ADIS 2025: Experts highlight Abu Dhabi's shift toward people-focused infrastructure

SARA ALZAABI (ABU DHABI)Abu Dhabi has been shifting from traditional infrastructure development toward integrated, community-focused planning and smart execution, experts highlighted at the opening session of Abu Dhabi Infrastructure Summit (ADIS) 2025.The emirate's infrastructure investments are guided by community needs — not just engineering goals, Dr. Saif Sultan Al Nasseri, Undersecretary at the Department of Municipalities and Transport (DMT), said during the session titled 'Abu Dhabi: The Capital of Lifestyle Development'.'We have committed Dh75 billion to long-term infrastructure investment—but what matters most is that we are shaping it around people. Our residents are co-creators of this future,' he said.Badr Al-Olama, Director General of the Abu Dhabi Investment Office (ADIO), stressed that infrastructure planning is no longer about roads and bridges alone.'It is not about the next 50 years - it is about the next 20. And the next five are critical,' he said in the same session. 'Infrastructure investment is shifting toward smart health, sustainability, and AI.'Al-Olama noted that Abu Dhabi stands apart for its long-term, relational approach to development.'We do not do just projects—we build cities, communities, emotional connections.'Another panellist, Dr. Mohamed Al Zaabi, Group CEO of Miral, reflected on the evolution of Yas Island into a global entertainment hub in just 18 years.'This is only possible in a city like Abu Dhabi - safe, open, and full of opportunity,' he said.Adel Al Breiki, CEO of Aldar Projects, spoke of the challenges and rewards of implementing the government's ambitious infrastructure mandate since 2020.
'At first, it was daunting. But with stakeholder alignment and private sector support, we have delivered,' he said. 'Execution requires not just hard work, but continuous coordination under a unified vision.'

What began as a seaside festival on the shores of Al Mugheirah Beach quickly grew into a major event, providing a destination for over 50,000 visitors and residents of all ages to enjoy a blend of adventure, arts, culture, and entertainment, with the majority of footfall recorded in just four 400 performances and live demonstrations of Al-Sadu weaving, pottery, and Arabic calligraphy took place at The Heritage Zone, while on Al Manara Stage, visitors were treated to a mix of live music, storytelling, and local dance by Abu Dhabi Investment Office (ADIO), Lammah Al Bahr created a meaningful platform for homegrown talent, artisans, entrepreneurs, and small businesses to showcase their products and connect with wider audiences, further supporting Abu Dhabi's broader diversification and sustainable development initiative is setting in motion ADIO's long-term vision to transform the Al Dhafra region into a thriving investment of Regional Development at Abu Dhabi Investment Office (ADIO), Mohamed Ali Almarar, said, 'Lammah Al Bahr served as a clear representation of what Al Dhafra region has to offer, showcasing its strong potential to become a competitive destination for investment and tourism. By empowering local businesses and nurturing Abu Dhabi's entrepreneurial ecosystem, the festival reflects our strategy and continuous efforts to develop all areas of the Emirate by creating an attractive investment environment, promoting sustainable development and driving economic diversification.'The festival welcomed visitors with an experience shaped by a deep-rooted connection to Emirati heritage and Al Dhafra's rich maritime history. By highlighting traditional boat building, pearl diving, and fishing through art and educational workshops, the festival helped deepen visitors' understanding of Emirati Al Bahr was home to more than 25 activations, including a range of adrenaline-pumping activities, such as an aqua island, the Falcon Zipline, Warrior's Path and competitive sports tournaments, padel tennis, beach volleyball, and football competitions, as well as water sports were filled with family activities including carnival games, rides and a dedicated kids' play area featuring board games, an adventure net, a doughnut slide, Al Dhannah's Peak, a climbing tower and giant inflatables. Visitors were also provided access to more than 20 free experiences, as well as 26 food and beverage vendors and 34 local retail vendors selling handmade crafts and festival's special events included a dynamic line-up of activities that had visitors counting down to every weekend's new off strong in February with competitive fitness showdowns, the Precision Elite event attracted 450 participants, followed by the Precision Oxygen, which pushed 200 athletes to their festival hosted a series of Ramadan tournaments, bringing together 1,000 visitors to watch exciting padel, beach volleyball, and beach football tournaments played a key role in promoting community engagement for Al Dhafra residents and visitors to compete and bringing the Original Culprit Throwdown 4.0's fierce ladies-only competition to the coastline, the festival treated its women visitors to a range of fitness challenges by the beach, drawing 265 participants and visitors. The Arabian Warrior obstacle course race made its Abu Dhabi debut in April, bringing adrenaline-fuelled challenges to the coast. The race hosted 1,128 participants tackling obstacles that challenged both physical and mental the community to get active by the sea, a X-Pulse Series drew an impressive 787 participants across its two editions, as well as a further 228 participants for the inflatable showdown. Bringing a special finale to the festival was the Glow Run, transforming Al Mugheirah Beach into a glowing racetrack that brought 350 participants together for a luminous evening of community, fun, and initiatives throughout the festival hosted 350 visitors, while families gathered around a campfire for a memorable camping experience, which hosted 1,352 visitors in May alone. All of the festival's exciting activities were the result of more than 95 public-private partnerships with collaborators such as the Ruler's Representative Court – Al Dhafra Region, Abu Dhabi Department of Economic Development, Department of Municipalities and Transport, Department of Culture & Tourism, Experience Abu Dhabi, Abu Dhabi Sports Council, Emirates Red Crescent, National Rehabilitation Centre UAE, Abu Dhabi Public Health Center, Environment Agency Abu Dhabi, Zayed Higher Organisation for People of Determination, Family Development Foundation, UAE Youth Council for Entrepreneurship, Tadweer Group, SEHA – Al Dhafra Hospitals, Al Dhafra Testahel, and First Abu Dhabi Bank (FAB).

DMT launches comprehensive guide for public toilets planning and design in Abu Dhabi
The Department of Municipalities and Transport (DMT) has released a comprehensive guide for the planning and design of public toilets across the Emirate of Abu Dhabi. This initiative aims to provide high-quality and inclusive facilities that enhance quality of life while supporting the Emirate's urban aesthetic and infrastructure development goals. The guide serves as both a regulatory and technical reference, outlining clear standards for the strategic placement of public toilets in key locations such as parks, beaches, transportation hubs, and commercial areas. Along with categorising toilet types— including standard and automated facilities — it also provides detailed specifications on ventilation, lighting, construction materials, and operational systems to encourage environmentally friendly designs and optimise resource efficiency. The document further emphasises the need for inclusivity, with specific requirements for amenities such as baby-care rooms as well as facilities designed to accommodate People of Determination. These inclusive features must comply with the Abu Dhabi International Building Code to ensure accessibility for all users in accordance with DMT's Sahel Rating System. Safety is another cornerstone of the guide, which incorporates principles to improve the safety of public toilet users. This includes clear sightlines around toilet facilities, adequate lighting, and the installation of surveillance cameras at entrances and exits. Highlighting the importance of this initiative, HE Abdullah Mohammed Al Balushi, Acting Executive Director of the Planning and Infrastructure Sector at DMT said: 'This guide sets a new standard for creating sustainable and accessible public spaces that meet the needs of various members of our community. It reflects the Emirate's high standards in urban planning and development, as well as the overall quality of life. The Department is urging all stakeholders involved in the planning, design, construction, and management of public toilets to adhere to the guidelines outlined in the manual. This ensures the creation of high-quality public amenities that contribute to the Emirate's vision of building an integrated and sustainable infrastructure that enhances public health and safety.

ADIO, ADPIC strategic partnership to advance PPP delivery in Abu Dhabi
23 June 2025 17:37 ABU DHABI (WAM) The Abu Dhabi Investment Office (ADIO) and the Abu Dhabi Projects and Infrastructure Centre (ADPIC) have signed a strategic partnership agreement to establish a collaborative operating model that supports the planning, structuring, and procurement of public-private partnerships (PPPs) for infrastructure projects across the by the Chairman of the Abu Dhabi Department of Economic Development (ADDED) and ADIO, Ahmed Jasim Al Zaabi, and the Chairman of the Department of Municipalities and Transport, the agreement was signed by Badr Al-Olama, Director-General of ADIO, Mohamed Ali Al Shorafa, and the Director-General of ADPIC, Eng. Maysarah Mahmoud Eid, during the Abu Dhabi Infrastructure Summit (ADIS) partnership introduces a unified operating model that connects the pipeline of infrastructure projects with seamless transaction execution. This integrated approach is designed to improve coordination, enable the early identification of PPP opportunities, streamline approval processes, and embed stronger accountability and governance throughout the project aligning ADPIC's mandate as the coordinating body for Abu Dhabi's infrastructure pipeline with ADIO's expertise in investor attraction, deal structuring, and infrastructure finance, the partnership creates an effective, faster, and more efficient framework for the delivery of capital said, 'This strategic partnership between ADIO and the Abu Dhabi Projects and Infrastructure Centre will contribute to attracting private capital to actively participate in the implementation of high-quality strategic infrastructure projects in the Emirate of Abu Dhabi. It also supports efforts aimed at providing an attractive and reliable investment environment for investors and empowers government entities to efficiently execute their projects and achieve their objectives.'Eid said, "This collaboration reflects our commitment to reimagining how infrastructure is delivered across Abu Dhabi. Together with ADIO, we are enabling a more responsive model that connects ambition with delivery, supporting government entities, attracting trusted partners, and ultimately creating lasting value for our communities."Effective immediately, the agreement will be governed by a unified framework of joint performance indicators and scheduled inter-agency builds on Abu Dhabi's expanding track record of infrastructure partnerships, including a collaboration with the Abu Dhabi Department of Education and Knowledge to deliver three modern schools in Zayed example includes a project to install energy-efficient LED lighting across Abu Dhabi roads, implemented in partnership with the Department of Municipalities and Transport. This project will be the first initiative of its kind to be delivered through a public-private partnership model for road lighting in the GCC. As the central authority for enabling investment and delivering infrastructure partnerships, ADIO continues to lead the development of scalable, high-impact projects that reinforce Abu Dhabi's position as a globally competitive, investor-friendly economy.
