunity to leverage digital tools to support strategic goals, such as transparency, that make budget data easier to understand, explore, and act upon. Resilience Through Scenario Planning: More than half (55%) of finance teams now use scenario planning to test assumptions and model different outcomes, despite only 15% using purpose-built software and 16% using ERPs to support them. This strategic process reflects a proactive approach to revenue volatility, preparing agencies to sustain operations through potential fiscal cliffs and funding reductions – the adoption of digital tools will enhance the speed, accuracy, and collaboration needed to make scenario planning even more effective. "This State of Public Budgeting Report isn't just a snapshot of the present – it's a blueprint for the future," said Amburgey. "Public finance leaders are rewriting the playbook for how government budgeting works, making it more transparent, agile, and accountable. At Euna, we're proud to power that progress with technology that doesn't just keep up with change, it drives it. The future of public service is smarter, faster, and more connected, and it's already taking shape." Euna Solutions Introduces AI-Powered Invoice Automation to Streamline Public Sector Workflows

Euna's latest AI-powered innovation, now available in Euna Procurement, transforms how agencies process invoices, saving time, improving accuracy, and unlocking strategic capacity. ATLANTA & TORONTO, July 22, 2025--(BUSINESS WIRE)--Euna Solutions®, a leading provider of purpose-built, cloud-based solutions for the public sector, announces the ability to automatically receive and rekey invoices with the introduction of AI-powered Optical Character Recognition (OCR), a powerful enhancement to Euna Procurement's Invoicing module. This capability transforms traditional invoice workflows by converting scanned and emailed PDFs into structured digital data, reducing friction and driving speed and accuracy across Accounts Payable operations. "Manual invoice processing is a persistent challenge for procurement and Accounts Payable teams," said Mykola Konrad, Chief Product Officer at Euna Solutions. "AI is the natural tool to use to address this challenge – this new capability frees staff to focus on strategic initiatives and accelerate payment cycles, ultimately strengthening supplier relationships through faster, more accurate invoicing." With invoice volumes rising and staff stretched thin, public sector agencies need smarter tools to keep operations running smoothly. Euna Procurement's AI-powered Invoicing module is designed to meet that need, helping teams move faster, reducing risk, and ensuring supplier payments stay on track. Key Benefits of AI-Powered Invoice Automation: Automated Data Entry: Euna's AI tool (Optical Character Recognition – OCR) automatically reads and transcribes invoices submitted as PDFs within the system or via email, reducing manual input and accelerating workflows. Error Reduction: Key data points like item numbers, descriptions, prices, and quantities are extracted from PDF invoices, allowing buyers to more easily transact with suppliers without cXML capabilities, minimizing manual input errors. Confidence Scoring: AI-powered error detection helps to ensure the accuracy of captured data, mitigating the risk of human error in the process. Faster Workflows: Invoices are processed more quickly from submission to approval accelerating processing timelines, allowing Accounts Payable teams to accomplish more with less.
