Officers received a 'report of concern' for a person out in the water last night with visitors urged to avoid the area.
The call sparked an emergency response from cops, the fire service and coastguard.
Police Scotland says temporary measures have been put in place for 'security and safety'.
A spokesman said: 'Restrictions apply to all aircraft, including drones.
'You must check if it is legal to fly in your area.
'It is a criminal offence to fly in restricted airspace.'
The alarm was raised over concerns for the teen who had been on the water around 5.25pm yesterday as temperatures at the spot near Lochgelly hit 20°C.
Coastguard rescue teams from three stations and a chopper have mounted a search operation, supported by police and firefighters.
More than a million visitors use the park each year, with the 260-acre loch popular used for yachting and used as a training site for the University of St Andrews Boat Club.
It is also the home of the Scottish Open Water Championships.
Police say 'extensive searches' are being carried out and 'enquiries are ongoing'.

Scots school violence epidemic laid bare as guns, knives and razor blades seized from kids
It comes amid a shocking rise in violence amongst youngsters CLASS WARS Scots school violence epidemic laid bare as guns, knives and razor blades seized from kids Click to share on X/Twitter (Opens in new window) Click to share on Facebook (Opens in new window) WEAPONS including guns and razor blades have been seized from kids in schools, it has emerged. Pupils in Aberdeen have been caught with more than 40 potentially deadly items on their person, including knives, BB guns, and multi-tools. They were recorded since the start of 2024 and also show that 24 of the 43 confiscations took place at primary schools, with a butterfly training knife, pocket knife and a Stanley knife among the weapons found. And around half of all items seized involved knives, with lunch hall cutlery, scissors, corkscrew, sharpened sticks, nitrous oxide cannister, potato peeler, bottle opener, and a razor blade also discovered. In April, a 12-year-old girl was injured in an alleged knife attack at Aberdeen's Hazlehead Academy. The child was rushed to hospital for treatment and a 14-year-old girl was later charged. Knife crime has allegedly been linked to the recent deaths of schoolboy Amen Teklay, 15, East Kilbride lad Kayden Moy, 16, and Kory McCrimmon, 16, who was fatally stabbed in a Glasgow park. Last month, Parents Against Knives, founded by Kory's heartbroken family, led a march against blade violence. Despite horrendous conditions, Kory's family were undeterred in sending a message to Scotland's justice minister - and called for hope to be returned to the streets. The heavens opened as their Parents Against Knives procession kicked off after the youngster's dad Neil, 57, and mum Elizabeth, 44, were greeted by Rangers legend Mark Hateley at Ibrox before walking four miles to Celtic Park. The couple released a blue love-heart balloon with the words, 'love mum and dad' into the sky . They then unfurled a large banner emblazoned with their darling boy's picture and the words 'Parents Against Knives, Save Our Children'. The marchers carried on through the sodden streets to Celtic's ground, which sits right next to their home in the Barrowfield area of the city. Scottish Tory shadow justice secretary and North East MSP, Liam Kerr, said: 'The high number of weapons being brought into schools across Aberdeen is frightening. 'These appalling figures highlight the epidemic of violence in schools – and the woeful level of government support being given to tackle this weapon-carrying culture.' 5 Parents Against Knives walk from the Ibrox stadium to Parkhead in Glasgow Credit: PA

Football club chairman held dying wife in his arms after horror jet ski crash
Debra Wright, 47, was riding a jet ski with her husband Chris when the collision happened at Los Toros beach in Manilva, Costa del Sol - and tragically died in his arms A Brit mum-of-four tragically died in her husband's arms after a horrific crash between a jet ski and a speedboat on a beach in Spain 's Costa del Sol. Debra Wright, 47, was riding a jet ski with her husband Chris when the pair were caught in the collision on Saturday evening at Los Toros beach in Manilva, just west of Estepona. The speedboat was allegedly driven by a friend of the couple, who reportedly failed a breath test after the crash. Chris, 52, chairman of Ashton Town FC, swam to his wife in the aftermath and cradled her as she slipped away. Debra, a primary school teaching assistant, was described by her heartbroken husband as 'the glue' of the family. In tribute, Chris said: 'My darling wife was a 47-year-old mother of four wonderful sons, Stuart, Jack, Josh and Leon and a nanny to seven beautiful grandchildren. 'She was an incredible sister and doting daughter. She was our compass, the glue to bind the family, an amazing woman whose glow would fill any room. She was so enigmatic, inspirational and loving. Our family will never be the same.' In a heartbreaking tribute posted to Facebook, Debra's son, Stuart McDonald, said: 'MUM… I never knew how much I needed someone until now, I'm so sorry that I didn't tell you just how much I loved you every single day. "You meant the world to me. You know I was never one for a Facebook post, but this is just for you. Sleep tight Mum, I miss you so much. Life will never be the same without you.' Paying tribute in another post, Debra's son Leon Wright said: 'Words can't describe how much I'm missing you right now. You were the life and soul of every party, I am so happy to be called your son and I couldn't have asked for anyone better to be my mum." The couple were riding the jet ski when it was struck from behind off Los Toros beach, a police source said. Spanish court officials said the speedboat driver was arrested on suspicion of manslaughter and an alcohol-related offence after failing a breath test. According to local outlets, including Diario Sur, the reading on the breath test was not a high one. The man was reportedly released after a secret court hearing on Sunday, with the investigation still ongoing. He remains unnamed and has not been formally charged with any offence. Ashton Town FC, which is based in Greater Manchester and plays in the North West Counties League Division One North, said in a statement on Monday: 'It is with deep sadness and a heavy heart that on behalf of Ashton Town FC we announce the tragic death of Debra Wright, the wife of Chris our Chairman who was tragically killed whilst on holiday in Spain on Saturday evening. 'Our family are in mourning at this sad time and we ask for time for Chris and his family and everyone at the club to be able to start to come to terms with this tragedy. 'RIP Debra, fly high sweetheart x.'
