Political tides in Africa are shifting: Britain must be clear who its friends are
This vast territory of more than 100,000 square miles is home to 565,000 people – a population roughly the size of Leeds, spread across an area bigger than the United Kingdom, although largely concentrated in the town of Laayoune, the regional capital, and Dakhla, the largest and fastest growing container port on the east Atlantic coast. Morocco has invested heavily and imaginatively in the Western Sahara, providing tens of thousands of new jobs, and the prospect of many more to come, yet its full economic development has been held back by a frozen territorial dispute, which has contributed to a deteriorating humanitarian situation in the Tindouf refugee camps in Algeria.
Under an encouragingly wide-ranging partnership agreement signed this week between London and Rabat, the UK has, for the first time, acknowledged the autonomy plan proposed by Morocco as the most credible, viable and pragmatic basis for a lasting peace in the Western Sahara. The autonomy plan, first presented to the United Nations in 2007, represents the only credible, lasting solution for peace in the Western Sahara. Under its provisions, an autonomous region would be established within the Moroccan State, with Morocco taking responsibility for defence and foreign affairs, but with local control over law enforcement, taxation, infrastructure, economic development, cultural affairs and the environment.
By accepting the broad principles of the autonomy plan, UK diplomacy at last moves into line with other key western allies including France, Spain and the United States, shifts the dial at the UN Security Council and within the General Assembly and lays the ground for a definitive, permanent resolution of the dispute. Such a resolution is in the best interests of the people of the Western Sahara, and it is by far the best hope of bringing prosperity, and economic and human development to that region, and wider.
UK support for the Moroccan autonomy plan, in conjunction with a comprehensive range of other cultural and economic initiatives of great mutual benefit, seems to be firmly in line with the Foreign Secretary's declared diplomatic approach of 'progressive realism'. It demonstrates a recognition by the FCDO that the political tides in Africa are shifting once again, and that the UK needs to be clear-sighted about who its friends are, which countries can be trusted and reliable partners, and which countries are offering opportunities for the continent's potential and solutions to its challenges.
In this respect, Morocco has proved to be a bulwark against terrorism, extremism, serious crime, illegal migration and the destabilising activities of Russia's and Iran's proxies in sub-Saharan Africa – and the autonomy plan offers further, exciting economic opportunity and potential. It is security, stability and prosperity that will help address the humanitarian issues of the refugee camps, undermine the poisonous appeal of extremism and slow migration, and offer hope. Those that oppose this move, with an insistence on perpetuating a deadlock, have their own vested interests that offer nothing to the people of the region.
Supporting stability in the Sahara is politically and diplomatically the right thing to do, but our support for Morocco and its ambitions in the region also will unlock huge economic opportunities for British companies, and this UK-Moroccan partnership includes a £5 billion facility from UK Export Finance, which in turn will drive faster economic growth across the region.
Trade with Morocco is already a quiet success story for Britain, and trade between our two countries has already almost doubled since 2018, to over £4.2 billion in 2024. Morocco plays an important role in ensuring supermarkets are stocked year-round, without competing with our own farmers and fishermen, and tomatoes, sardines and soft fruit are among our biggest imports.
Britain's ambition of becoming a clean energy superpower can be boosted by access to landmark projects in solar, wind and green hydrogen through this new partnership. UK companies can also play a significant role in equipping Morocco's healthcare system with digital tools, medical equipment and pharmaceuticals, while there are new safeguards against the counterfeiting of British brands.
I would hope that further defence engagement opportunities were also discussed in these meetings – not simply defence sales and training, but the possibility of greater cooperation in the eastern Atlantic to address new maritime challenges.
Britain and Morocco have been engaged with each other for over 800 years. The first Moroccan ambassador came to London in 1600 during the reign of Queen Elizabeth I, and our first trade treaty was signed over 300 years ago. We are now moving into a new era, looking to address challenges and seize opportunities together.
Last year, the Foreign Secretary spoke of a reset in relations between Britain and Africa, and a strategic engagement with the continent grounded in 'progressive realism'. The UK's re-energised partnership with Morocco, putting security, stability and prosperity at the forefront of this engagement, proves that those sentiments were not just words.

How a tear or two spooked markets and dominated UK's political narrative
LONDON -- The weekly session in which the British prime minister is questioned by lawmakers in Parliament can be an ordeal for the government leader. For Cabinet members, it's usually simply a matter of backing their boss. But on Wednesday the spotlight ended up on Chancellor of the Exchequer Rachel Reeves during the Prime Minister's Questions session because it became evident that she was crying as she sat beside Prime Minister Keir Starmer. It's not known what triggered the tears, later said to have been personal. They came as Starmer sought to fend off attacks that his year-old government was losing its authority and that he was about to fire Reeves to regain the initiative. Traders got spooked, with the interest rate charged on the U.K.'s 10-year benchmark bond in the markets up sharply, and the pound down. The moves were a sign investors had lost confidence in U.K. financial assets. Reeves had become associated with fiscal discipline, in particular a rule of covering day-to-day government spending with tax revenue, said Andrew Wishart, an economist at Berenberg Bank. 'The markets are concerned that if the Chancellor goes, such fiscal discipline would follow her out of the door," he added. With Starmer insisting Thursday that Reeves would remain in post, the markets calmed down. Prime Minister's Questions, or PMQs, can come as close to a gladiatorial contest as is possible in a modern legislative chamber. Very little deference is given to the man or woman holding the highest office in the land. The prime minister is considered the first among equals. Like all other members of Parliament, the prime minister represents one of 650 constituencies. And nowhere is that shared connection more noticeable than at noon every Wednesday in the House of Commons. Starmer stands for half an hour every week to be quizzed by friends and foes. He may get soft balls, but there's always a potential zinger around the corner. The leader of the biggest opposition party, currently the Conservative Party's Kemi Badenoch, has the best chance to knock the prime minister off course. With six questions, she can lay traps and go for the jugular. Typically it's more theater than substance, and the weekly shouting match is consistently the most-watched parliamentary event, viewed around the world, including on C-Span in the United States. This week's session appeared to have more at stake than usual following a chaotic run-up to a welfare reform bill. With scores of Labour lawmakers opposed, Starmer was forced to scrap key planks of the bill — at a cost, politically and economically. For a prime minister, with one of the biggest majorities in history, it was a sign of weakness. Many Labour MPs blame Reeves, for her rigid adherence to her budget rules. As usual, Starmer was flanked to his left by Reeves, who didn't look her usual self, clearly bloated around the eyes. Badenoch showed little mercy, describing Reeves as 'absolutely miserable' and a 'human shield' for Starmer. She asked Starmer whether he could repeat a pledge that Reeves would stay in her post until the general election, which has to take place by the middle of 2029. While praising Reeves' handling of the economy, Starmer didn't give that assurance, and it was around this point that Reeves wiped away a tear. 'How awful for the Chancellor that he couldn't confirm that she would stay in place," Badenoch responded. Starmer's Downing Street operation faced questions over Reeves' teary appearance. Could it have been hay fever? Had Starmer told Reeves she would be fired for the government's recent woes, which has seen Labour's approval ratings slide? Starmer's press spokesman said it was a 'personal matter,' insisted Reeves was 'going nowhere' and had the prime minister's 'full backing.' Later, Starmer told the BBC that Reeves would be Chancellor for a 'very long time' and that it was 'absolutely wrong' to suggest her distress was related to the welfare U-turn. Images of Reeves' agitated state were emblazoned across newspapers and remained a key item on the news agenda. Starmer repeated on Thursday that Reeves would remain Chancellor 'for years to come" and sought to explain why he hadn't comforted Reeves during PMQs. 'In PMQs, it is bang, bang, bang," he said at an event where he and Reeves hugged. "That's what it was yesterday and therefore I was probably the last to appreciate anything going on in the chamber.' Reeves appeared more like her usual self. 'People saw I was upset, but that was yesterday," she told Sky News. 'I guess the thing that is different from my job and many of your viewers is that when I'm having a tough day, it's on the telly.'

Hamas warns Palestinians against cooperating with U.S.-backed Gaza Humanitarian Foundation
CAIRO (Reuters) -The Hamas-run interior ministry in Gaza on Thursday warned residents of the coastal enclave not to assist the U.S.-and Israeli-backed Gaza Humanitarian Foundation, saying deadly incidents near its food distribution sites endangered hungry Gazans. "It is strictly forbidden to deal with, work for, or provide any form of assistance or cover to the American organization (GHF) or its local or foreign agents," an interior ministry statement said. "Legal action will be taken against anyone proven to be involved in cooperation with this organization, including the imposition of the maximum penalties stipulated in the applicable national laws," it added, without giving further details. The GHF did not immediately reply to a request for comment. The organisation has previously said Hamas fabricated accusations against it. In a post on social media platform X late on Wednesday it accused the militant group of: "a deliberate campaign to prevent aid from flowing to the people of Gaza outside of Hamas control." The GHF began distributing food packages in Gaza at the end of May, overseeing a new model of deliveries which the United Nations says is neither impartial nor neutral. Since Israel lifted an 11-week aid blockade on Gaza on May 19, the United Nations says more than 400 Palestinians have been killed while seeking handouts of aid. A senior U.N. official said on Sunday that the majority of people killed were trying to reach aid distribution sites of the Gaza Humanitarian Foundation. Israel's military acknowledged on Monday that Palestinian civilians had been harmed near the distribution centres and that its forces had been issued with new instructions following what it called "lessons learned." Israel has said its forces operate near the centres in order to prevent the aid from falling into the hands of militants, which Hamas denies. More than 170 international humanitarian groups signed a letter this week calling on governments to press Israel to end use of the GHF to deliver aid and return to letting in aid mainly through U.N.-run channels. The GHF has said it has delivered more than 52 million meals to hungry Palestinians in five weeks, while other humanitarian groups had "nearly all of their aid looted."

Moody's raises Southern Water's outlook after Macquarie's $1.63 billion boost
(Reuters) -Ratings agency Moody's on Thursday raised Southern Water's outlook to stable from a review for downgrade, after the British water utility secured an equity lifeline from Australia's Macquarie and a credit refinancing to avert a debt crisis. Moody's also confirmed Southern Water's rating at 'Ba1'. The firm's bonds were up on Thursday, adding to the sharp jump they saw after a consortium led by Macquarie Asset Management agreed to inject up to 1.2 billion pounds ($1.64 billion) in Southern Water on Tuesday. While the utility faces performance penalties from Britain's water regulator and potential cost overruns, the equity injection provides Southern Water with enough buffer to maintain its credit quality, Moody's said in a report.
