Oman enacts organ transplant law to protect donors

Observer26-04-2025
MUSCAT: In a landmark move to enhance the healthcare framework in the Sultanate of Oman, the Ministry of Health (MoH) has announced the issuance of a new Royal Decree regulating the transfer and transplantation of human organs and tissues.
The new legislation forms a vital part of the country's evolving health laws and addresses the growing need for advanced organ transplant procedures.
Dr Hilal bin Ali al Sabti, Minister of Health, said that the law underpins the National Organ Transplant Programme and provides a clear legal structure for organ donation — whether from living donors or posthumous contributions. The decree guarantees the rights and safety of donors and recipients, regulates the responsibilities of healthcare institutions and outlines medical procedures and ethical standards in accordance with international best practices.
'The organ transplant law reflects Oman's progressive approach to public health and meets an urgent need in addressing cases of terminal organ failure,' Dr Al Sabti said. 'It ensures that the system operates with transparency, respect for human dignity and medical integrity.'
The minister also stressed the importance of comprehensive legislation such as the Public Health Law, which serves as a reference framework for all aspects of healthcare. The new organ transplant law aligns with Oman Vision 2040, which emphasises quality healthcare and well-being as a national priority.
Dr Al Sabti praised His Majesty Sultan Haitham bin Tarik for his unwavering support of the health sector and his vision to provide integrated and advanced healthcare services across the Sultanate of Oman.
The new law marks a significant step towards ensuring ethical medical practices, expanding access to life-saving procedures and reinforcing public confidence in Oman's healthcare system. — ONA

Health insurance claims management firm established in Oman

The first company specializing in health insurance claims management company, was established today. Green Line Health Insurance Claims Management Company is the first Omani company licensed for this activity, supported by a national vision consistent with the directives of Oman Vision 2040, aiming to provide services with global standards using the latest technologies, and to enhance and empower national competencies to undertake a key role in this new field. Faisal Hamad Al Rashdi, Co-founder and CEO of Green Line Insurance Services, stated that, due to his long experience in the health insurance sector, he observed the operational challenges facing this sector, whether at the level of insurance companies, healthcare providers, or even policyholders. Given a clear gap in claims management, Al Rashdi decided to establish this company, especially with the Financial Services Authority (FSA) announcing the opening for applications to practice health insurance claims management as an independent and regulated activity. This presented a national opportunity to establish a specialized local company that contributes to building this vital sector. He explained that the market lacked a specialized company in health insurance claims management, with a greater reliance on foreign companies managing operations from outside Oman. This affected the speed and quality of services, in addition to the possibility of health data, which is highly sensitive, being leaked through external systems. The Financial Services Authority had taken the initiative to issue clear legislation to ensure the protection of this data within Oman. He noted that the company represents a reliable source managed by national competencies, meeting market needs through its proximity to clients, which directly reflects on work quality and the speed of transaction completion. Faisal Al Rashdi said that it is natural for any sector to face some challenges when entering a phase of change, especially when there are long-standing working relationships between the market and external parties that have managed this activity for decades. However, he stressed the necessity of redoubling efforts to build trust and confirm readiness to provide high-standard services that meet the needs and aspirations of target groups, in addition to full compliance with national regulations. As for the project's nature, he mentioned that the company offers a comprehensive package of services in health insurance claims management that meets international standards. These include accurate and prompt medical claims management, medical and administrative verification using smart systems to detect duplication and errors, as a step towards time management. It also covers medical network management, from contracting with hospitals and clinics to ensuring the quality of service provided to policyholders, in addition to data analysis and smart reporting that helps insurance companies make decisions based on accurate data. He emphasized that the company relies heavily on digital solutions and modern technologies, including artificial intelligence, for faster data analysis and the automation of routine operations using robotic process automation (RPA), which reduces manual errors and saves time and effort. Furthermore, it is fully integrated with the national platform developed by the Financial Services Authority ("Dhamani" platform), which has been approved for fully electronic operations. He clarified that the company handles data confidentially, storing client data on company-owned servers only, without relying on external servers, to ensure complete control over information security. It applies best cybersecurity standards, such as advanced data encryption during transmission and storage, firewalls, and intrusion detection and prevention systems. Additionally, access permissions are granted on a limited and well-considered basis according to the employees' job roles, along with adherence to all local and international laws and regulations related to data protection and periodic reviews to ensure continuous compliance.

SQUH pioneers three cutting-edge spine surgery procedures

Muscat- The spine surgery team at Sultan Qaboos University Hospital (SQUH) at the University Medical City (UMC) has successfully implemented three advanced surgical techniques to treat spinal diseases and deformities for the first time in the region. These techniques included the use of a surgical robot, 3D printing, and virtual reality technology during a single operation. This represents a qualitative leap in specialised care services and reflects the University Medical City's commitment to enhancing the quality of healthcare and localizing the latest global medical technologies. These techniques have been applied in a number of complex surgeries, including scoliosis correction, treatment of nerve canal stenosis, and removal of spinal tumors. The University Medical City is the first healthcare facility in the region to combine these three technologies in a single procedure, making it a regional leader in specialised spine surgery. Dr. Hamid Al Farai, Consultant Orthopedic and Spine Surgeon, said, 'This achievement represents a qualitative shift in the field of spine surgery in the Sultanate of Oman. The medical team was able to integrate three advanced medical technologies into a single procedure. This has significantly contributed to increasing the accuracy of surgical procedures and reducing the risk and complications, which has a positive impact on treatment outcomes and the speed of patient recovery.' The three technologies included the use of a surgical robot in spinal surgeries, which is used to guide surgical instruments with extreme precision during operations. This helps reduce errors and achieve safer results, in addition to reducing the duration of the operation and accelerating the patient's recovery. 3D printing technology was also used, enabling the design of accurate anatomical models of the spine and surgical planning. This contributes to improving surgical accuracy and reducing risks, especially in cases of severe and complex deformities such as scoliosis. Virtual reality technology was used to provide a live, accurate cross-sectional image of the surgical area during the procedure, helping to obtain a clearer view and detailed anatomical geometry of the case, which contributed to more precise surgery and reduced complications. This strategic direction of the University Medical City falls within the framework of localizing the latest specialised medical technologies, in line with the health sector objectives of Oman Vision 2040, which focuses on building an innovative health system based on quality and reliance on national competencies. Dr. Suhaim bint Salem Al Sinani, CEO of the University Medical City, emphasized that the implementation of these advanced technologies is an important step toward enhancing patient confidence in government health services and raising the level of specialized care. This is achieved through implementing the government's policy to develop the health sector, localising modern medical technologies, and utilizing them to provide health services in accordance with international standards.
