West Bengal transport department streamlines permit process to improve public transport efficiency

KOLKATA: The transport department is streamlining the permit process to ensure smoother public transport services. The move comes in response to legal challenges and operational delays arising from the current permit system and aims to improve the overall efficiency of public transport.
According to the notification, the State Transport Authority (STA) will now have the power to issue stage carriage (bus) permits for routes covering three or more districts. This decision follows a resolution adopted at the STA Board Meeting held on April 28, 2023.
Previously, under Rule 87 of the West Bengal Motor Vehicles Rules (WBMVR), 1989, Regional Transport Authorities (RTAs) were authorised to issue permits for routes spanning up to two regions.
A 2013 govt order (No. 765-WT) provisionally extended this authority to three districts, but implementation was hindered by administrative complexities and delays—particularly the difficulty of convening mandatory joint RTA conferences chaired by District Magistrates.

Nagpur: The 11th batch of the flagship MBA programme (2025-27) and the 5th batch of the PhD regular programme (2025-29) of IIM Nagpur was inducted at its MIHAN campus on Sunday. IIM Nagpur welcomed a diverse cohort of newly inducted students. Of the 323 MBA students enrolled, 100 are females and 223 males, representing 23 states and Union Territories, from Nagaland, Ladakh, Jammu & Kashmir to Kerala, Tamil Nadu, Maharashtra, UP, Delhi, and Bihar. Last year, the institute's intake was stretched up to 360 first-year admissions, marking a six-fold rise since it started operations with 60 students in Nagpur. IIM-N director Bhimaraya Metri told TOI the institute reached its current capacity to accommodate more students. "Last year, we stretched to 360 from an intake capacity of 260 by surrendering 30 executive education rooms to accommodate more MBA students. This time only 20 could be surrendered. This time, we can accommodate not more than 340 students in MBA and PhD programmes," he said. Over 3.30 lakh students registered through CAT while all IIMs have a combined intake of 6,000 seats. Professor Prashant Gupta, dean of academics, faculty, and alumni affairs, encouraged students to embrace continuous learning and make the most of their transformative journey at IIM Nagpur. Metri highlighted how IIM Nagpur, located at the zero-mile centre of India, earned the distinction of being the fastest-growing IIM, led by a highly experienced and research-driven faculty. "India is emerging as a global hope, and IIM Nagpur is contributing by preparing future-ready leaders through practical learning, policy engagement, and cutting-edge research," he said. He emphasised IIM Nagpur's commitment to holistic education, industry collaboration, and executive education, citing partnerships with 43 leading organisations and initiatives in areas like AI, agriculture, healthcare, and national skill development. The guest of honour, KS Cheema, chairman & managing director, KS Cheema Group of Companies, delivered an inspiring address focused on the students, emphasising the values that shape true leadership. "Let your success be defined by your character, not just your credentials," he said, urging students to uphold integrity, ethics, and discipline throughout their journey. He urged students to make a meaningful impact and leave a legacy grounded in humanity and purpose. Anurag Sharma, managing director of Shree Baidyanath Ayurved Bhawan, expressed his delight at being at IIM Nagpur and reminded students of their vital role in shaping India's future. Bhopal: As metro operations approach their launch, a significant portion of Bhopal City Link Limited (BCLL) city buses are currently non-operational. The metro system requires a supporting feeder network, primarily relying on BCLL services. However, BCLL's effectiveness hinges on the arrival of 100 electric buses to adequately meet passenger requirements. The anticipated deployment of electric buses via the PM e-Bus Sewa scheme offers a prospective resolution to address this challenge in the transportation network. BCLL CEO Anju Arun Kumar explained the issue with the BCLL bus service stemmed from a disagreement with an existing operator. While efforts are underway to resolve it, the matter had gone into litigation. In the meantime, the city has received approval for around 100 electric buses under the PM e-Bus Sewa scheme. These are expected to start arriving by the end of the year. Alongside this, work is also in progress to develop the required charging infrastructure. Routes Await Ridership There are about 80 diesel buses and around 77 CNG buses which are on road. 149 buses are parked stationery under litigation. "If ridership picks up, service can resume on those routes," said Kumar. She mentioned that work is in progress to optimise bus routes, with required approvals being pursued from the regional transport office for implementing these route modifications. Most of the existing operators are still functioning, and there haven't been major problems with them. The number of buses on the road is above 100. Routes became slightly less profitable due to reduced ridership, which led to fewer buses operating on certain routes, she added. BCLL which is wholly owned subsidiary BMC, anticipates it will be first city off the block to start e-bus service. It is expected to receive first lot of electric buses before the year concludes. The administration has initiated tenders for charging facilities and depots, implementing the gross cost contract framework. The central administration will finance charging equipment entirely, while depot construction costs are shared between central and state authorities. BCLL has also proposed enhanced intracity transport connections to alleviate urban route congestion. Mayor Pass In Limbo BCLL and BMC are yet to decide whether mayor pass, a subsidised travel card to ensure affordable transport for students and economically disadvantaged passengers, will be part of e-bus service.
