
ServiceNow Index: Whilst AI investment is rising, AI maturity falls across Europe and the Middle East
The index examines five key components: leadership and strategy, workflows, talent, governance, and investment. Together they provide a comprehensive view of how prepared organisations are to scale AI successfully; their AI maturity level.
Now in its second year, the global report draws on insights from almost 4,500 respondents globally, including 1,950 across nine markets in Europe and the Middle East including the United Arab Emirates (UAE) and Saudi Arabia. It shows that emerging technologies such as agentic AI are fuelling experimentation and delivering early returns across the region. However, the pace of change is moving faster than organisations' ability to scale AI in a structured, governed way. To this end, the region's average AI maturity score has dropped 10 points year on year, from 44 to just 34 out of 100.
Cathy Mauzaize, President, EMEA at ServiceNow, says 'Organisations across Europe and the Middle East are accelerating their AI projects, but many are still in the early stages of their journey. They recognise the potential and now is the time to build on that energy. To keep moving forward, organisations are exploring how to lay the right foundations to make the data work for them, and give their people the skills to use AI with confidence. According to IDC, European spending on artificial intelligence will reach $144.6 billion in 2028 [1]. The opportunity is huge, but only if we focus on getting the basics right today.'
The report also outlines three major trends shaping the region's AI journey and what's needed to turn early success into lasting transformation.
AI is outpacing organisations' capacity to harness it
There is a clear appetite for innovation, with nearly half (47%) of organisations in Europe and the Middle East launching more than 100 AI use cases in the past year. UAE-based organisations are showing similar AI activity (49%), reflecting growing interest in large-scale experimentation.
Still, most remain in the early stages of implementation, as reflected in this year's overall European AI maturity score of just 34. The majority of the region's organisations are focused on experimentation and expansion, with only 6% reaching the augmentation stage, which is the most advanced stage identified in the survey. In the UAE, the AI maturity score stands at 35 which is the highest in Europe and the Middle East, tied with the UK with 9% of organisations progressing to the most advanced stage.
Agentic AI presents a clear opportunity
Agentic AI, the AI that can act autonomously, is positioned to reshape enterprise automation. However, awareness varies widely across the region. While 15% of organisations in Europe and the Middle East are already using agentic AI and 42% plan to implement it within 12 months, familiarity is still in its early days. Only one in five organisations are very family with agentic AI, revealing a significant knowledge gap.
The opportunity is clear, with over half of early adopters in Europe reporting improved gross margins (58%), greater efficiency and productivity (59%), and better experiences (60%).
Governance is the missing link
Rising adoption brings rising risk. AI at scale introduces serious challenges around cybersecurity, privacy, and regulatory compliance.
And while the number of UAE organisations that have made significant strides in AI data governance rose slightly from 42% in 2024 to 45% in 2025, there is a need for a greater focus on managing AI risk effectively. This is particularly true given that data security is cited by UAE organisations as the top barrier to realizing AI value.
To scale AI safely and effectively, governance must be foundational — not an afterthought. That means embedding policy, oversight, and accountability into platforms from the outset and approaching new technologies like agentic AI with a clear strategy in place.

Methodology
ServiceNow paired again with Oxford Economics to survey just under 4,500 executives from 16 countries and 11 industries to measure organisational performance across five pillars of AI maturity: AI strategy and leadership, workflow integration, talent and workforce, AI governance, and AI investment. Based on responses, ServiceNow assigned each organisation an overall AI maturity score between 0 and 100.

Dubai Duty Free smashes all-time July sales record by nearly 6%
Dubai Duty Free (DDF) broke its all-time sales record in the month of July by nearly six per cent after posting sales of AED638.8 million (US$174 million). Its year-to-date sales of AED4.734 billion (US$1.29 billion) are up 5.86 per cent on the same period last year. The increase is notable given that passenger growth for the same period was less than 3 per cent. Dubai Airports said last month that passenger traffic at DXB, the world's busiest international aviation hub, served 46 million people across 222,000 flights through to the end of June, an increase of 2.3 per cent, despite the disruptions in the region. Dubai Duty Free on a high The previous record for July was AED602.8 million (US$164.1 million) set in 2023. DDF's sales are 9.7 per cent higher than July 2024 sales of AED582.26 million (US$158.6 million). This places July 2025 in ninth place amongst the Top 10 months in Dubai Duty Free's history. The company has achieved sales records in five out of seven months so far this year. Ramesh Cidambi, Managing Director of Dubai Duty Free, commented: 'We are delighted to report another strong sales month in what is already proving to be an exceptional year. 'This outstanding performance reflects the resilience of our retail operation and the continued demand for world-class shopping experiences. Achieving nearly 10 per cent sales growth in a month when we estimate passenger traffic remained relatively flat, is a testament to our team and product offering.' Sweet success Confectionery sales grew an incredible 57 per cent from July last year, and it made it to the Top five categories of DDF. Sales of watches increased 18.4 per cent and Precious Jewellery grew 16.8 per cent, but they still could not make it to the Top five categories, which was occupied by Perfumes, Liquor, Gold, Tobacco and Confectionery. Perfume sales rose by 10.3 per cent over the same month last year, Liquor sales rose by 1.7 per cent, while Tobacco saw a 2.2 per cent increase. Gold sales rose by 15.5 per cent. DDF said July's sales surge was fuelled in part by a growing appetite for iconic luxury brands. The company's CA and CB Fashion Boutiques, home to some of the world's most sought-after luxury labels, grew 11.36 per cent. Flagship brands such as Chanel, Louis Vuitton and Cartier were standout performers, reflecting sustained demand for high-end fashion and accessories at DXB. Cidambi added: 'Given the recent media reports outlining the difficulties facing global luxury brands, we are happy to buck that trend in our luxury Boutiques, where we are seeing continued demand for select brands.' Lure of Rolex DDF's pre-loved luxury boutique, REKLAIM, launched in December 2024, continued to grow. Located in Concourses A, including in the Emirates First Class Lounge, Concourse B and D, REKLAIM offers a curated selection of authenticated pre-owned watches and handbags from top-tier luxury brands. In just over seven months, REKLAIM has generated more than AED14.3 million (US$3.9 million) in sales of which AED1.6 million (US$440,000) was generated in July alone. Rolex was the stand-out performer, with a total of 176 sold since the launch of REKLAIM, with 16 sold in July alone.

China's AI Diplomacy in the Age of U.S. Unilateralism
Dr Imran Khalid On July 26, 2025, amid the grandeur of Shanghai's World Artificial Intelligence Conference and High-Level Meeting on AI Governance, China unveiled what may well become the defining moment in the transformation of global artificial intelligence – its AI Global Governance Action Plan and the bold proposal to create a World Artificial Intelligence Cooperation Organization, initially headquartered in Shanghai. These moves signal not just China's confidence, but its willingness to steer AI toward a future grounded in consultation, joint construction, and shared benefit, especially for countries of the Global South. As Premier Li Qiang delivered the opening address, he framed the current state of AI governance as 'fragmented,' with wide differences in regulatory approaches and institutional frameworks across nations. China's proposal to launch a centralized body reflects not hubris, but pragmatism: a conviction that to manage AI's accelerating capabilities responsibly, the world needs a broad consensus and unified standards, not a patchwork of regional rules. ADVERTISEMENT Premier Li's critique of 'technological monopolies' and a system in which AI becomes 'an exclusive game for a few countries and companies' extends a direct but tactful rebuke of unilateral AI dominance. China positions itself as the antidote, offering openness and inclusion rather than exclusion. Chinese-made AI systems are not theoretical constructs – they are delivering tangible benefits across the world. In Myanmar, Japan, and Brazil, Chinese AI is already contributing new momentum in agriculture, education, and cultural exchange. From precision farming techniques in Myanmar to AI-driven digital classrooms in Brazil and health‑monitoring systems in neighboring Japan, Chinese AI is showing that smart technology can uplift societies in practical, meaningful ways. While detailed reporting on these deployments remains limited in number of articles, it is widely reported that these partnerships align with China's Global Development Initiative and global South solidarity strategy, embedding Chinese AI not as a tool of influence, but as an enabler of local development. Parallel to its global outreach, China is doubling down on its domestic AI ecosystem. In response to escalating U.S. export controls on advanced Nvidia chipsets, local industry has mobilized: alliances like the Model‑Chip Ecosystem Innovation Alliance and Shanghai's AI Committee were formed to integrate chips, LLM developers, and industry partners including Huawei, Biren, Metax, SenseTime, and more. Huawei's unveiling of its CloudMatrix 384 system, with 384 proprietary 910C chips and milestone‑beating performance in key benchmarks, signals that China is rapidly closing the gap with, or in some metrics even overtaking, U.S. AI powerhouses. Tencent's Hunyuan3D World Model, Baidu's 'digital human' livestreaming avatars, and Alibaba's Quark AI Glasses further demonstrate the creative breadth and commercialization readiness of Chinese AI innovation. The newly proposed World AI Cooperation Organization is not just symbolic – it embodies China's 13‑point AI strategy, which emphasizes open‑source ecosystems, UN‑led dialogue channels, safety frameworks, and equitable access, especially for developing countries. ADVERTISEMENT China explicitly states that it is prepared to discuss arrangements with countries willing to join, inviting over 40 nations and organizations to participate in WAIC‑2025, including delegations from South Africa, Germany, Qatar, Russia, and South Korea. This indicates genuine openness, not coercion. By tentatively proposing Shanghai as headquarters, China is seeking to leverage the city's AI infrastructure and cosmopolitan character as an international hub for coordination and innovation, making the organization genuinely global in both form and function. To counter criticisms that Chinese AI lacks transparency or fosters censorship, Beijing has doubled down on open-source AI licensing models, with companies like DeepSeek and Alibaba releasing large language models for global use. This step has drawn both acclaim and concern – but it undeniably reflects an intent to democratize AI, not hoard it behind walls. At WAIC, Premier Li underscored China's desire to offer 'more Chinese solutions' and 'more Chinese wisdom' to the international community – words meant not to signal technological nationalism, but a global public good orientation. China continues to lead in deployment scale, from smart cities to digital education platforms, giving it a practical edge in shaping AI use cases worldwide. Unlike models centered on competition or coercion, China's emphasis on consultative multilateralism invites countries to participate rather than passively accept dictated rules. The proposed organization's focus on the Global South signals a willingness to ensure that AI development benefits those often left behind in digital transformation. And as Western nations use tech controls and export restrictions to limit Chinese advancement, China is answering with self-reliance and cooperation, not retreat or isolation. Of course, organizing a truly global AI governance body will require surmounting skepticism – about data privacy, algorithmic bias, political neutrality, and transparency. Critics warn that state-directed AI can embed internal ideology or censorship into exported models. The U.S. editorial press highlighted concerns about political alignment in Chinese models – even calling for caution in their deployment overseas. Yet China's willingness to open source key models and invite broad membership gives the proposed organization an advantage: accountability through participation, rather than distrust through exclusion. The test lies in execution: whether the organization remains inclusive and respects local governance norms or becomes a tool for geopolitical leverage. But China's current posture – promoting broad participation, offering development cooperation, and pushing for open‑source access – marks a meaningful departure from tech monopolism and signals a constructive path forward. At a crossroads between fragmented regulatory silos and a competitive rush toward monopolistic dominance, the global community needs a bridge. China's AI Global Governance Action Plan and its proposed World AI Cooperation Organization offer precisely that: a new global architecture grounded in consultation, shared values, and equitable access. The question now is whether other nations will rise to the moment, engage in building a governance framework that truly reflects global consensus, and deliver AI development that benefits not just a handful of powerful economies, but humanity as a whole. If realized in good faith and with transparency, China has the opportunity to redefine global AI governance – not as a race for dominance, but as a cooperative journey toward shared prosperity. Sheikh Mohammed trials train from Dubai to Fujairah
Sheikh Mohammed bin Rashid, Vice President and Ruler of Dubai, took to social media to share images of a journey from Dubai to Fujairah on the much anticipated Etihad Rail passenger service. The network, set to start operations next year, will connect 11 cities and regions across the country - and is expected to transport 36 million passengers by 2030. Sheikh Mohammed expressed his pride in the project and in "a country that never stops working, but rather adds a new building block to its future infrastructure every day". Connecting the country Plans for the passenger line were unveiled in 2021. Earlier this year, Etihad Rail said that the first four passenger stations on the UAE-wide line would be in Abu Dhabi, Dubai, Sharjah and Fujairah. The station in Fujairah is in the Sakamkam area and the one in Sharjah close to the airport and University City. While the precise Dubai and Abu Dhabi sites have yet to be revealed, it is believed the Dubai station will be near Jumeirah Golf Estates. It was previously announced that passenger trains are set to travel at 200kph, carrying up to 400 passengers. Travelling from Abu Dhabi to Dubai will take about 57 minutes, while a journey from the capital to Fujairah will take 105 minutes. In January, Etihad Rail announced plans for an electrified high-speed passenger service between Abu Dhabi and Dubai with its own set of stations.
