Abdel Gawad: Fractional Ownership Opens New Horizons for Real Estate Investment in Egypt

Economic Key2 days ago

Dr. Mohamed Abdel Gawad, CEO of Vantage Developments, participated in a roundtable organized by Invest-Gate, which gathered developers, policymakers, and industry leaders to explore the evolving role of fractional ownership in Egypt's real estate market.
Dr. Abdel Gawad described fractional ownership as an investment tool that enables broader investor access to income-generating properties without requiring full unit purchases. Instead, investors acquire shares and receive proportional income, with properties managed by professional operators.
He noted the model's suitability for tourism, commercial, administrative, and branded residential assets, particularly in high-demand areas such as Egypt's coastal destinations, New Cairo, and the New Administrative Capital. This diversity enhances its potential to draw both domestic and foreign investment.
To ensure long-term success, Dr. Abdel Gawad stressed the need for transparent execution plans, diversified property portfolios, strong legal documentation, and professional asset management to maintain quality and ensure sustainable returns.
Liquidity was identified as a critical challenge. He cautioned that limiting share ownership to the development company could delay investor exits. To address this, he proposed creating an investment fund or Special Purpose Vehicle (SPV) managed by a professional operator—who also holds a small stake—to facilitate easier entry and exit and offer structured buyback options or access to secondary markets.
Dr. Abdel Gawad also highlighted the model's relevance to the vacation home market, where rising property prices limit affordability. Through fractional ownership, investors can access high-value coastal properties, earn seasonal rental returns, and benefit from professional management that ensures high occupancy and asset upkeep.
He concluded by urging developers, regulators, and financial institutions to collaborate on creating a transparent and flexible regulatory framework. With the right structures in place, fractional ownership could unlock new investment avenues and support the sector's sustainable growth.

Egypt approves EGP 85 bln budget amendment to cover rising interest costs - Economy

Egypt's House of Representatives approved on Sunday a government-proposed amendment to the state budget for the 2024/25 fiscal year, adding EGP 85 billion in supplementary spending to cover rising interest payments. The revision is in response to the depreciation of the Egyptian pound and ongoing economic and geopolitical pressures, which have increased both domestic and external debt servicing costs. The additional funds will be allocated under Chapter Three of the budget, which covers interest payments. To offset the expenditure, an equivalent EGP 85 billion will be added to projected revenues under Chapter One (Taxes), according to the draft law passed by parliament. The amendment also requires changes to the treasury's legal budget schedules for the fiscal year, which ends on Monday, 30 June. A report from the parliamentary budget committee noted that when the 2024/25 budget was drafted — and passed under Law No. 88 of 2024 — the government aimed for a fiscal deficit of 7.3 percent of GDP and a primary surplus of 3.5 percent, in line with its debt-reduction targets. Egypt PM Madbouly heads to Spain for UN conference on financing for development

Prime Minister Mostafa Madbouly has departed for Seville, Spain, to attend the Fourth United Nations International Conference on Financing for Development (FFD4), scheduled to take place from 30 June to 3 July. Madbouly will participate in the conference opening session on Monday on behalf of President Abdel-Fattah El-Sisi, according to a Sunday cabinet statement. He will also attend the launch of the Seville Platform for Action, where he is slated to deliver a key address, in addition to Egypt's official statement during the general debate sessions of the conference. The PM's agenda includes a series of meetings with heads of government, ministers from several nations, and leaders of regional and international organizations. He is accompanied by Minister of Planning, Economic Development, and International Cooperation Rania Al-Mashat and Minister of Finance Ahmed Kouchouk. The event, which aims to enhance international cooperation in financing for development, is expected to draw a significant number of heads of state and government, including Spain's Prime Minister and the UN Secretary-General, as well as leaders of various international institutions and organizations. Egypt is set to present its financing model at the FFD4, showcasing its blended finance architecture and de-risking tools. Earlier this month, at a high-level meeting ahead of the FFD4, El-Sisi outlined the pillars of Egypt's vision for enhancing international efforts to finance development, highlighting significant changes in the international trade landscape that are affecting the global economy.
