Think Tech, Think Pakistan: A motion to put Pakistan's IT sector on top

The recently concluded 'Tech Destination Pakistan' #ThinkTechThinkPakistan roadshow in June 2025 by Open Global, Pakistan's Ministry of IT, P@SHA, and Pakistan Software Export Board - a multi-country, multi-city swing through London, Dallas, New York City and, concluding at the Embassy of Pakistan in Washington, D.C.— has done more than just showcase start-ups, tech companies and trade statistics.
It is a push to take control of Pakistan's narrative, in the eyes of foreign investors and the Pakistani diaspora alike, from a low-cost outsourcing option into a place of high-value tech innovation.
Having addressed audiences in both New York and Washington, I came away convinced that the initiative's momentum is real and just beginning—yet its impact will hinge on how swiftly we translate podium energy into real life transactions.
A major piece of that translation is 'talent'. In Washington, Ambassador of Pakistan to the United States, Rizwan Saeed Sheikh, along with Abu Bakar, CEO of the Pakistan Software Export Board and Sajjad Syed, Chairman of P@SHA, announced a plan to train 56,000 additional high-tech professionals in the next phase of Pakistan's national digital strategy. Even on conservative export-revenue benchmarks, this new target could add more than a billion dollars of growth to the economy.
Pakistan's demographic fundamentals make the target credible: the country hosts the world's third largest English speaking population, at this point, a well known global fact that continuously helps onboard global clients.
Equally important, we now have success stories that investors recognize as patterns rather than isolated wins - from Pakistani Sualeh Abidi's role in Anysphere's US $10 billion Cursor platform, to the rise of 10Pearls, Systems Limited, and a range of other standout startups and software companies, all validating Pakistan's capability at the technological frontier.
Yet talent and resilience alone do not scale; they require institutional handrails. In New York City, Jabran Niaz of Utopia Deals—one of Amazon's top five global sellers—offered the most direct solution: leaders who want durable growth should devote their first five years to building a rigorous HR motion.
He then claims his own returns have been astronomical since his company formalized its people-management architecture. At Paismo, we have witnessed the same multiplier: by codifying culture, standardizing performance indicators and deploying AI-enabled support, results can quickly scale. In short, grit must be first streamlined, before it can be monetized.
Furthermore, a second frontier was heavily highlighted, the 'AI revolution'. Dr. Naveed Sherwani reminded the Washington audience that access over semiconductor supply chains will increasingly grow in economic importance in the AI era. He pushed the importance of Pakistan working with the GCC region in plans for growth and action. Such alliances would strengthen foreign-exchange partnerships.
Tech companies that participated in the roadshow included: Wai Technologies, QBS Co, Sapphire Consulting Services, Woltrio, Horizon Tech, Alfoze, 9Xero Digital, Adsells Advertising, Markaz Technologies, Paismo, PureLogics, Abacus, Code Ninja, Teamo, Mars BPO, Visionary Computer Solutions, Outsource in Pk, ICIL Technologies, and others.
The tech ecosystem must now push on these learning imperatives.
First, streamline desired HR culture and leadership expectations on day one, and not waiting after the headcount crosses triple digits.
Secondly, when a moment of hesitation appears while responding to market motions, leaders should swiftly continue focusing on executing for outcomes.
Third, to preserve trust abroad, leaders must continue maintaining and growing ethical practices to preserve relationships, as remote delivery may be efficient, but sealing and maintaining enterprise contracts beckons consistent face-to-face engagement in New York City, Riyadh, Dubai or London.
The 'Think Tech Think Pakistan' campaign has succeeded in helping reframe global perceptions. P@SHA (Pakistan IT Industry Association), along with the Ministry of Information Technology & Telecommunication (MoITT), has advocated for institutions to create a greater focus on the Pakistan IT sector and budget for resources, helping ensure that Pakistan's tech companies have the support they need to scale and thrive. And like all powerful narratives, this too — as Abu Bakar rightly said at the conferences — will need to be repeated a million times over, until Pakistan is truly recognized for its tech potential and talent.
Here's to building positive momentum, with steady discipline, following through on upskilling current talent, matching newly trained engineers with market demand, embedding professional HR practices, and securing regional partnerships that anchor critical infrastructure. The window of opportunity is wide open, all that remains is for the tech community to seize it, capitalize on it, and most importantly, take care of it.

He noted that the Employees' Old-Age Benefits Institution (EOBI) has gained international recognition and has been commended at International Labour Organization (ILO) conventions in Geneva — underscoring its credibility and importance. The Minister made these remarks at a high-level seminar titled 'Ease of Doing Business for the IT Industry,' held at the Prime Minister's Office. The event was jointly organized by EOBI and the Special Investment Facilitation Council (SIFC), and brought together key government officials and leaders from Pakistan's tech ecosystem. Among the attendees were Federal Minister for Information Technology & Telecommunication Shiza Fatima, Secretary OP&HRD Nadeem Aslam Chaudhry, Director General SIFC and his team, as well as representatives from the Pakistan Software Houses Association (P@SHA). In his opening remarks, Dr. Jawaid Ahmed Sheikh, Chairman EOBI, highlighted the institution's central role in providing pension benefits and long-term financial security to workers in cases of retirement, disability, or death. He reaffirmed EOBI's commitment to evolving alongside the dynamic needs of the IT sector. Sajjad Mustafa, Chairman of P@SHA, thanked EOBI for initiating this important dialogue and proposed the formation of a joint working group to collaboratively address challenges related to contribution recovery and compliance. Echoing this sentiment, Ali Hasani, Secretary General of P@SHA, welcomed the establishment of a dedicated help desk for the IT sector, viewing it as a model that could inform consistent policy implementation across other industries. A technical presentation by Muhammad Amin, Deputy Director General Operations at EOBI, provided an overview of the organization's comprehensive social protection framework—which includes support not only for retirement, but also in cases of disability and death, tailored for the needs of the modern workforce. Federal Minister for IT & Telecommunication Shaza Fatima stressed the need for digital transformation, responsive service delivery, and regulatory agility to keep pace with the fast-changing tech landscape. She endorsed the proposal for a joint working group, recognizing its potential to close the gap between policy and execution. The seminar concluded with a shared commitment to strengthening institutional collaboration and aligning policies to create an enabling business environment for IT companies—while upholding internationally recognized standards of worker protection in Pakistan. ISLAMABAD: The Ministry of Information Technology and Telecommunication (MoITT), under the leadership of Federal Minister Shaza Fatima Khawaja, convened a high-level meeting to explore AI-driven sign language solutions aimed at improving communication accessibility for the hearing-impaired community in Pakistan. The meeting brought together senior officials including Federal Secretary of Information and Broadcasting Ambrin Jan, representatives from the Ministry of IT, Ministry of Information, Ignite, and prominent startups from the local innovation ecosystem. Two leading Pakistani startups—ConnectHear and DeafTawk—presented their cutting-edge platforms, featuring real-time sign language interpretation, AI-powered communication tools, and offline public alert services specifically designed for the deaf and hard-of-hearing. This consultative session was held under the subcommittee on IT formed by the National Policy Board, as part of the implementation of the Access to Media (Deaf) Persons Act, 2022. The subcommittee, chaired by Minister Shaza Fatima Khawaja, is tasked with evaluating AI-based sign language practices and recommending inclusive technologies for public media platforms. During the session, the secretary of Information and Broadcasting proposed a pilot project on PTV, selecting one daily news bulletin for AI-based sign language interpretation. Ignite endorsed this phased approach, emphasising the importance of measurable impact to build trust in the technology. It was agreed that Connect Hear and DeafTawk will jointly develop a proof of concept (PoC) in collaboration with the Ministry of IT. Ignite will also assess the possibility of launching a National Innovation Challenge through its incubation centers to attract more tech-driven solutions for accessibility. Commending the efforts of the startups, Minister Khawaja reiterated the government's commitment to inclusive digital transformation. She stressed the need to develop a comprehensive 'super app' featuring AI tools and voice-command capabilities to enhance accessibility for persons with disabilities. The meeting concluded with consensus on inter-ministerial cooperation and support for scalable, innovative tools that can foster digital inclusion in public media and civic services. More than 90 per cent of X's (formerly Twitter) Community Notes – a crowd-sourced verification system popularised by Elon Musk's platform – are never published, a study said on Wednesday, highlighting major limits in its effectiveness as a debunking tool, reported AFP. The study by the Digital Democracy Institute of the Americas (DDIA), which analysed the entire public dataset of 1.76 million notes published by X between January 2021 and March 2025, comes as the platform's CEO Linda Yaccarino resigned after two years at the helm. The community-driven moderation model – now embraced by major tech platforms including Facebook-owner Meta and TikTok – allows volunteers to contribute notes that add context or corrections to posts. Other users then rate the proposed notes as "helpful" or "not helpful." If the notes get "helpful" ratings from enough users with diverse perspectives, they are published on X, appearing right below the challenged posts. "The vast majority of submitted notes – more than 90 percent – never reach the public," DDIA's study said. "For a program marketed as fast, scalable, and transparent, these figures should raise serious concerns." Among English notes, the publication rate dropped from 9.5 per cent in 2023 to just 4.9 per cent in early 2025, the study said. Spanish-language notes, however, showed some growth, with the publication rate rising from 3.6 per cent to 7.1 per cent over the same period, it added. A vast number of notes remain unpublished due to lack of consensus among users during rating. Thousands of notes also go unrated, possibly never seen and never assessed, according to the report. "As the volume of notes submitted grows, the system's internal visibility bottleneck becomes more apparent – especially in English," the study said. "Despite a rising number of contributors submitting notes, many notes remain stuck in limbo, unseen and unevaluated by fellow contributors, a crucial step for notes to be published." 'Viral misinformation' In a separate finding, DDIA's researchers identified not a human but a bot-like account – dedicated to flagging crypto scams – as the most prolific contributor to the program in English, submitting more than 43,000 notes between 2021 and March 2025. However, only 3.1 per cent of those notes went live, suggesting most went unseen or failed to gain consensus, the report said. The study also noted that the time it takes for a note to go live had improved over the years, dropping from an average of more than 100 days in 2022 to 14 days in 2025. "Even this faster timeline is far too slow for the reality of viral misinformation, timely toxic content, or simply errors about real-time events, which spread within hours, not weeks," DDIA's report said. The findings are significant as tech platforms increasingly view the community-driven model as an alternative to professional fact-checking, which conservative advocates in countries such as the United States have long accused of a liberal bias. Studies have shown Community Notes can work to dispel some falsehoods such as vaccine misinformation, but researchers have long cautioned that it works best for topics where there is broad consensus. Some researchers have also cautioned that Community Notes users can be motivated by partisan motives and tend to target their political opponents. X introduced Community Notes during the tenure of Yaccarino, who said on Wednesday that she had decided to step down after leading the company through a major transformation. Yaccarino's departure No reason was given for the former CEO's exit, but her resignation came as Musk's artificial intelligence chatbot Grok triggered an online firestorm over its anti-Semitic comments that praised Adolf Hitler and insulted Islam in separate posts on X. In a short reply to her post on X, Musk wrote: "Thank you for your contributions." Yaccarino – a former NBCUniversal advertising executive – took over as X's CEO in June 2023, replacing Musk who had been serving in the role since his $44 billion acquisition of Twitter in October 2022. Her appointment came as Musk sought to focus on product development while bringing in an experienced media manager to restore advertiser confidence. The company has faced significant challenges since Musk's acquisition, including an exodus of advertisers and concerns over content moderation policies. Critics have cited a rise in violent content, racism, antisemitism and misinformation on X. Yaccarino's background in advertising was seen as crucial to rebuilding business relationships. In her statement, Yaccarino praised the "historic business turn around" achieved by the X team and suggested the platform was entering "a new chapter" with xAI, Musk's artificial intelligence company. xAI in March acquired X in an all-stock deal that valued the social media platform at $33 billion, making it a subsidiary of Musk's AI company. "X is truly a digital town square for all voices and the world's most powerful culture signal," she wrote, adding that she would be "cheering you all on as you continue to change the world." Analyst Jasmine Enberg from Emarketer said that being CEO "was always going to be a tough job, and Yaccarino lasted in the role longer than many expected." "Faced with a mercurial owner who never fully stepped away from the helm and continued to use the platform as his personal megaphone, Yaccarino had to try to run the business while also regularly putting out fires," she told AFP. Yaccarino's sudden exit "suggests a possible tipping point" in their relationship, even if the reasons are for now unknown. During her tenure, X introduced new features including Community Notes, a crowd-sourced fact-checking system, and announced plans for "X Money," a financial services feature as part of Musk's vision to transform the platform into an "Everything App." It also coincided with Musk's endorsement and financial backing of Donald Trump, which saw the South African-born multi-billionaire catapulted into the White House as a close advisor to the president, before a recent falling out.
