With Eidul Azha falling in the first week of June, the Rawalpindi Cantonment Board (RCB) has awarded the contract for the largest livestock market, valued at Rs165.7 million.
The market for sacrificial animals set up at Bhatta Ground has started receiving sacrificial animals from across the country to facilitate the residents of the twin cities of Rawalpindi and Islamabad.
However, the contractor is still liable to pay 50% of the remaining dues under the contract and is also obligated to pay Rs16.5m in income tax.
In light of previous instances where contractors fled without clearing dues and taxes, the Board has taken a more vigilant approach this year. Monitoring of the cattle market has been significantly tightened.
The contract to set up the livestock market at Bhatta Ground was awarded to Moin & Co for Rs165.7m. Fifty percent of the contract amount has already been received, while recovery of the remaining 50% is still pending.
Sources in the RCB indicate that the final approval letter for the contract has not yet been issued. Once issued, the contractor will be required to pay the remaining dues to the board and the Rs16.5m in income tax to the government within seven days.
Meanwhile, livestock from across the country has started arriving at Bhatta Ground, and the pace is expected to pick up from June 1. Traders from all over Pakistan will bring cows, bulls, calves, camels, goats, and sheep to the market. However, this year, prices of sacrificial animals are expected to be higher than last year, making it more difficult for buyers to find animals within their budget.
To ensure the success of the official cattle market, the Board has imposed a ban on the sale of sacrificial animals on roads, open plots, private enclosures, and walled areas throughout the cantonment. Selling animals outside the Bhatta Ground market will not be allowed, and enforcement teams have been formed to take action against violators.
On the other hand, collecting the remaining 50% of the contract dues and the Rs16.5m income tax from the contractor has become a major challenge for the RCB.
According to sources, monitoring teams from the board will oversee the livestock market operations and ensure timely recovery of all outstanding payments and taxes.
Meanwhile, the twin cities are abuzz with activity as vendors and buyers alike prepare for the festive occasion. The markets, set up in various locations, offer goats, cows and other livestock for sacrifice. Buyers can be seen haggling over prices, inspecting the health and quality of the animals and negotiating with vendors.

ISLAMABAD: The Federal Board of Revenue (FBR) has extended the deadline for all public companies and importers for sales tax registration up to August 10, 2025 for integration with the board's system to issue electronic sales tax invoices. The other categories of registered persons (who are not falling under the categories of turnover basis) would be required to be registered by November 10, 2025. The deadline for sales tax registration of non-corporate taxpayers including individuals has been extended by November 10, 2025. The FBR has specified separate deadlines for registration, testing of system and date for issuance of electronic invoices. The FBR has divided companies based on their annual turnover for the purpose of integration. According to an SRO1413(I)/2025 issued by the FBR on Friday, the FBR has directed that all sales tax registered persons specified shall complete the registration and testing for integration of their hardware and software with the Board's computerized system through a licensed integrator or PRAL and shall issue electronic invoices, not later than the respective dates specified. The FBR has superseded notification No SRO 709(l)12025, dated the 22nd April2025. Under the new deadlines, the date for testing of system for all public companies has been set August 25, 2025 and date for issuance of electronic invoices is September 1, 2025. All companies with turnover exceeding Rs1 billion declared in sales tax return for the last 12 months, would be required to be registered by August 10, 2025. The date for testing of system for these companies is August 25, 2025 and date for issuance of electronic invoices is September 1, 2025. In case of importers, they would be required to be registered by August 10, 2025. The date for testing of system for importers is August 25, 2025 and date for issuance of electronic invoices is September 1, 2025. All companies with turnover exceeding Rs100 million but not exceeding Rs1billion declared in sales tax returns for the last 12 months, would obtain registration by September 10, 2025. The date for testing of system for importers is September 30, 2025 and date for issuance of electronic invoices is October 1, 2025. All companies with turnover not exceeding Rs100 million declared in sales tax returns for the last 12 months, would obtain registration by October 10, 2025. The date for testing of system for importers is October 30, 2025 and date for issuance of electronic invoices is November 1, 2025. All individuals and association of persons with turnover exceeding100 million rupees declared in sales tax returns for the last 12 months, would be required to be registered by September 10, 2025. The date for testing of system for importers is September 30, 2025 and date for issuance of electronic invoices is October 1, 2025. The other categories of registered persons would be required to be registered by November 10, 2025. KARACHI: In a major step towards enhancing financial stability, the State Bank of Pakistan (SBP) has introduced a comprehensive 'Regulatory Framework on Recovery Planning' for all banks. Aimed at aligning domestic practices with international standards and best practices, the framework outlines the SBP's supervisory expectations and seeks to harmonize recovery planning across the banking industry. The basic objectives of recovery planning are to ensure that the banks are prepared for periods of financial stress, can stabilize their financial position, recover from financial losses, and avoid failure. SBP injects record high Rs14.3trn in banks for seven days The SBP has asked banks to develop and maintain recovery plans that include a number of recovery options, and test their plans to assess their effectiveness. The recovery plan should include measures to reduce the risk profile of a bank and conserve capital in case of need. It should also include strategic options, such as, the divestiture of business lines and restructuring of liabilities, a circular issued by the SBP said. In order to strengthen recovery and resolution regime in Pakistan, various amendments in relevant laws i.e. Banking Companies Ordinance (BCO), 1962 and Deposit Protection Corporation (DPC) Act, 2016 have recently been enacted. The amendments provide explicit legal powers to State Bank to require the banks to submit a recovery plan in the form, content and manner as directed by the SBP, remove any impediments to the implementation of the plan, revise and update recovery plan etc. Accordingly, the SBP has developed a regulatory framework on recovery planning, in line with the international standards and best practices. As per framework, the banks are required to develop and maintain comprehensive recovery plans on group wide basis including their subsidiaries and associates, where applicable. The banks shall develop and submit their first Recovery Plans in light of this framework, duly approved by their Board of Directors to relevant Banking Supervision Departments by June 30, 2026 based on the audited financial statements as of December 31, 2025. Subsequently, all the banks are required to submit their Board approved recovery plans to relevant Supervision Department by 30th June of each year based on the latest audited financial statements or within 15 days of the Board's approval in case of revision in the plan based on material changes during the year. The recovery planning requirements would be applicable on banks requiring them to prepare and maintain comprehensive recovery plans on group wide basis including their subsidiaries and associates, where applicable. The banks may adjust their recovery plans keeping in view their size, complexity of operations, and risk profile while ensuring that at a minimum, key components set out in this framework are duly covered. The SBP has also directed the foreign bank branches to must align their recovery plans with those developed by their Head Office, ensuring consistency with the applicable provisions in this document with respect to their operations in Pakistan. While, the Islamic Banking Institutions (IBIs) will ensure that the recovery plans are in conformity with Shariah principles, and the role of Shariah Board has been appropriately defined (if required). In this regard, the banks are now required to incorporate their contingency funding plans in the board approved recovery plans prepared under this framework to effectively deal with unusual situations in a timely and effective manner. The SBP has warned that any violation of these instructions shall attract strict punitive action under the relevant provisions of the BCO, 1962. Copyright Business Recorder, 2025

Bank Alfalah announces Rs15.27bn PAT for H1CY25

KARACHI: The Board of Directors of Bank Alfalah Limited (BAFL), in its meeting held on Thursday, approved the Bank's financial results for the half year ended June 30, 2025. Bank Alfalah reported profit after tax (PAT) of Rs 15.27 billion for the half year ended June 30, 2025, translating to earnings per share of Rs 9.68 (June 2024: Rs 13.06). The Board of Directors declared a second interim cash dividend of Rs 2.50 per share (25%), cumulatively bringing the cash dividend for the year to Rs 5.00 per share (50%) (HY 2024: Rs 4.00 per share (40%). The Bank was able to offset the impact of interest rate cut through current account growth. Further, balance sheet positions taken last year supported both net interest income as well as resulted in opportunities for capital gains. The changing dynamics of pricing of some products and remittances added pressure on the bottom line; we expect these will majorly settle in the second half of the year. Total deposits closed at Rs 2.29 trillion. The Bank had shifted its deposit strategy towards mobilizing current account balances and granular sticky deposits to build a diversified and stable deposit base. Driven by the Bank's strategic shift towards growing low risk corporate lending while gradually increasing consumer finance as interest rates become more conducive, the Bank's loan book grew by 34.5% YoY to close at Rs 1,057.72 billion. Further, following noticeable growth in the agriculture and small and medium enterprises (SMEs) segments over the years, the Bank will continue to prioritise credit expansion towards these segments, with tailored financing solutions to foster financial inclusion. The Bank exercises strong capital management with a Capital Adequacy Ratio of 17.67% as at June 30, 2025, which is well above the minimum regulatory requirement. Copyright Business Recorder, 2025
