New mobile system launched to enhance disaster communications
CYBERJAYA : The communications ministry has launched the Mobile Integrated Radio and Internet Communication System (Prime), a strategic initiative aimed at strengthening disaster and emergency response capabilities in public areas.
Its minister, Fahmi Fadzil, said Prime is part of the Malaysian Communications and Multimedia Commission's efforts to support agencies such as the National Disaster Management Agency (Nadma) in ensuring reliable communication coverage in disaster zones.
'This system is not just for frontline responders, but also for victims and those awaiting rescue,' he told a press conference following the launch of Prime at MCMC's headquarters here today.
Fahmi said Prime is a vehicle-based mobile communications system equipped with satellite technology, cellular networks, two-way radios, WiFi, and drones.
He said the implementation of Prime would strengthen MCMC's collaboration with key strategic agencies involved in disaster and emergency management, enhancing both the efficiency and resilience of response and communication efforts.
Prime will also support community outreach initiatives such as the National Information Dissemination Centre (Nadi), serving as a mobile digital hub that enables on-site internet access and community activities.
Three Prime units will first be developed in phases, stationed at MCMC's headquarters to support operations in Peninsular Malaysia.
'The remaining two units will be completed by the end of the year and deployed to MCMC's offices in Sabah and Sarawak,' he said, adding that each unit costs RM1 million to build.
Fahmi said the ministry would assess potential improvements to features not currently included in Prime.
'For example, with drones, we're exploring ways to deliver and receive information using microphones and speakers. Victims who are trapped can speak directly to rescue teams,' he said.
Fahmi said Prime units could be tested as early as October, particularly in states affected by the northeast monsoon.

PUTRAJAYA, July 31 — Former Pahang menteri besar Tan Sri Adnan Yaakob failed in his appeal today to overturn a summary judgement requiring him to pay an RM84,000 penalty to the Securities Commission (SC) for breaching provisions under the Capital Market and Services Act 2007 (CMSA). A three-man bench led by Justice Datuk Azimah Omar held that Adnan should have filed a judicial review to challenge the penalty, adding that on that ground alone, the appeal was bound to fail. Furthermore, she said Adnan failed to raise any triable issues in the light of his clear and unequivocal admission in his letter to the SC. The panel, also comprising Justices Datuk Wong Kian Kheong and Datuk Ismail Brahim, ordered Adnan to pay RM10,000 in legal costs. Adnan, who served as Pahang menteri besar from 1999 to 2018, was a member of the Board of Directors of Pasdec Holdings Bhd (PASDEC), whose largest shareholder is the Pahang State Development Corporation (PKNP) (Perbadanan Kemajuan Negeri Pahang). The SC, a statutory body established under the Securities Commission Act 1993 (SCMA), is vested with the functions and powers to enforce compliance with the SCMA and CMSA. On May 16, 2018, PASDEC issued an abridged prospectus that omitted material information. PASDEC failed to disclose PKNP's application for approval to subscribe to its entitlement at the issue price of RM0.35 per rights share, was still pending. As a member of the PASDEC's board of directors, Adnan, 75, had individually and collectively accepted responsibility for the omission. On July 22, 2020, SC issued a notice to Adnan stating that he had breached the provisions in CMSA and imposed sanctions, including reprimand and an RM84,000 penalty. However, no payment was made, and the SC initiated a civil suit in the Magistrate's Court in Kuantan. On Aug 25, 2022, the Magistrate's Court allowed the SC's application to enter a summary judgment against Adnan. His appeal to the High Court was dismissed on Feb 16, 2023. In today's proceedings, Adnan, who holds a law degree from the International Islamic University Malaysia, represented himself. He submitted that he should not have been responsible for the breach because his role as PASDEC chairman was a state government appointment. Lawyer Lambert Rasa-Ratnam representing SC, argued that Adnan could have filed a judicial review to challenge the penalty imposed but did not do so. PAC tells Works Ministry: Multi-Lane Fast Flow system must not burden government or public
KUALA LUMPUR, July 31 — The Public Accounts Committee (PAC) has called on the Ministry of Works (KKR) to ensure the implementation of the Multi-Lane Fast Flow (MLFF) system will not incur any financial implications for the government or consumers once the final direction of the project is determined. PAC chairperson Datuk Mas Ermieyati Samsudin said this precaution is necessary to avoid repeating issues raised in previous PAC proceedings, where projects initially claimed to have no financial impact ultimately resulted in government payments to companies. She said any decision regarding the implementation of the MLFF system, or any future traffic management system, must provide benefits and enhance efficiency in addressing traffic congestion. 'The PAC requests that KKR provide a written update on the latest developments and direction regarding the implementation of the MLFF system for the committee's reference and attention. 'In addition, the PAC urges that the effectiveness and efficiency of the existing toll collection system be improved as an immediate measure to reduce highway congestion before the implementation of the MLFF,' she said in a statement today. According to Mas Ermieyati, the matter was among the recommendations outlined in the PAC Statement on the Follow-up Action by the KKR and the Malaysian Highways Authority (LLM) for the Parliamentary PAC Recommendations on the Management of the MLFF Project Implementation, which was presented yesterday. In addition, the PAC also presented its statement on follow-up actions by the Ministry of Finance (MOF) and the Malaysian Inland Revenue Board (IRB) regarding PAC's recommendations on the Management of the IRB Accounts Receivable. She also emphasised the need for ongoing monitoring to ensure the effectiveness of the tax assessment process, along with proactive enforcement to curb leakage and fraud in tax payments. Commenting on the e-invoice initiative, she said, the PAC welcomed the government's move announced on June 5, 2025, and acknowledged the need to consider the preparedness of taxpayers, especially the Micro, Small and Medium Enterprises in meeting the legal requirements. ITMAX System secures RM145m smart traffic light system contract in Johor Bahru
KUALA LUMPUR, July 31 — ITMAX System Bhd's 65 per cent subsidiary, Southmax Sdn Bhd, has been awarded a RM145 million contract by the Johor Bahru City Council (MBJB) for the deployment and maintenance of the smart traffic light system across the Johor Bahru area. In a Bursa Malaysia filing today, ITM said the contract was for 240 months from Aug 1, 2025, to July 31, 2045. In a separate statement, ITMAX managing director and chief executive officer William Tan Wei Lun said the contract was the second award from MBJB, which further expands its smart city footprint in Johor Bahru. He added that the award reflected the growing confidence that local councils place in ITMAX's artificial intelligence (AI)-powered infrastructure solutions and reaffirms its position as a trusted long-term partner in Johor's smart city transformation.
