COT Report: Hedge funds return to gold; elevated grains short ahead of key season

The latest COT reporting week to 20 May captured the aftermath of the announced 90-day US–China trade truce, which included a temporary reduction in tariffs. While the news supported additional gains across global stock markets and renewed USD weakness, the commodities sector traded in a very mixed fashion—resulting in a 1% drop in the Bloomberg Commodities Index. This was driven by weakness across most sectors, except precious metals and grains.
The managed money group of traders, tracked in this update, responded with limited enthusiasm. This was partly due to the current lack of clear trends across several major commodities, many of which have experienced volatile but rangebound trading—conditions that tend to reduce appetite for large-scale, one-directional bets. One of the few exceptions was the grains sector, where traders held the biggest net short position across soybeans, corn, and wheat in nine months—and the highest for this time of year in six years—just ahead of the important growing season, during which weather developments often have a significant impact on market performance.
In energy, a rangebound crude oil market saw net selling of WTI offset by demand for Brent, keeping the total net long near a six-week high at 245k contracts. Despite trading lower on the week, demand for the NY diesel contract jumped, resulting in the first—albeit small—net long in two months.
Hedge funds turned net buyers of gold for the first time in ten weeks, during which the net long had slumped to a 15-month low at 111k contracts—a 52% reduction since January. Renewed demand was supported by signs that the month-long correction had run its course, after prices rallied back above USD 3,200 per ounce. Meanwhile, a small amount of net silver buying paled in comparison with platinum, which—together with palladium—surged after finally breaking through key levels of resistance. The platinum position flipped back to a 6.2k long, while the net short in palladium was reduced by 27%. Overall, a sustained rally will force additional demand from wrong-footed short sellers, and those rebuilding longs. Note, in the past five years, when platinum traded mostly sideways, several periods of demand saw the platinum net long peak between 20k and 25k contracts.
Across the agriculture sector, the main focus was once again on the grains segment, which—except for wheat—saw broad net selling from funds during a week where the Bloomberg Grains Index overall showed a 1.6% gain. This lifted the net short across the three major crop futures to 330k contracts—a nine-month high, and the highest for this time of year in six years. Managed money speculators are pricing in almost no weather or logistics risk premium as we enter the critical US summer growing season.
Forex
The latest reporting week to 20 May covered an extended risk-on period across markets following the US-China decision to lower tariffs for 90 days. However, while these developments saw renewed and broad US dollar weakness, the focus among speculators—wrongly as it turned out—pointed in the opposite direction, with naked short bets rising across all the eight IMM forex futures covered in this update, overall leading to a 27% reduction in the gross US dollar short to USD 12.4 billion.
The bulk of selling against the US dollar was led by CAD (–21.7k or USD 1.6 billion equivalent) and euros (–10.3k or USD 1.5 billion equivalent), followed by AUD and JPY.
In the days that followed the reporting period, the greenback saw fresh weakness amid fiscal debt concerns and renewed tariff focus after Trump vented his anger against the EU and Apple, culminating in early Monday trading when the Bloomberg Dollar Index hit a December 2023 low.

For the week, Brent declined approximately 1%, while WTI posted a 3% loss. Economic data released on Friday painted a picture of slowing industrial activity. In the U.S., new orders for capital goods, a key indicator of business investment, unexpectedly declined in June, pointing to softening equipment spending in the second quarter. Meanwhile, the Chinese Ministry of Finance reported a 0.3% year-on-year decline in fiscal revenues during the first half of 2025, extending a months-long downward trend. These developments sparked renewed concerns about global oil demand just as seasonal factors typically drive consumption higher. On the supply side, markets are watching closely as the U.S. moves to ease restrictions on partners of Venezuela's state oil firm, potentially allowing a modest increase in exports from the heavily sanctioned OPEC member. Analysts at ING estimate Venezuelan exports could rise by over 200,000 barrels per day if the measure is enacted. Iran, another OPEC member under sanctions, also returned to talks with European powers in what it described as 'serious, candid, and detailed' discussions, a sign that further diplomatic engagement could eventually pave the way for increased Iranian crude in global markets. Both countries remain subject to international restrictions, but any shift in their production capacity or export volumes could swell global supply, undermining prices. Meanwhile, European Commission President Ursula von der Leyen confirmed she will meet U.S. President Donald Trump in Scotland on Sunday to discuss trade ties. EU officials expressed hope that a framework agreement could be reached, potentially boosting economic activity and long-term oil demand. Adding to market speculation, Trump said Friday he had a 'good meeting' with Federal Reserve Chair Jerome Powell, and hinted that the Fed may be open to cutting interest rates. US Allows Chevron to Resume Oil Operations in Venezuela

Taarek Refaat The administration of President Donald Trump has authorized Chevron Corp. to resume oil production in Venezuela, according to a source familiar with the decision. While full details remain undisclosed, the development follows a prisoner exchange agreement under which 10 American detainees were released from Venezuela, and 250 Venezuelans imprisoned in El Salvador were returned to their country. A key element of the deal is that Venezuelan President Nicolás Maduro's government will not directly benefit from any revenue or taxes, according to the source, who requested anonymity. Following the announcement, oil futures pulled back, as traders weighed the potential increase in global supply. Brent crude rose just 0.1% to $68.57 a barrel as of 1:05 p.m. in New York. The White House did not immediately comment. The decision was first reported by The Wall Street Journal. 'Chevron conducts its global operations in compliance with applicable laws, regulations, and U.S. sanctions frameworks, including those related to Venezuela,' Chevron spokesperson Bill Turenne said in a statement. The U.S. had previously revoked Chevron's license to operate in Venezuela earlier this year as part of efforts by President Trump to exert pressure on the Maduro regime. That suspension was welcomed by national security officials, including Secretary of State Marco Rubio. With the new license, the Houston-based oil major is now authorized to resume production at its Venezuelan sites after operations were halted in May. The move could reintroduce critical U.S. dollars into Venezuela's struggling economy. Chevron's license had become a key bargaining chip in talks between Washington and Caracas. Within the Trump administration, officials were divided: Rubio pushed for a hardline approach, while Special Envoy Ric Grenell and others favored a more transactional relationship. Supporters of the decision argued that excluding U.S. firms would only strengthen China's influence in Venezuela. With oil prices and U.S. energy dominance being central to Trump's agenda, restoring Chevron's operations carried strategic weight. Shortly after taking office in late January, Grenell met with Maduro in Caracas, negotiating the resumption of direct deportation flights and the release of six American prisoners. In May, a seventh U.S. citizen was released, days after a Venezuelan child, whose parents had been deported, was returned to Venezuela from the U.S. Over 8,000 Venezuelans have now been repatriated. Chevron remains a lifeline in Venezuela's battered oil sector. It was the only major U.S. oil firm still active in the country. While the Biden administration granted a limited license in 2022 for Chevron to resume oil production and exports, it restricted operational expansion. Chevron's joint ventures with PDVSA, Venezuela's state oil company, produced over 240,000 barrels per day as of May 27, when the previous license expired. That volume represented roughly 25% of national output, helping to lift the country's total production above 1 million barrels per day. Before sanctions, the U.S. imported around 250,000 barrels per day of Venezuelan crude, primarily for Gulf Coast refineries. Abu Dhabi, United Arab Emirates – May 2025: Abu Dhabi Fund for Development (ADFD) has announced the inauguration of a comprehensive social housing project in the city of Berbera, Somaliland. The project, valued at AED 27.5 million (approximately USD 7.5 million), underscores the UAE's long-standing commitment to promoting sustainable development in Somaliland. It includes the construction of 300 residential units designed across three housing categories, to accommodate diverse family needs. It also involves the development of critical infrastructure, including potable water systems, sewage and stormwater drainage networks, internal roads, landscaped green spaces, and facilities providing essential services. This transformative project is part of ADFD's broader development efforts aimed at enhancing quality of life and ensuring access to safe and dignified housing. It also aligns with the United Nations Sustainable Development Goal 11, which aims to: 'Make cities and human settlements inclusive, safe, resilient, and sustainable' by 2030. The inauguration ceremony was led by H.E. Mohamed Aw-Ali Abdi, Vice-President of the Republic of Somaliland, with the participation of H.E. Dr. Abdullah AlNaqbi, Director of the UAE Trade Office in Somaliland, alongside senior officials from both governments. H.E. Mohamed Saif Al Suwaidi, Director General of the Abu Dhabi Fund for Development, said: 'This project is a continuation of ADFD's mission to support sustainable development across partner countries.
