Incentives, portal: How Punjab aims to ease business, draw investments

Punjab Chief Minister Bhagwant Mann and AAP supremo Arvind Kejriwal Tuesday unveiled 12 initiatives to help ease of doing business terming these as Punjab Udyog Kranti.
They also launched the 'FastTrack Punjab Portal', set up for the purpose.

The initiatives
The Punjab Udyog Kranti initiative introduced 12 reforms aimed at improving ease of doing business and unlocking industrial potential.
The government has significantly reduced compliance burdens by implementing a deemed approval system.
The portal serves as a single-window clearance system, eliminating bureaucratic delays, while the expanded Right to Business Act allows automatic approvals for projects under Rs 200 crore. Additionally, self-certification for building plans and fire safety norms streamlines regulatory processes, making Punjab one of India's most business-friendly states.
The initiative also focuses on unlocking land value by introducing a digital Land Feasibility Certificate, expanding land-use categories, and enabling leasehold-to-freehold conversions for industrial plots.
To foster growth, Punjab is opening 260 new industrial plots, and investing Rs 300 crore in infrastructure upgrades.
By simplifying regulations, modernising approvals, and supporting industries financially, Punjab is positioning itself as a national leader in investment and economic development.
Deemed Approval System
The Deemed Approval System ensures that all necessary approvals and clearances for setting up or expanding a business are granted within 45 working days.
Previously, clearances could take 60 to 120 days, causing uncertainty.
Now, applications are reviewed online within 7 days, and if no decision is made within the deadline, approval is automatically generated through the portal.
This system will enhance accountability.
Fast-track portal
Unlike earlier systems where investors had to navigate multiple departments, fast-track Punjab is a single-window portal for regulatory approvals.
It provides end-to-end clearances across different sectors with a digitally tracked workflow, auto-escalations, and real-time updates.
Right to Business Act
The Right to Business Act has been expanded, allowing projects with up to Rs 125 crore in plant and machinery investment (Rs 200 crore including land and buildings) to receive in-principle approvals.
If located in an industrial park, approvals are granted within 3 days; if outside, they take 15 days.
These remain valid for 3.5 years, benefiting around 95 per cent of new projects, including hospitals, hotels, IT units, and educational institutions.
Building plan approvals, fire safety norms
The government has introduced self-certification for both building plan approvals and structural stability certificates, eliminating the need to rely on a limited number of government-approved experts. Fire safety norms have also been simplified, allowing architect-prepared fire safety drawings to be accepted.
The validity of fire NOCs has been extended from one year to up to five years, reducing compliance costs for businesses.
Land Feasibility Certificate
The digitally delivered Land Feasibility Certificate, will be issued within 15 working days by revenue officials.
This certificate verifies land ownership, zoning, and siting, helping investors navigate subsequent approvals for construction and environmental permits with clarity.
The permitted land-use categories have been expanded for industrial plots from 2 to 10, allowing conversion for IT, offices, educational institutes, commercial purposes, and industrial parks.
Addition ally, landowners can apply for conversion after 5 years of allotment, increasing flexibility and land value for industrial estates.

AAP, BJP Play Blame Game Over Rising Dengue, Malaria Cases In Delhi

A blame game has started in Delhi between the Aam Aadmi Party (AAP) and the BJP-led Municipal Corporation of Delhi (MCD) on Friday over the rising cases of vector-borne diseases in the national capital. Both are trading accusations, while health experts warn of a potential surge if timely interventions are not implemented. To put the Rekha Gupta-led BJP government in the dock, the AAP has alleged that malaria cases in Delhi have broken a 10-year record. According to official figures, Delhi has reported 277 dengue cases, 124 malaria infections, and 18 cases of chikungunya so far this monsoon season. AAP Trains Guns At MCD AAP leader Saurabh Bharadwaj said the rising disease numbers reflected larger issues with civic infrastructure. "Malaria cases in Delhi have broken a 10-year record. This isn't just a number, it's a symptom of how deeply mismanaged the city is," he said during a press conference on Friday. Pointing to the instances of waterlogging in Connaught Place, Sadar Bazar, and Janpath, Mr. Bharadwaj said, "BJP ministers repeatedly claim there's no waterlogging, but the rising malaria cases tell a different story. AAP ran the MCD for two-and-a-half years. Did they eradicate mosquito breeding? They didn't even release full data on dengue and malaria cases then," Mr Singh said. He also highlighted the civic body's recent initiatives to prevent mosquito breeding and vector-borne diseases, which include spraying at 49,718 locations, conducting 8.2 lakh home inspections, and issuing over 5,600 legal notices for mosquito breeding violations. "We're acting on a war footing. These baseless accusations by AAP are just a political diversion," Mr Singh said, adding that AAP leaders have not been active participants in health discussions. Between Politics and Public Health, Residents Want Solutions As political back and forth continues, residents say they're more concerned about on-ground response than party positions. Depending on their income tax bracket, the beneficiaries may have to pay tax on the profits they make when they sell their Esop shares. However, shopfloor workers who earn below the taxable income limit won't have to pay any tax on these gains. The Mahindra Group communication credited executive chairman Anand Mahindra and executive director Rajesh Jejurikar for steering the transformation, while thanking employees' families and retired leaders for their support.

AMC's poor planning halts city's longest flyover

Ahmedabad: In what has become a recurring pattern of poor planning and execution, the Ahmedabad Municipal Corporation (AMC) has once again stumbled in delivering critical infrastructure. This time its the city's longest flyover, the 2.5-km Naroda Patiya flyover, which now mired in delays due to unresolved land and environmental clearance issues. Progress on the project, hailed as a major development for eastern Ahmedabad, has been halted by the forest department, which has refused to allow further construction until compensation for 1.3 hectares of forest land is provided. In addition, 143 trees located on the designated land cannot be felled until re-plantation land is allocated, in accordance with state forest regulations. This bureaucratic stand-off, stemming from the AMC's failure to secure the necessary clearances before starting construction, now threatens to derail the project timeline and inconvenience thousands of commuters. It was conceived as a merger of three earlier proposed flyovers in the eastern corridor. Construction began on July 17, 2023, with a 36-month deadline set for July 2026. But as of March 1, 2025, only 36.8% of the work had been completed. "The bridge alignment cuts through forest land near Devi Cinema, and without fulfilling the re-plantation and land compensation clauses, the forest department has rightly refused to permit further work," an AMC official admitted. While work continues on other sections, the deadlock over forest land casts serious doubt on whether the project will be completed on time. The Naroda Patiya debacle is far from an isolated case. Over the past decade, AMC and AUDA (Ahmedabad Urban Development Authority) have routinely failed to deliver flyovers, underpasses, and railway bridges on schedule. Cost overruns, design changes mid-construction, and inter-agency coordination failures plague nearly every project. The Income Tax flyover was delayed due to post-approval design changes, inflating costs by Rs 10 crore. The Ranip GST flyover was held up for two years due to issues with railway land acquisition. The Ajit Mill Junction flyover faced a year-long delay due to flawed design. The Pallav Crossroads and Dahegam Circle flyovers were both delayed by over two years due to utility and land clearance hurdles. The Panjrapol flyover suffered a late start and ongoing delays due to changes in direction and design. Each project follows a similar script — work begins with much fanfare, foreseeable issues are overlooked, deadlines are missed, budgets balloon, and commuters are left to suffer the consequences.
