Fertilizers push: Coal India to infuse over Rs 1,067 crore in Talcher Fertilizers; coal gasification plant sees 65% progress

State-run Coal India Ltd (CIL) on Friday said it will invest more than Rs 1,067 crore in Talcher Fertilizers Ltd (TFL) by subscribing to equity shares through a rights issue, marking a significant step towards realising India's first coal gasification-based ammonia urea plant.
TFL was set up in 2015 as a joint venture between GAIL (India) Ltd, CIL, Rashtriya Chemicals & Fertilizers Ltd (RCF), and Fertilizer Corporation of India Ltd (FCIL) to revive FCIL's defunct Talcher fertiliser unit in Odisha. GAIL, CIL, and RCF each hold 33.33% stake in the project, according to PTI.
In a stock exchange filing, Coal India said it will acquire 1,06,75,06,771 equity shares at Rs 10 each, with the transaction expected to be completed by July 9.
The flagship Talcher project is a key part of India's bid to convert coal into fertiliser feedstock. The Rs 13,277-crore urea plant is designed to produce 12.7 lakh tonnes of urea per annum using coal gasification technology. However, the plant has been running behind schedule since the EPC contract was awarded in 2019 to China's Wuhuan Engineering Company Ltd (WECL).
Minister of State for Chemicals and Fertilisers Anupriya Patel told Parliament earlier this year that project progress as of February 28, 2025, stood at 65.66%, with the Outside Battery Limit (OSBL) components reaching 77.62% completion, the agency reported.

She also noted several OSBL installations such as the pipe rack, plant lighting, Boiler-1, and water treatment units have reached near-completion. Initially slated for commissioning in September 2024, the project missed its deadline due to pandemic-related disruptions stemming from the outbreak in Wuhan, China — the base of the contractor WECL.
The TFL board and JV partners are now holding regular progress reviews, while project engineers continue coordinating via video conferencing with WECL to address outstanding engineering issues, the minister informed.
Coal India, which produces over 80% of the country's coal, sees this investment as strategic to both its diversification and India's fertiliser self-sufficiency.

1 2 Nagpur: Approximately 22.98% of Nagpur's 8.36 lakh property owners paid their taxes in the first quarter of the 2025–26 financial year to avail the rebate scheme — 15% for online and 10% for offline payments — offered by the Nagpur Municipal Corporation (NMC) for the period. Between April 1 and June 30, as many as 1,92,324 taxpayers collectively paid Rs88.85 crore in property tax. Of the total, 96,993 property owners used online platforms like the NMC website, the My Nagpur mobile app, and the WhatsApp chatbot, paying a total of Rs 49.92 crore. The remaining 95,331 taxpayers paid Rs35.97 crore at zonal offices and special camps. The trend signals both improved compliance and a rising preference for digital modes of payment. NMC commissioner Abhijeet Chaudhari rolled out the rebate scheme to encourage early payments. The scheme, backed by an aggressive outreach strategy, was instrumental in improving the tax collection. In the light of early trends and collection patterns, Chaudhari has revised the revenue target to Rs400 crore from Rs350 crore set earlier. For effective implementation of the drive, Chaudhari chaired several review meetings with the tax department. Additional commissioner Vaishnavi B personally monitored zone-wise performance and visited properties to ensure ground level execution. Lucknow: IIT-Kanpur's Centre of Excellence in AI for Sustainable Cities and IBM , a leading provider of global hybrid cloud and AI, have joined hands to deploy Artificial Intelligence (AI) to fight against air pollution in Uttar Pradesh . The collaboration aims to enable data-driven, localised solutions that balance economic development with environmental sustainability, aligning with the national vision of Viksit Bharat. A first-of-its-kind implementation in UP, the AI-powered solutions will support India's airshed strategy. The project is led by dean, Kotak School of Sustainability and project director of Airawat Research Foundation, IIT-K's CoE in AI for Sustainable Cities, Prof Sachchida Nand Tripathi, whose team pioneered the use of low-cost indigenous sensors. These sensors overcome the limitations of expensive imported alternatives to map pollution sources across every block in UP. At least 110 schools in Surat submitted over 3,200 application forms for fee assistance — as a part of the state government relief package for diamond polishers' children — benefiting 10,921 students to the Surat District Industries Centre on Monday, sources familiar with the matter said on Tuesday. The forms will be verified by the Surat Diamond Association before being forwarded to the approval committee headed by District Collector Dr Sourabh Pardhi. Earlier in May, the state government announced a special assistance package for the diamond industry. Under the relief package, the state government will cover the school fees of children of diamond polishers, providing an annual sum of Rs 13,500 for one year. The criteria to avail the scheme benefits include the diamond polisher being unemployed for the last year and having worked in the industry for at least three years. The government will directly pay the fees to the schools. The diamond industry has been experiencing a prolonged period of recession for over two-and-a-half years now. The diamond polishers, along with middle and small diamond unit owners, have been facing great financial difficulty due to the reduced demand for polished diamonds in the international market. There are over 4,000 small, medium, and large diamond factories in Surat city, employing a workforce of over 5 lakh diamond workers. Out of the 10 polished diamonds found in the world, eight are cut and polished in Surat city. The majority of the workforce in the diamond industry hails from Saurashtra and other parts of Gujarat and are settled in Surat city. Following the announcement of a special relief package by the state government, schools were instructed to make students and their parents aware of the scheme. The school authorities had also distributed forms among the students, seeking all necessary details. The form submission is being done in three phases, with the first phase ending on Monday, while the second and third phases are scheduled for July 7 and 23, according to sources in the Surat district administration. On Monday, 110 schools submitted 3,200 forms to the district industries commissioner. Majority of such schools are located in Katargam, Kapodara, Sarthana, and Varachha areas in Surat city. Surat District Industries Commissioner Jigar Dave told The Indian Express, 'We have received 3,200 application forms from 110 schools, and the number of beneficiaries is over 10,921 students'. 'We will be sending these forms to the Surat Diamond Association for verification, including confirmation of whether the applicant is actually a diamond polisher and if they have been jobless for the last year. There are two more phases left for accepting such forms. Once these forms are verified, it will be sent to the scrutiny committee, and later it will reach the approval committee headed by Surat District Collector Dr Sourabh Pardhi'. Surat Diamond Association President Jagdish Khunt told The Indian Express, 'We are expecting more such forms in the coming days. A core committee meeting regarding the disbursement of the special assistance package will be held on Thursday'. 'We already have a staff crunch. How are we supposed to handle 3,200 forms? We will share our concerns with the committee head, the Surat District Collector. We are also preparing for our upcoming loose diamond auction event which will be held in Surat city from July 11 to 13. How will we take care of so much work?' Khunt asked.
