Information from public to form police 'vision'
The comments came as part of his first community meeting - where islanders could meet Damian Kitchen, and listen to his plans for the force over the next few years.
About 60 people attended the meeting, consisting of police, the general public, deputies and prospective deputies.
Mr Kitchen also said he would like to see updates to the police complaints legislation.
Mr Kitchen said: "The information from tonight and from the survey, from speaking to our officers and from elected members over the last few months...that very shortly will form a vision and a mission for Guernsey Police and some real key pillars around community policing, keeping people safe, protecting victims and our professionalism going forward."
He added: "In terms of watchdogs and the complaints legislation there's a number of us on the same page around that, it needs refreshing."
The Community Survey was launched at the beginning of February and explored a number of areas like trust and confidence in the police, perceptions of crime and the night time economy.
It had 1,698 responses, an increase from the 755 responses the crime and justice survey carried out in 2018 had.
Of the respondents, 16% said they had been victims of crime within the past two years.
Just over 75% of those reported crime to the police but only 36% of those victims were satisfied with the service they received.
Respondents cited a number of reasons they did not report crime.
About 34% said they felt the police simply would not do anything.
Mr Kitchen said: "The barriers for policing is not taking the community with us.
"The barrier to us policing effectively is a lack of trust and lack of confidence."

Killer child 'slept with a knife under her pillow'
An inquest into the death of a man in West Sussex has been told that the girl who killed him had slept with a knife under her pillow. Nimroy Hendricks, 24, was found in Russell Way, Three Bridges, Crawley, in October 2020, with a stab wound to the chest, hours after she had threatened to stab her mother in the neck. Eight months before the attack, the 14-year-old, who cannot be identified because of her age, had stabbed her mother in the leg and tried to burn down her house. Frederick Powell, a barrister representing Mr Hendricks' parents, told West Sussex, Brighton & Hove Coroner's Court the teen had "been known to carry knives and on occasions slept with a knife under her pillow". The court heard from a police officer, the girl's integrated offender manager, who said she believed this was a "one off". The teenager, referred to in court as Child A, had been missing for four days before she was found by police officers. Her mother, who was staying in London, had asked police to take her daughter to a safe place if she was found. Officers instead left the teenager with a woman, who claimed to be her cousin and had a criminal record, despite the girl having no known relatives in the area. Just hours later she killed Mr Hendricks. Det Con David Symonds, who had left the girl with the older woman, was asked by Mr Powell: "Given you understood she had no family in the area, why did you then choose to believe Child A at 02:15 in the morning?" The officer responded: "I had no reason to doubt her." Asked by coroner Penelope Schofield if there was a way for police to check if people are related to each other, Mr Symonds said: "The only way is if someone manually puts that in the police systems." Police appeal over 'distressed' child's welfare
Guernsey Police are appealing to the public for information after a young boy was seen in a "distressed state". Police said witnesses saw the boy near the Co-operative store at Les Camps at about 16:30 BST. Witnesses reported that the child, described as a black male aged about 10 to 11 years old, ran into the road and was nearly struck by a vehicle. He was last seen fleeing the area before officers arrived on the scene. The boy is described as relatively tall for his age, with a black afro hairstyle, and was wearing a brown T-shirt and brown shorts at the time of the incident. Guernsey Police said they were keen to locate the child to ensure his safety and wellbeing. Investigation launched after taxi rank altercation
Police have launched an investigation after several people were assaulted at a taxi rank in Guernsey. Bailiwick Law Enforcement said the altercation happened between 02:00 and 02:30 BST on Saturday at the Weighbridge Taxi Rank in St Peter Port. "Arrests have been made, and investigations are ongoing," police said. "If you have witnessed this incident or have any information that could assist the investigation, you are asked to contact the Criminal Investigation Department at Police Headquarters."
