Activist, NGOs: New Sarawak Water board lacks ethnic, religious diversity

MIRI (June 30): The recent appointment of a new board of directors at Sarawak Water Sdn Bhd has drawn concern due to the purported lack of ethnic and religious diversity.
Local activist Peter John Jaban and several non-govermental organisations described the development as troubling and out of step with Sarawak's multiracial identity.
According to them, while the company's mandate in managing one of the state's most vital public resources remains unchanged, the composition of the newly appointed board has sparked widespread concern among the public, particularly on social media.
'The makeup of the new board raises serious questions about inclusivity and representation. It appears to be dominated by individuals from one race and one religion, with no representation from the Chinese community or other non-Muslim groups.
'In a state as diverse as Sarawak, this is not only disappointing, it is unacceptable,' they said in a statement.
They emphasised that their statement was not intended to be racially provocative or to challenge the qualifications of those appointed.
However, they pointed out that the current composition sends an unfortunate and troubling message.
'It implies, falsely, that there are no educated, experienced or capable Chinese or non-Muslim Sarawakians who are trusted or qualified to serve in such leadership roles within state-linked companies. That is a deeply unjust suggestion,' they said.
They added that Sarawak has long been seen as a model of racial and religious harmony, and this spirit must also be reflected in the composition of leadership in public institutions.
They highlighted that when a government-linked company, especially one that manages essential public resources, is dominated by one group, it risks eroding public trust and creating perceptions of bias, exclusion, or political favoritism.

He was cited as saying by Sarawak Public Communications (Ukas) that this move is one of the human capital development initiatives for Sarawak. 'These students will be sent abroad so that they can be exposed to international-class security systems. 'This is not to establish our own military force, but rather we want to produce talent and expertise that can serve in various agencies including the police, military and UKPS (Sarawak Security and Enforcement Unit),' he said during the UPKS 8th anniversary dinner at a leading hotel here last night. Abang Johari also emphasised that although security aspects are the jurisdiction of the federal government, the Sarawak government still plays a proactive role in strengthening the security of the people and state assets. 'We are not taking over the security jurisdiction, but we are helping the people to have more comprehensive security. Coordination between state and federal security agencies is very important,' he said. According to him, the Sarawak government is committed to empowering local youth to join the fields of security, enforcement and high-impact technology in order to support the state's development towards achieving advanced status. He said the development of a modern and competitive state requires the support of highly skilled, disciplined human resources who have mastered knowledge in cutting-edge technology. 'We need to train our own workforce. If we want to move forward, the younger generation must be exposed to modern security theories and disciplines,' he added. Also held concurrently with the anniversary dinner was the launch of Sarawak Command Net (SCNet), which Abang Johari said is a strategic step in strengthening the state security system and increasing the effectiveness of tactical communication between UKPS and other security agencies. 'SCNet technology will enhance coordination and operational effectiveness between UKPS and the Royal Malaysia Police (PDRM), Malaysian Armed Forces (ATM), Royal Malaysian Customs Department and other security agencies,' he added. Also present at the event were State Legislative Assembly Speaker Tan Sri Datuk Amar Mohamad Asfia Awang Nasar, Deputy Premier Datuk Amar Dr Sim Kui Hian, Food Industry, Commodities and Regional Development Minister Dato Sri Dr Stephen Rundi Utom, Youth, Sports and Entrepreneur Development Minister Dato Sri Abdul Karim Rahman Hamzah, Minister in the Premier's Department Dato Sri John Sikie Tayai, State Secretary Datuk Amar Mohamad Abu Bakar Marzuki and UPKS director Datu Dr Chai Khin Chung.

U.S. prosecutors have charged two Chinese nationals with acting as agents of China's security service, accusing them of gathering intelligence about U.S. Navy bases and trying to identify Navy members willing to spy for Beijing, the Justice Department said on Tuesday. The suspects facilitated a 'dead-drop payment' of at least $10,000 in a locker at a recreational facility in Northern California in 2022 in exchange for U.S. national security information that had already been passed to Chinese intelligence, the Justice Department said. Yuance Chen, 38, a legal permanent resident living in Happy Valley, Oregon, and Liren 'Ryan' Lai, 39, who arrived in Houston from China in April on a tourist visa, were arrested on Friday, the department said in a statement. The pair worked on behalf of China's Ministry of State Security and made their initial appearances in federal court in Houston and Portland, Oregon on Monday, it said. The Justice Department gave no details on who provided the national security information or the military members targeted for recruitment. After the 2022 incident, the pair 'continued to work on behalf of the MSS, including to help identify potential assets for MSS recruitment within the ranks of the U.S. Navy,' the Justice Department said. 'The Chinese Communist Party thought they were getting away with their scheme to operate on U.S. soil, utilizing spy craft, like dead drops, to pay their sources,' FBI Director Kash Patel said in a statement. In a statement to Reuters, Chinese Embassy spokesperson Liu Pengyu said he was not aware of the specific case but said the allegations were 'assumptions and speculations,' accusing the U.S. of hypocrisy in its global intelligence operations.
