The Prime Minister's Office has given in-principle go-ahead for a significant recast of the goods and services tax (
GST
) framework, setting the stage for the first major overhaul of the levy rolled out eight years ago, people familiar with the development said.
A proposal in this regard may be moved for the consideration of the
GST Council
, the apex decision-making body for the indirect tax, at its upcoming meeting in August after the monsoon session of parliament.
The
finance ministry
will reach out to states to build a political consensus on taking the reforms forward. It has already begun inter-ministerial consultations with key stakeholder departments on the proposed move, said the people cited.
The revamp will cover both slab changes and procedural simplification to give relief to consumers as well as businesses, they said. A ministerial panel has been mandated by the GST Council to look at the
rate rationalisation
but it has made little headway.
Industry has over the past few months made a strong case to the government for a recast of the GST framework including rates, slabs and procedures, while flagging numerous pain points.
Fewer Slabs Proposed
Lawmakers across party lines have also highlighted issues related to GST and the need to address them. GST currently has five key slabs — nil, 5%, 12%, 18%, 28% — and two — 0.25% and 3% — for bullion.
The 5% slab has about 21% of all goods under GST. The 12% slab has 19% of items, while the 18% slab has 44% of items. The highest rate of 28% covers 3% of total goods.
A key proposal being examined is scrapping the 12% slab and moving items to the 5% or 18% slabs.
Detailed discussions have been held at the highest level in the government and policymakers are of the view that a simplified GST regime could give a further boost to the economy, said one of the persons.
The time is opportune for the recast with the tax structure stabilising and macroeconomic fundamentals being in robust health, he said. Given that free trade agreements with advanced economies are on the cards, the government is keen to ensure that local industry does not face any constraints in scaling up to take advantage of the accords. A revamp of the income tax law is already imminent with the bill slated for the monsoon session.
A compensation cess is levied on some so-called sin goods, including cigarettes and automobiles, in the top 28% slab, introduced to compensate states for any possible revenue loss due to GST transition for five years until June 2022. The cess was extended until March 31, 2026, to repay the interest and principal on the ₹2.69 lakh crore that the Centre had borrowed on behalf of states during the Covid period to meet the deficit in the cess fund.
A separate ministerial panel has been tasked by the GST Council to look at the use of the surplus in the cess fund and the way ahead on that front.

Delhi Education Minister Ashish Sood on Wednesday said Lieutenant-Governor (L-G) V.K. Saxena has directed the Anti-Corruption Branch to investigate an alleged ₹145-crore scam by the Aam Aadmi Party (AAP) under the Jai Bhim Mukhyamantri Pratibha Vikas Yojana, a scheme meant to provide free coaching to marginalised students. Addressing a joint press conference with Social Welfare Minister Ravinder Indraj Singh, Mr. Sood said that the AAP government indulged in corruption during the COVID-19 period, using a scheme meant for students from Scheduled Castes (SC), Scheduled Tribes (ST), and Other Backward Classes (OBC) as a cover for massive financial irregularities. Mr. Sood said the scheme had originally promised free coaching for SC/ST students for exams such as UPSC, NEET, and JEE. 'But unfortunately, AAP leaders indulged in corruption... This is not only an insult to Babasaheb's vision but also a betrayal of thousands of students who relied on this scheme to shape their future,' he said, vowing that the culprits will not be spared. Citing data, the Minister said that while 4,900 students were enrolled in 2018 and 2,071 in 2019, the number of students claimed to have been coached between July 2021 and August 2022 shot up dramatically. Despite the scheme's original budget of ₹15 crore, coaching institutes submitted claims worth ₹145 crore. 'Fake bills' Mr. Sood alleged that although data was submitted for nearly 13,000 students, only 3,000 could be verified, with no supporting documents found for the rest. Delhi Chief Minister Rekha Gupta echoed the allegations in a post on X, claiming that 'serious financial misconduct' had occurred in 2020-21. 'The budget of this scheme was only ₹15 crore, but the AAP government forwarded files with fake bills exceeding ₹142 crore,' she wrote. She also alleged that claims were submitted without supporting documents, applications lacked signatures, and some institutions raised 100% claims in the names of Dalit students who never actually received coaching. 'AAP has insulted the ideals of Babasaheb and tainted the sacred field of education,' Ms. Gupta said, asserting that the Anti-Corruption Branch would investigate the case thoroughly and bring the guilty to justice. The L-G's office is yet to issue an official statement. The schemewas launched in 2018 to support students from SC, ST, and OBC communities with an annual family income of less than ₹8 lakh. It aimed to provide free coaching for competitive exams like engineering, medicine, and civil services, with the Delhi government covering the fees. AAP response In a sharp rebuttal, AAP issued a statement and urged the BJP to 'move beyond rhetoric' and vendetta campaigns and focus on governance. 'They have shut down a functioning model. The electricity, the health services, the education reforms –all halted. Instead of working, BJP leaders spend their days abusing AAP and Arvind Kejriwal. They have no vision, no plan,' it said. AAP challenged the BJP to inspect all aspects of its infrastructure. 'Check every brick in Delhi's schools, every needle in our Mohalla Clinics. Check the buses, the hospitals – check it all. But after you're done with your witch-hunt, start doing some real work,' the party said.

The Delhi High Court on Wednesday asked the Centre, Delhi government and Delhi Police to respond to a plea alleging traffic violations by e-commerce delivery riders. A Bench of Chief Justice D.K. Upadhyaya and Justice Tushar Rao Gedela ordered the Ministry of Road Transport and Highways, Delhi Transport Department and Commissioner of Delhi Police to file their replies and posted the matter for hearing on October 8. Advocate Shashank Shri Tripathi in his petition alleged 'widespread, continued and unchecked' violations of the Motor Vehicles Act and the Central Motor Vehicles Rules by delivery partners of quick commerce and e-commerce platforms in the Capital. The counsel for the Delhi government informed the court that the government had already introduced a policy for two-wheelers – the Delhi Motor Vehicle Aggregator and Delivery Service Provider Scheme, 2023 – and had notified it on November 21, 2023. The scheme aims to license and regulate aggregators operating in the Delhi region. The court then asked the Delhi government to place on record the policy and for the authorities concerned to provide detailed information about the action taken against the violators. The plea alleged that delivery workers employed or contracted by various platforms routinely use two-wheelers to transport 'oversized, bulky and excessively heavy items,' including industrial toolkits, foldable furniture, and commercial-sized delivery boxes. 'These loads often exceed the permissible dimensions and weight limits under Indian traffic regulations, compromise the stability of vehicles, obstruct the vision of riders and endanger public safety,' it said. 'The continued tolerance of these unsafe delivery practices will create a dangerous precedent that encourages other commercial entities to disregard safety regulations, thereby potentially leading to a complete breakdown of vehicular discipline and road safety standards across Delhi and other urban centers, which would result in irreparable harm to public safety and the rule of law,' the petition said. The plea sought directions for framing and implementing binding regulatory guidelines governing delivery operations in the gig economy. Urbanclap Technologies India Pvt. Ltd. Ltd. (Porter) have been made parties to the case.
