On Wednesday, the Brant Haldimand Norfolk Catholic District School Board approved a nearly $202-million operating budget for 2025-26. It seems to address some of the pain points — like staffing and student supports — that parents and union heads brought up after four trustees took an art-buying trip to Italy last summer. The budget includes the equivalent of 46 new full-time staff positions. Among them, 15 elementary and nine secondary teachers, an ESL teacher, and 16 child-and-youth workers. All the positions are ''additional' to our current staffing complement,' fuelled by growth and a desire to ensure students have 'a safe and welcoming classroom environment where their academic and emotional needs are met,' a spokesperson for the board told The Spectator. The board's reserve has grown to $42 million, from $33.8 million as of August 2024. The increase is a reflection of 'the much-needed capital and the province's investment in educational infrastructure scheduled for dissemination of the new schools to be built,' the spokesperson said. But just because a board has a surplus doesn't mean they can readily use it. Some of the 'surplus' funds are already committed to initiatives, 'earmarked' with some flexibility to support one-time initiatives, or to support board operations 'including risk mitigation and board directed use,' the spokesperson told The Spectator. 'These categories are set out by the Ministry of Education' and mean that 'only portions of the reserves are available and for very targeted spending,' she said. The board is directing a $2.4-million operating surplus toward student supports like cognitive assessment fees, new curriculum resources, sports and extracurriculars, and classroom technology. And due to policy changes made to hospitality reimbursements, the board anticipates 'lower expenditures' to trustee expenses, which took a $1,000 cut this year, the spokesperson said. The board also approved a capital budget of nearly $40.5 million, driven by school renewal and improvements and the construction of St. Padre Pio Catholic Secondary School in Brantford, once approved, according to the report. The board is also preparing to purchase the lands for new elementary schools in Paris and southwest Brant, it said. Enrolment has increased 20 per cent over the past five years. The board expects to grow their student body of 12,576 by 188 new students next year, according to the budget report. 'This student-centred budget will allow us to meet our primary goal — ensuring enriched student learning within a safe, inclusive, equitable, faith filled and welcoming environment for all,' board chair Carol Luciani said in a news release. It's the first budget for the board's new business superintendent Rajini Nelson. She was hired in December 2024, following a vacancy in the role.
