No need of slum-dwellers' nod for Dharavi project, says CEO

MUMBAI: Responding to queries on the resistance to the Dharavi redeveloment project from a section of slum-dwellers, its CEO, S V R Srinivas, told TOI that more than 50% of the residents have already consented to the project.
But more significantly, he revealed that the project did not require public consent in the first place because the developer had been appointed by the state govt.
"Under the SRA rules, the building society appoints the developer. For that, 50% consent is required. But here, the govt has appointed the developer. In this case, there is no need for consent," said Srinivas in an exclusive interview to TOI.
The project is being implemented by Nav Bharat Mega Developers Pvt Ltd, an SPV in which the
Adani Group
holds 80% stake and the govt 20%.
The land on which Dharavi stands is owned by the govt and the BMC.
Srinivas said around 1 lakh slum-dwellers had responded to the house-to-house survey and just around 20,000 remained to be surveyed. So even if the 50% consent parameter was applied, it had already been crossed, he said.
Participation in the door-to-door survey on eligibility for rehabilitation translated into consent, he clarified. "They have given their documents voluntarily.
There is a line in the survey which says they are willing to participate in the redevelopment. So, when they sign, it is consent," said Srinivas.
Although consent is not required for the project, the govt had made multiple efforts to get residents to respond to the survey and agree to the project, he emphasised. "We don't want to ride roughshod on anybody. We have already given four opportunities. We put it in the newspaper and then we also put it on their doors," he said.
Srinivas said that the survey was still ongoing but roughly 5 lakh eligible tenements would need to be given free space within Dharavi and 5 lakh ineligible tenements would have to move out to subsidised rental housing outside Dharavi.
But the question is: Why a massive expanse of 541 acres of land has been earmarked for rental housing and a free sale component for the Adani-led SPV? This has fuelled allegations from the opposition that the project is essentially a "land-grab" to capture lucrative real estate both within and outside Dharavi.
The 541 acres for rental housing have been allocated in Deonar, Kurla, Aksa, Malvani and salt pan lands in Bhandup, Mulund and Kanjurmarg. Of this, possession has been given of 63.5 acres so far in Kurla and Mulund.
Srinivas said the land meant for rental housing was in the possession of the state's DRP and was not with the Adani-led SPV. "The problem is that there is a shortage of land in Mumbai. We had written to many different agencies including from the central government for these lands.
In some cases, there were rejections. So, we did not know which lands would come and we started applying to different places," he said.
"Now these lands are coming but they will be with the DRP. Unless people are rehabilitated, the land will not be given to the SPV," he said. He also said that rental units would be built in phases. If all the land was not required, then all the parcels would not be used.
The land which is not used from the 541 acres would then revert from the DRP to the govt.
"Our mandate is limited to Dharavi. The land that is not used, will revert to the govt," said Srinivas.
Responding to questions about the basis on which the project has been planned since the door-to-door survey on eligible and ineligible tenements is yet to be completed, Srinivas said, "There was initially a drone survey followed by a LIDAR survey to map the structures in the area. And now there is a physical door-to-door survey, which is almost complete. Based on these three, we did a comparison and an extrapolation of data, which is how it works.
In projects of this size, some things can go on simultaneously," he said.

Noida: Women purchasing a house or land worth up to Rs 1 crore will now get 1% waiver on stamp duty, with UP cabinet last week revising the cap on properties eligible for the rebate from the previous Rs 10 lakh. In Noida and Ghaziabad, one has to pay 6-7% of the total cost of a flat in stamp duty and an additional 1% as a processing fee for registration. With the revised limit coming into effect on July 29, women can save up to Rs 1 lakh during property registration. Of the 1.8 lakh properties registered across the district in the 2024-25 fiscal year (FY), over 73,000 were owned by women. "It not only incentivises women to take a more active role in property ownership but also signals a broader shift towards financial empowerment and gender equity in real estate. This initiative will encourage joint ownership, increase formal asset holding among women, and contribute to inclusive growth in the sector," Vipul Giri, president of CREDAI's Ghaziabad chapter, said. New Era Flat Owners Welfare Association (NEFOWA) president Abhishek Kuma told TOI that the rebate would benefit buyers who were waiting to register their properties, but new homebuyers may not feel the cushion as the cost of a 3BHK in Noida currently exceeds the Rs 1-crore threshold. "In Greater Noida, there are at least 30,000 flats in the range of Rs 60-70 lakh awaiting registry. So, a woman buyer could get a Rs 60,000 to Rs 70,000 rebate in stamp duty. However, the cost of flats in most new residential projects is now are above Rs 1 crore. The cap should have been at least Rs 2 crore for Noida, where affordable housing is an issue," Kumar said. Some homebuyers also pointed out that in Delhi, women pay only 4% stamp duty on the property value or circle rate, whichever is higher, while men are required to pay 6%, regardless of the property's price. Meanwhile, state stamp and registration minister Ravindra Jaiswal has directed all districts to revise circle rates to bring them on par with the prevailing market rate of properties. In Ghaziabad, the stamp department is currently conducting a survey to revise the circle rates. The final draft of the circle rates revision awaits approval from the district magistrate in Noida.

Amaravati, Jul 30 (PTI) The YSRCP on Wednesday accused the TDP-led NDA government in Andhra Pradesh of tarnishing the state's image by allegedly extorting industrialists, including a leading automobile manufacturer in Rayalaseema. The former MP claimed that leaders of the ruling alliance were demanding contracts, commissions and jobs, which he said could lead to factory closures and relocation of industries. 'The coalition government is tarnishing Andhra Pradesh's industrial and social fabric," YSRCP leader Talari Rangaiah said in a release issued by the party. 'Instead of visionary governance promised by Chief Minister N Chandrababu Naidu, what we see is extortion and mismanagement," he alleged. Rangaiah accused the government of 'plundering" the state's natural resources such as sand, quartz and liquor, and of stifling avenues of wealth creation. He further alleged that welfare schemes were being 'manipulated to benefit party loyalists, in violation of the principle of impartiality". The YSCRCP claimed that the number of welfare pension beneficiaries is 'steadily declining", while field assistants, animators and contractors are being retrenched, contradicting the government's promises of job creation. Rangaiah said the previous YSRCP ensured transparent and corruption-free delivery of welfare schemes through direct benefit transfer. This corrupt government threatens industries and impoverishes citizens, he alleged, calling for immediate corrective measures to protect Andhra Pradesh's economic and social future. Senior TDP leader G Deepak Reddy hit back at Rangaiah, accusing him of making false claims. 'These statements are not only factually incorrect but a deliberate attempt to mislead the public and cover up the YSRCP government's anti-industry track record," Reddy told PTI. It was under the visionary leadership of Naidu that the automobile company was brought to Andhra Pradesh, he said, adding that the state government at that time ensured a conducive environment for industrial growth, resulting in one of the largest foreign investments in the state's history. The automobile company created thousands of direct and indirect jobs, boosting the local economy and placing Andhra Pradesh on the global industrial map, he said. Contrary to the YSRCP's claims, Reddy said, it is their actions that have undermined investor confidence. He said the TDP is committed to transparent, industry-friendly governance and the creation of quality employment opportunities for the people of Andhra Pradesh. 'We call upon the YSRCP to refrain from spreading misinformation and instead focus on creating a stable and welcoming environment for investment and development," Reddy said. Bengaluru: Happiest Minds' revenue grew 2.3% sequentially and 17.5% year-on-year in constant currency, despite macroeconomic uncertainties and a cautious approach to spending by clients.
