Penang explores floating solar projects for renewable energy goals
State Infrastructure, Transport and Digital Committee chairman Zairil Khir Johari said the project is seen as a suitable alternative in efforts to expand the use of renewable energy sources due to land constraints in Penang and the high cost of developing ground-mounted solar farms.
He said presently, his team is considering various strategic locations with potential to implement the project, including dam areas such as the Teluk Bahang Dam and Mengkuang Dam.
'Dams are most suitable for a floating solar project in terms of area and water stability, unlike the sea where there are unique challenges and even the panel installation methods are different.
'However, many matters need to be examined first, considering that the dams are sources of drinking water supply and are under the management of the Penang Water Supply Corporation (PBAPP). So, it requires approval and also more thorough study,' he told reporters after attending the Malaysian Photovoltaic Sustainable Energy Association (MPSEA) Solar Roadshow 2025 here today.
Zairil also emphasised the importance of the floating solar project in Silicon Island, considering the area is being actively developed and requires renewable energy sources as an alternative energy supply.
Therefore, he said the state government will try to expedite the implementation of the project, especially to support development on the artificial island as the state's new green technology hub.
'It is really necessary on Silicon Island because the first area to be developed is the technology park. In two years, the factory will start operating, so we need renewable energy, especially solar,' he said.
Earlier in his speech, Zairil said the state government is committed to promoting energy efficiency through the Penang Energy Framework adopted in 2024, which sets clear targets of 10 per cent renewable energy and 25 per cent energy efficiency improvements by 2030.
'The framework mandates the installation and use of renewable energy systems for all new non-residential buildings and also requires the collection of building energy intensity data for all buildings in Penang,' he also said.
He added that the Penang government will also expand its energy framework to include energy use in other sectors, such as industry and transport. - Bernama

PBAPP expects RM20m boost from tariff revision for water projects
GEORGE TOWN: The upcoming water tariff adjustment is expected to generate an additional RM20 million over six months, enabling Penang Water Supply Corporation (PBAPP) to implement seven key infrastructure projects aimed at resolving long-term water supply challenges. PBAPP chief executive officer Datuk K. Pathmanathan said the projects are part of the Penang Water Contingency Plan 2030, including the RM250 million Taman Mengkuang Water Treatment Plant (WTP), which will supply up to 114 million litres of treated water daily to Seberang Perai Tengah. Also planned is the RM402 million Sungai Kerian WTP to improve supply in Seberang Perai Selatan, along with a RM416 million, 3.9-kilometre pipeline from Macallum to Bukit Dumbar to enhance treated water distribution from the Sungai Dua WTP to the island. A compact WTP will also be installed at Sungai Kerian as a temporary measure until the whole facility is completed by 2028. PBAPP will also upgrade key assets, including main pumps at the Bukit Dumbar Reservoir and Pump Station, and build a new chemical dosing facility at Sungai Dua WTP to improve safety in chemical handling and maintenance. Efforts to reduce non-revenue water (NRW) include water meter replacements, smart meter projects and pipe and valve upgrades. The tariff revision, under the Second Implementation Period (TP2) of the Tariff Setting Mechanism (TSM), involves an average increase of 20 sen per cubic metre. Domestic users with individual meters consuming up to 25m³ monthly will pay RM6.50, up from RM6.20. Non-domestic users will be charged RM1.93 per m³ for usage up to 35m³ and RM2.31 beyond that, with a minimum charge of RM19.30. For domestic bulk meters, the flat rate is RM1.92 per m³ with a minimum of RM19.20, while places of worship and charitable institutions will be charged 67 sen per m³ with a minimum of RM6.70. The rate for shipping is RM8.01 per m³ with an RM80.10 minimum, while data centres will be charged RM5.31 per m³ with a minimum of RM53.10 monthly. - Bernama

CM: Penang launches bold resilience roadmap to futureproof against climate and urban challenges
GEORGE TOWN, Aug 1 — The Penang state government today unveiled the Penang Resilience Strategy (PRS), a bold and inclusive roadmap, aimed at strengthening the state's capacity to withstand and adapt to future disruptions. Chief Minister Chow Kon Yeow said the occasion marked more than just the unveiling of a document, but a collective commitment to futureproof the state against the uncertainties and challenges of an ever-changing world. He said the PRS, Malaysia's first state-level resilience strategy represented years of collaborative effort rooted in shared values, local knowledge and global insights, forming a people-first, data-informed and action-oriented strategy to guide Penang's transformation into a resilient, adaptive and inclusive state. 'Penang has long been celebrated for its industrial strength, cultural diversity and innovation capacity. Yet, with global climate disruptions, demographic transitions and rising urban pressures, we must now go beyond growth and competitiveness — we must build resilience,' he said at the PRS Unveiling Ceremony here today. Also present were State Infrastructure, Transport and Digital Committee Chairman Zairil Khir Johari, Micron Malaysia Corporate Vice President of Assembly and Test (NAND) Operations Amarjit Singh and Resilient Cities Network (R-Cities) Board Member who is also Kuala Lumpur Mayor Datuk Seri Maimunah Mohd Sharif. Penang defers water tariff adjustment to July 2026
GEORGE TOWN — Penang has deferred the implementation of the water tariff adjustment under the Tariff Setting Mechanism for the Second Implementation Period by one year to July 1, 2026, said Chief Minister Chow Kon Yeow. Chow said the deferment will benefit 715,957 water consumers in Penang. He said the new tariff, which was supposed to take effect today, is expected to increase the Penang Water Supply Corporation's revenue by about RM20 million over six months in 2026. The extra revenue will be used for water supply service upgrade projects, the details of which will be announced later, he said in a statement today. 'For the new tariff, the average increase in monthly water bills for 79.88 per cent of the 613,660 domestic (household) consumers in Penang who use up to 35 cubic metres (m³) per month will be between RM0.30 and RM2.55. 'The average increase in water bills for 95.38 per cent of the 98,155 non-domestic (business) consumers in Penang who use up to 200m³ per month will be between RM3.60 and RM35.70 per month,' he said. Yesterday, the media reported that water tariffs for domestic consumers in almost all states in Peninsular Malaysia and the Federal Territory of Labuan will be raised starting Aug 1, following the gazetting of the new water tariff structure announced by the National Water Services Commission (SPAN). The tariff adjustment involves an average rise of 20 sen per cubic metre, bringing the new rate to RM2.75 compared to RM2.55 previously. However, this adjustment does not involve domestic users in Perak. SPAN had previously stated that the implementation of the new tariffs is part of efforts to align towards a more sustainable water tariff structure, while also enabling state water operators to better cover the operational and maintenance costs of water supply systems. Meanwhile, on another matter, Chow announced the appointment of 19 new commissioners to the Penang Hindu Endowments Board (HEB) for the term from Aug 1, 2025 to July 31, 2026. He said state Housing and Environment Committee chairman Datuk Seri S. Sundarajoo has been appointed as the executive councillor in charge of coordinating matters related to HEB on behalf of the state government. 'Congratulations are in order, and it is hoped that HEB will continue to uphold its mandate and empower the socio-economic development of the Indian community in the state,' he said. Among those appointed are Jelutong MP RSN Rayer, Senator Dr A. Lingeshwaran, Bagan Dalam state assemblyman K. Kumaran, Batu Uban state assemblyman A. Kumaresan and Penang MIC chairman Datuk J.
