
FBR unveils AI-powered clearance system
The development came on the directives of Prime Minister Shehbaz Sharif.
During a meeting chaired by the premier in the federal capital to review the ongoing reform measures by the FBR, it was informed that under the new system, the estimation of the cost and nature of goods during import and export will be conducted using artificial intelligence and bots.
The new risk management system, based on modern technology, will continuously improve through automation using machine learning, along with the movement of goods, the meeting was told. "During the initial testing of the new system, over 92% improved performance was observed."
The briefing showed that in initial testing, not only was 83% more Goods Declarations (GD) determined for tax collection, but goods clearance through the green channel also increased two and a half times.
It was informed in the meeting that the new risk management system will bring transparency to the system, minimize human intervention, and provide ease to businessmen. With the launch of the new system, immediate and effective estimation of goods and their cost will be possible, resulting in time savings.
The meeting was further informed that the implementation of the new system will reduce pressure on customs officials, enhance transparency and efficiency, and facilitate businessmen.
The premier pointed out that reforms in the FBR were among the government's top priorities. "By automating the tax system, we are making it more transparent and effective," the prime minister said adding that the technology-based modern system will bring ease in doing business and provide convenience to taxpayers.
Due to reduced human intervention, the premier noted that the system will be more efficient, saving both time and money. He directed the authorities concerned to make the new system integrated and sustainable.
The prime minster appreciated the officers and staff who worked on the development of the new risk management system.
The meeting was briefed on video analytics-based measures to increase tax collection in the manufacturing sector. With this system, tax collection in these sectors will be automated and conducted transparently, which will increase government revenue and allow taxpayers to pay taxes without human interference.
The meeting was also informed that this system is cost-effective and showed 98% efficiency during initial testing. The meeting also reviewed the potential for increased tax revenue following its implementation in manufacturing sectors.Minister for Finance Muhammad Aurangzeb, Minister for Information Attaullah Tarar, Chairman FBR and other senior government officials attended the meeting.

MVT more than doubled in FY25
ISLAMABAD: In the outgoing financial year, the motor vehicle tax increased by more than 100 percent in both urban and rural areas. The statistics released by Pakistan Bureau of Statistics (PBS) shows that the motor vehicle tax increased by 169 percent and 127 percent in urban and rural areas, respectively. In urban areas, water supply charges was up by 15 per cent, liquefied hydrocarbons by 14 per cent, house hold textiles 14 per cent and drugs and medicines by 13 per cent in 2014-15; whereas electricity charges showed a decline of 30 per cent, textbooks 7.8 per cent, and motor fuel a cut by 1.9 per cent. In rural areas, the motor vehicle tax substantially increased by 127 per cent, dental services by 27 per cent, drugs and medicines by 15.3 per cent, recreation and culture by 13.2 per cent, doctor clinic fee by 12.8 per cent and education by 12.8 per cent. On the other hand, electricity charges were reduced by 30.2 per cent, textbooks by 11 per cent and motor fuels by 2.6 per cent. It may be mentioned here that compared to CPI of 3.5 per cent, the non-food non-energy inflation despite showing decline, in urban areas was still on a higher side with 6.9 per cent and in rural areas it was even higher at 8.6 per cent in FY25. The State Bank in its last Monetary Policy Statement acknowledged the fact that the core inflation (non food-non energy) declined marginally. In the statement it was further mentioned that the headline inflation increased to 3.5 per cent y/y in May from 0.3 per cent in April. This reversal largely reflected the phasing out of the favourable base effect from food prices, along with persistence in core inflation. The central bank projected that some near-term volatility in inflation is expected, before it gradually inches up and stabilises within the 5–7 per cent target range and because of this it has kept the policy rate unchanged at 11 per cent. This outlook; however, remains subject to multiple risks emanating from potential supply-chain disruptions from regional geopolitical conflicts, volatility in oil and other commodity prices, and the timing and magnitude of domestic energy price adjustments. Experts believe that the government's heavy reliance on indirect taxes does not allow substantial reduction in core inflation despite sharp decline in energy prices and stable exchange rate. Though the Federal Board of Revenue (FBR) has claimed that the share indirect taxes are around 60 per cent and 40 per cent of direct taxes, the experts are of view that indirect taxes account for 80 per cent of the revenue collection. They say contrary to FBR interpretation, withholding tax falls in the category of indirect taxes because the end-consumer eventually has to pay it. Experts say in the ongoing fiscal year the government instead of broadening the tax net, further increased the indirect taxes which further burdened the common man and is likely to increase their cost of living. Cabinet formally approves summary of PVARA
ISLAMABAD: Federal Cabinet has formally approved the summary for the creation of the Pakistan Virtual Assets Regulatory Authority (PVARA), a landmark step towards establishing a comprehensive legal and institutional framework for overseeing the country's rapidly growing digital assets ecosystem. Office of the Special Assistant to Prime Minister/Minister of State on Blockchain and Crypto issued a statement on Monday which stated that the proposed authority will operate as an independent regulator dedicated to licensing, monitoring, and supervising virtual asset service providers (VASPs), while ensuring full alignment with Financial Action Task Force (FATF) guidelines and international best practices. This milestone comes less than four months after the launch of the Pakistan Crypto Council (PCC) on 14 March 2025, which marked the beginning of a new era in Pakistan's digital finance journey. Since its inception, the PCC, under the leadership of the Chairman, Finance Minister of Pakistan, Muhammad Aurangzeb and CEO Bilal Bin Saqib, Special Assistant to the Prime Minister on Blockchain and Crypto with the status of Minister of State, has led a nationwide push to regulate and enable blockchain technology, digital currencies, and tokenized assets in a responsible and innovation-friendly manner. It further stated the PCC also welcomed international blockchain leaders and experts, including former Binance CEO Changpeng Zhao (CZ), as strategic advisors to help shape Pakistan's regulatory outlook. The Council consists of key institutional stakeholders, including the Chairman of the Securities and Exchange Commission of Pakistan (SECP), the Governor of the State Bank of Pakistan, the Federal Secretary of Law, and the Federal Secretary of Information Technology, ensuring a whole-of-government approach to digital asset regulation. This was followed by the Government's announcement on 28 May 2025 at the Bitcoin 2025 Conference in Las Vegas, where Bilal Bin Saqib revealed the formation of Pakistan's first Strategic Bitcoin Reserve, a sovereign reserve intended to hold Bitcoin for long-term national benefit and macroeconomic resilience. Further advancing this momentum, the Government announced the allocation of 2,000 megawatts of surplus electricity for Bitcoin mining and artificial intelligence (AI) data centers, leveraging Pakistan's untapped energy potential to power the future of digital finance and computation. Strategic partnerships are underway to ensure that energy-intensive blockchain infrastructure is both sustainable and revenue-generating. The Cabinet's approval of PVARA is a critical inflection point in this journey. Once legislated, the authority will be responsible for issuing licenses, supervising VASPs, setting technical standards, and coordinating compliance with FATF, IMF, and World Bank guidelines. It will also oversee public protection mechanisms, anti-money laundering protocols, and cyber risk mitigation across all virtual asset transactions within the country, it added. This coordinated approach, combining sovereign asset reserves, surplus energy deployment, and robust regulation, reflects Pakistan's ambition to become a digital assets hub in South Asia. By building trust, attracting foreign investment, and fostering innovation in the blockchain sector, Pakistan is setting the foundations for a secure, inclusive, and future-proof digital economy. Pakistan is emerging as one of the most promising frontier markets for digital assets, with over 40 million crypto users and an estimated annual trading volume of $300 billion occurring through informal channels, according to industry sources. Despite previous regulatory ambiguity, Pakistani youth have been early adopters of blockchain technologies, with over 70% of the population under the age of 30. This demographic, coupled with Pakistan's 240 million-strong population and rapidly expanding digital infrastructure, presents a unique opportunity to formalize and grow a robust crypto economy, the official statement noted. PM's Fan Replacement Programme: Aurangzeb orders launch preparations by month-end
ISLAMABAD: Federal Minister for Finance and Revenue Muhammad Aurangzeb has directed that all requisite actions be completed within the next two to three weeks to enable the launch of the Prime Minister's Fan Replacement Programme's first phase, along with the initial batch of participating banks, by the end of the month. Aurangzeb chaired a high-level meeting on Monday to review the progress on the readiness and forthcoming launch of the Prime Minister's Fan Replacement Programme. The meeting was attended by the Minister for Power, Sardar Awais Ahmad Khan Leghari, governor State Bank of Pakistan, chairman Pakistan Banks' Association, and senior officials from the Finance Division, Power Division, and other relevant departments. He noted that the programme has the potential to influence consumer behaviour positively, reduce energy consumption, and offer broader economic benefits.
