High court helps orphaned Mohali siblings save their home

In a heart-warming turn of events, two young siblings from Mohali, facing the loss of their home after the death of both parents, have secured it again, thanks to the intervention of the Punjab and Haryana high court.
The 19-year-old boy, currently pursuing a BA, and his 16-year-old sister, a Class 10 student, had approached the court in May, desperate to stop the bank from taking possession of their flat — the only roof over their heads — over a loan default.
Their father had taken a ₹20.31-lakh loan to purchase a flat for their family in a Mohali society. However, he had insured the loan only until 2022 and not for the entire repayment period.
Suffering from a prolonged illness, their father passed away in March 2023 at PGIMER, Chandigarh, after a sizeable spending on his treatment.
Their mother also died in September 2024, leaving the siblings orphaned and facing the unpaid home loan debt.
Due to non-payment of instalments since their father's illness in 2022, the outstanding loan amount had shot up to ₹24.62 lakh due to which the bank was about to take possession of their flat.
In their plea before the high court, the siblings shared that the family had been paying instalments regularly until their father's health crisis and proved this with bank records.
Moved by their circumstances, justice Anupinder Singh Grewal facilitated a settlement — with the bank agreeing to close the case at ₹10 lakh in view of the 'exceptional circumstances'.
The court went a step further, asking the bank to consider supporting the siblings' education. The bank's counsel agreed to examine it under its Corporate Social Responsibility (CSR) policy.
'We expect respondent number 4 (the bank) to favourably consider the proposal for covering the educational expenses of the petitioners,' the bench said.
Additionally, the court directed the Punjab government to consider the siblings' request for financial aid 'sympathetically' under social welfare schemes, if they apply.
During proceedings, the siblings also sought time to arrange the ₹10 lakh settlement amount, which they hope to raise through contributions from Good Samaritans. The court allowed this and gave them until June 30, 2025, to make the payment.
'...the petition is disposed of with a direction that in the event of the petitioners paying a sum of ₹10 lakh by June 30, 2025, their loan account be settled and the title deed of the secured asset be released to the petitioners,' the court ordered.

Patients must give separate written consent for robotic surgery. Patients will be given a payment slip by the resident doctor, which will mention details like their name, age, gender, diagnosis, procedure, surgeon's name and number of ports. Payment must be made at the hospital's cash counter under the KGMU User Charge Account. Only after submitting the receipt will the surgery be scheduled. "For transparency, all details of each robotic surgery will be recorded by the OT in-charge in a register," said Singh.

1 2 Nagpur: The Maharashtra govt will seek special cabinet approval to release additional funding for the long-delayed Nagpur District Sports Complex in Kamptee and Narkhed Taluka Sports Facility, with revenue minister Chandrashekhar Bawankule directing officials to fast-track both budgetary and CSR-linked support. Chairing a key meeting with Sports Minister Dattatray Bharane and top bureaucrats on Friday, Bawankule instructed the Sports Department to draft an ordinance enabling the use of Corporate Social Responsibility (CSR) funds for infrastructure development. "To ensure Nagpur's sports policy doesn't stall, all required resources will be mobilised through cabinet clearance," he said. The Nagpur District Sports Complex, being developed on 19 acres at Mouza Gada in Kamptee, initially received administrative approval for Rs26.38 crore in March 2016. This was revised to Rs85.43 crore in November 2023. So far, Rs22.39 crore has been released, and Rs10.10 crore spent, with Rs2.80 crore parked with the Public Works Department and Rs9.47 crore still lying in the committee's bank account. An outstanding amount of Rs60.48 lakh remains to be disbursed. Although the revised plan received administrative nod last December, it came with a caveat — any added facilities would be built by the committee through independent funding. Agency: New Delhi, Jul 17 (PTI) The Panchayati Raj Ministry on Thursday said it has brought together 19 partner institutes of planning and architecture to prepare spatial development plans for 36 gram panchayats across 14 states as a pilot project. A two-day workshop in this regard, titled 'Navingram –� Re-Imagining the Village', commenced in Madhya Pradesh capital Bhopal on Thursday, the ministry said in a statement. A Gram Panchayat Spatial Development Plan (GPSDP) is a comprehensive plan that guides the physical and spatial development of a gram panchayat. It outlines how land should be used, what infrastructure should be built, and how development should be managed to achieve social and economic goals. 'Spatial development plans must be realistic, sustainable and aimed at empowering gram panchayats to become self-reliant," an official statement quoted Panchayati Raj Secretary Vivek Bharadwaj as saying while delivering the keynote address at the workshop. Bharadwaj stressed on panchayats generating their own revenue. 'We must include strategies to enhance the panchayats' own revenue generation, and ensure that village development becomes a model of self-sufficiency and innovation," he said. According to the statement, the ministry will create a valuable knowledge repository for Panchayati Raj transformation. 'The initiative reflects the evolution from traditional village development approaches to scientifically designed spatial planning methodologies that integrate modern planning principles with Panchayati Raj governance structures," it said. The workshop witnessed participation from elected representatives of Panchayati Raj Institutions from the spatial planning gram panchayats, officers from Departments of Panchayati Raj in various states, faculty and students from planning and architecture institutes, Town and Country Planning Department officials, and government agencies, the statement said. 'The workshop emphasises the critical importance of Own Sources of Revenue (OSR) generation and Corporate Social Responsibility (CSR) partnerships in creating financially sustainable gram panchayats that can effectively implement their spatial development plans," it said. The partner institutes will make presentations, showcasing the enhanced GPSDPs prepared for the 36 gram panchayats. The institutes will also present land use plans based on land suitability analysis, and propose physical and social infrastructure interventions envisioned for the next 7-�10 years, aligned with projected population growth in these gram panchayats. Alok Prem Nagar, Joint Secretary to the Ministry of Panchayati Raj, delivered comprehensive insights on spatial planning for rural areas and the way forward, highlighting the ministry's strategic interventions and innovative approaches. Principal Secretary in Panchayati Raj Department of Madhya Pradesh, Dipali Rastogi highlighted that Bilkisganj and Murvas gram panchayats in the state are progressing well with their comprehensive spatial planning implementation. Five more gram panchayats will adopt similar approaches with complete support from the state's Panchayati Raj Department, Rastogi said.
