
Music industry bodies secure leave to challenge new copyright guidelines
KUALA LUMPUR : The High Court has granted two collective management organisations (CMOs) representing the rights of recording performers in Malaysia leave to bring judicial review proceedings to challenge a new regulatory framework slated to come into force next year.
Justice Amarjeet Singh allowed Public Performance Malaysia Bhd (PPM) and Recording Performers Malaysia Bhd (RPM) to pursue judicial review proceedings in their bid to quash the Guidelines of Copyright (Collective Management Organisations) 2025.
The court also fixed Aug 7 to hear the application by PPM and RPM to stay the enforcement of the guidelines pending the disposal of the lawsuit.
PPM and PRM named the controller of copyright, MyIPO, and the domestic trade and cost of living minister as respondents in their application.
They claim the guidelines – scheduled to come into force on Jan 16, 2026 – were drawn up and issued by the respondents without proper consultation.
They said they were only provided last year with a public consultation paper that outlined general proposals, without the specific details necessary for meaningful feedback.
Both bodies claimed they only came to know the full contents of the guidelines when it was published earlier this year.
They said the guidelines contained 'sweeping provisions' relating to the internal structure, constitution and governance of a CMO, its agreement with constituent members, and the terms of the licensing scheme to be implemented.
They also said the copyright controller, tasked with regulating copyright matters, did not accord them a fair opportunity to be heard and reply.
They further alleged that the guidelines contained provisions that exceed the powers vested by law in the controller.
The court also fixed July 10 to hear a separate bid by Music Authors Copyright Protection Bhd (MACP) for leave to commence a judicial review over the same guidelines.
PPM, RPM and MACP had said that they disagreed with the guidelines as it could negatively impact copyright holders.

Bursa edges up on economic hopes after soft open
KUALA LUMPUR, July 2 — Bursa Malaysia opened marginally lower on Wednesday but rebounded soon after, supported by continued buying in selected heavyweights amid optimism over the domestic economic outlook, an analyst said. At 9.10am, the FTSE Bursa Malaysia KLCI (FBM KLCI) rose 3.48 points, or 0.23 per cent, to 1,545.01 from Tuesday's close of 1,541.53. The benchmark index had earlier opened 1.80 points lower at 1,539.73. Market breadth was positive, with 187 gainers outpacing 139 decliners. A total of 299 counters were unchanged, while 1,766 were untraded and 14 suspended. Turnover stood at 168.64 million shares worth RM133.79 million. Malacca Securities Sdn Bhd said that with a weak lead from overnight Wall Street, the local bourse was expected to open on a muted note. 'However, we maintain a positive stance on data centre and renewable energy-related stocks, given the recent agreement signed by Gamuda with a renewable energy developer. 'Also, with Tenaga Nasional's capital expenditure extending into the second half of 2025, we believe this will benefit power infrastructure specialists and cable manufacturers,' the brokerage said in a note. On the construction front, Malacca Securities expected the sector to trade on firmer footing, supported by higher project billings and anticipation of the final alignment announcement for the Autonomous Rail Rapid Transit (ART) system in Johor, estimated to be worth between RM6 billion and RM7 billion. Among the heavyweights, Maybank rose 5.0 sen to RM9.77, Public Bank added 2.0 sen to RM4.28, CIMB and IHH Healthcare gained 1.0 sen each to RM6.76 and RM6.81, respectively, while Tenaga Nasional was flat at RM14.90. In active trade, TWL and newly listed ASM Automation were flat at 4.0 sen and 17 sen, respectively. NEXG rose half-a-sen to 38 sen, while Gamuda advanced 5.0 sen to RM5.02. On the index board, the FBM Emas Index climbed 20.76 points to 11,545.35, the FBMT 100 Index gained 19.85 points to 11,323.67, and the FBM Emas Shariah Index advanced 18.12 points to 11,579.53. The FBM 70 Index edged up 3.96 points to 16,561.33, while the FBM ACE Index slipped 4.19 points to 4,487.82. By sector, the Financial Services Index climbed 37.15 points to 17,641.79, the Plantation Index added 11.28 points to 7,413.44, and the Energy Index rose 2.75 points to 744.29. Ringgit climbs as US dollar slips on fiscal jitters
KUALA LUMPUR, July 2 — The ringgit opened stronger against the US dollar on Wednesday, supported by continued weakness in the greenback as fiscal uncertainties and tariff risks in the United States weighed on sentiment, an analyst said. At 8am, the local note stood at 4.1870/2065 versus the greenback, up from Tuesday's close of 4.1995/2005. Meanwhile, the US Dollar Index (DXY) extended its decline, easing to 96.819. Bank Muamalat Malaysia Bhd's chief economist, Dr Mohd Afzanizam Abdul Rashid, said the dollar's softness reflected ongoing concerns over US fiscal policy, including tariff measures and planned government spending cuts. 'Tax reductions and potential cuts in social spending could undermine US growth prospects,' he told Bernama. At the open, the ringgit was higher against a basket of major currencies. It firmed against the Japanese yen to 2.9186/9324 from 2.9351/9389, strengthened versus the British pound to 5.7555/7823 from 5.7797/7866, and appreciated against the euro to 4.9423/9654 from 4.9566/9625. The local note also advanced against most Asean currencies. It was marginally higher against the Indonesian rupiah at 258.4/259.7 from 258.9/259.4 and gained on the Philippine peso to 7.43/7.47 from 7.45/7.46. It improved vis-à-vis the Singapore dollar to 3.2899/3057 from 3.3015/3059 and strengthened against the Thai baht to 12.8930/9630 from 12.9363/9585. — Bernama

O&G consultant loses RM2.7m in ‘Nova 88' investment scam
IPOH, July 2 — An oil and gas consultant lost over RM2.7 million after falling victim to a non-existent investment scheme advertised on a website. Perak police chief Datuk Noor Hisam Nordin said the 37-year-old man lodged a police report on June 29 at the Ipoh district police headquarters, claiming he had been scammed through an online investment platform known as 'Nova 88.' Preliminary investigations revealed that the victim registered an account on the website in April 2023 through a contact, now the main suspect, whom he had met via WhatsApp. Convinced by the suspect, the victim made an initial deposit of RM30,000 into a provided account number and was then given a user ID and password to monitor the supposed investment. 'Between Jan 5, 2024, and May 20, 2025, the victim made 136 fund transfers to seven different accounts, totalling RM2,701,687. The funds came from his savings and contributions from family members,' Noor Hisam said in a statement last night. He said the victim realised he had been duped when each attempt to withdraw his purported profits required additional payments. To date, he has been unable to access any returns, with the suspect offering numerous excuses before eventually becoming unreachable. The case is being investigated under Section 420 of the Penal Code for cheating. Noor Hisam advised the public to avoid any form of investment offered through unlicensed, unregistered, or unregulated websites. 'Such investments carry high risks and can lead to significant financial losses. Always verify the background of any investment company with recognised authorities such as Bank Negara Malaysia or the Securities Commission,' he said. — Bernama
