First meeting of county's new combined authority
The new body is a partnership between Lancashire County Council, Blackburn with Darwen Council and Blackpool Council and will see some powers currently held by central government devolved to it.
First on the agenda is appointing a chair and vice-chair, while other items include considering the authority budget for 2025-26.
The meeting will take places at County Hall in Preston from 16;00 GMT and members of the public will able to attend or watch the meeting online.
The board is made up of representatives of the three councils alongside two district council representatives and the chairman of Lancashire's Business Board.
The authority said it aims to address key priorities for the county's 1.5m residents such as improving public transport, boosting economic prosperity and enhancing employment and skills as well as tackling "historically low investment".
The new authority will have more powers and funding but it has fewer powers and less funding than a mayoral model.
Blackpool Council leader Lynn Williams said it was a "historic moment" for the county.
She added: "For our residents it means we can make more decisions about local issues locally and we have already seen some investment in Blackpool as a result of this."
Phil Riley, Blackburn with Darwen Council leader, said it was "evidence of the ability of the three major councils to work together for the betterment of the whole of Lancashire".

Top NYC restaurant owner's criticism of ‘con artist' Zohran Mamdani leads to public insults from Keith McNally
A top New York restaurateur's anti-Zohran Mamdani stance has led him to bump up against his former idol Keith McNally, who has become a passionate supporter of the Democratic socialist. 'I don't want Mamdani to be mayor,' said David Rabin, the force behind some of the city's most iconic bars and restaurants including Lambs Club, American Bar and the Skylark, adding: 'I will do anything to try to stop him.' Meanwhile, McNally — owner of Balthazar in SoHo and the Minetta Tavern in Greenwich Village — seems to be doing everything he can to ensure that Mamdani wins, including ranting against Rabin and calling him 'raving mad' in an Instagram post earlier this month. Mamdani, a member of the State Assembly since 2021, ran on a campaign to freeze stabilized rents and open government-run grocery stores. 'He's a con artist trying to get in office so once there he can implement his Marxist and 'anti-zionist' agenda,' Rabin claimed. In order to assuage some of his critics, Mamdani recently met with some of the city's biggest business leaders, and said he would refrain from using the phrase 'globalize the intifada,' which has been interpreted as a call to violence against Israel. His campaign has also insisted his criticism of Israel does not amount to antisemitism. Last week, McNally called out the state's Democrats who have refused to endorse Mamdani, including Gov. Kathy Hochul, Senator Chuck Schumer, and Rep Hakeem Jeffries, among others.

Oregon Ducks football valued at just under $1 billion, per The Athletic
A good investment, if you have that type of cash, is a professional sports franchise. Most of them have valuations that just keep going through the atmosphere. For example, the Los Angeles Lakers, one of the NBA's storied franchises, were sold recently for a robust $10 billion. On the other end of the spectrum, the Tampa Bay Rays, a team that is always on the verge of moving out and is currently playing in a minor league park, is looking to sell for around $1.7 billion. College football teams are different. They aren't professional franchises, even though many make just as much money as some. The New York Times attempted to determine the value of each of the Power 4 teams if they were franchises that could be sold to the highest bidder. According to the article, the Oregon Ducks would be valued at around $990 million, just missing the $1 billion mark. "In prestige and championship potential, the Ducks — the top team on this list that has never won a national title — are probably undervalued here," writer Matt Baker said. "Nike has made them a national brand, and Dan Lanning has re-established them as a title contender. Though Oregon proved it belongs in the Big Ten by winning the conference championship in Year 1, the Ducks get a half-share payout from the league until the 2030 fiscal year. That reality kept them from being the 14th member of our $1 billion club. At the top of the list of college franchises is the Texas Longhorns, valued at $2.38 billion, followed by the Georgia Bulldogs ($1.92 billion), Ohio State Buckeyes ($1.9 billion), and Notre Dame Fighting Irish ($1.84 billion). The Ducks generate $90 million in revenue annually, but playing in a traditional small market, with the largest market nearby being Portland, which is not a major market itself, doesn't help their valuation. Although Autzen Stadium is great, it's relatively small compared to other college stadiums. Just an expansion of the stadium to perhaps 70,000 would probably push the Ducks over that $1 billion threshold. But it really doesn't matter since the Ducks aren't a pro team. Oregon is a very successful college program that is the envy of most and isn't hurting for cash.
