PM Sharif orders formation of committee to promote e-commerce in Pakistan

ISLAMABAD: Prime Minister Shehbaz Sharif met a delegation of the Chinese e-commerce giant Alibaba Group on Thursday, directing authorities to form a committee to further promote e-commerce in Pakistan.
Pakistani financial analysts say the country's growing Internet penetration — with over 80% teledensity — was already fueling e-commerce, despite the fact that it still accounts for less than 1% of the overall retail market. This has also forced several retailers to shift to digital platforms.
A six-member Alibaba Group delegation, led by the group's president of international markets James Dong, called on PM Sharif to discuss promoting e-commerce in the South Asian country. During the meeting, Sharif noted that 300,000 Pakistanis are currently selling locally produced products on e-commerce platforms such as Alibaba Group.
'The prime minister directed the formation of a committee to develop a roadmap for further promoting e-commerce in the country,' the Prime Minister's Office (PMO) said in a statement.
Sharif also instructed authorities to take steps to increase the number of Pakistani businesses selling their products on e-commerce platforms, noting that e-commerce is a major means of increasing exports significantly.
'E-commerce is a vital element in realizing the government's vision of an export-led economy,' the prime minister said.
Dong praised the key role of the Pakistani business community in promoting international trade via e-commerce, the PMO said. He noted that around 300,000 locally made Pakistani products are currently being sold on Alibaba's website.
'He also noted that Pakistani textile products are the most in-demand and best-selling items on the Alibaba platform,' the PMO said.
Dong expressed 'strong interest' in providing technical training to entrepreneurs in e-commerce to increase the number of Pakistani traders on Alibaba's platform.
Realizing the growth and importance of e-commerce platforms in the country, Pakistan's government imposed fresh taxes on international e-commerce giants in its recent federal budget.
The new measures, introduced through the budget passed on June 26, include an 18% sales tax on goods delivered by courier companies on behalf of foreign platforms, a 5% fixed income tax on digital retailers and a reduction in the duty-free threshold for imported parcels from Rs5,000 to Rs500 ($18 to $1.80).

KARACHI: Chinese company Shenneng Enterprise and the Gwadar Port Authority (GPA) have signed an agreement for investment in the southwestern city, Pakistan's maritime affairs ministry said on Tuesday, as Islamabad attempts to transform the area into a global maritime gateway. Gwadar city is situated along the Arabian Sea and lies at the heart of the China-Pakistan Economic Corridor (CPEC), under which Beijing has funneled tens of billions of dollars into massive transport, energy and infrastructure projects in Pakistan. Pakistani officials have said Gwadar's geostrategic position as the shortest trade route to the Gulf and Central Asia highlights its port's potential to become a regional transshipment hub. 'An agreement has been signed between the Gwadar Port Authority and a Chinese company for investment in Gwadar,' Pakistan's maritime affairs ministry said in a statement. It added that the letter of intent was signed between the Gwadar Port Authority and Shenneng Enterprise. According to its website, Shenneng specializes in producing pressure control submersible pumps, inverters, variable frequency pumps as well as surface pumps, centrifugal pumps and self-priming pumps. Maritime Affairs Minister Junaid Anwaar Chaudhry termed the agreement a 'significant milestone' as per the ministry's statement. 'We will transform Gwadar into a regional transshipment center,' Chaudhry was quoted as saying by the ministry. He added that with Shenneng's cooperation, Gwadar's commercial potential was expected to increase. 'The agreement includes upgradation and expansion of existing facilities,' Chaudhry said. 'We are committed to making Gwadar a global maritime gateway,.' The minister noted that partnerships with international companies will help boost Pakistan's maritime economy. As cash-strapped Pakistan recovers from a macroeconomic crisis with the help of a $7 billion International Monetary Fund deal, Islamabad has been looking to capitalize on its geostrategic location to boost transit trade and foreign investment for a sustainable economic recovery. Prime Minister Shehbaz Sharif's government has eyed increased trade and investment deals with regional allies such as the Gulf countries and Central Asian Republics since Pakistan came close to defaulting on its debt in 2023.

ISLAMABAD: Prime Minister Shehbaz Sharif on Tuesday ruled out any revision to the tax collection target and reaffirmed the reform timeline would remain unchanged, highlighting his administration's commitment to improving revenue performance and implementing structural changes across the tax system. The government has set an ambitious tax collection target of Rs14,131 billion ($49.46 billion) for the fiscal year 2025-26 (FY26), reflecting a nine-percent increase over last year's goal. Despite aggressive fiscal measures in recent years, Pakistan has missed its revenue targets, including in the previous fiscal year (FY25), where a 1.5-percent gap emerged between projected and actual collections. 'No changes will be made to the approved timeline for tax collection and reform targets for the upcoming fiscal year,' the prime minister said during a review meeting on tax reforms at the Federal Board of Revenue (FBR), according to an official statement issued by his office. 'A strategy should be developed through consultation between the FBR, relevant federal institutions and the provinces to increase the tax-to-GDP ratio,' he continued. Sharif also highlighted the importance of enforcing already imposed taxes efficiently to help meet the targets and directed that obstacles to reform, including bureaucratic red tape, be removed to ensure the changes are institutionalized. According to a briefing given to the prime minister, the government has made its online income tax return form available in Urdu for the first time, a measure that is expected to benefit nearly 84 percent of current filers. The FBR also said it had met its July revenue collection target, the first month of the ongoing fiscal year, and expressed confidence in achieving future monthly goals. Sharif called for greater public awareness of FBR reforms and instructed coordination with the information ministry to build public confidence. He also emphasized the use of technology and digitization to modernize customs clearance, reduce delays and improve transparency. 'The effective and uniform implementation of revolutionary customs clearance reforms must be ensured across the country,' he said, calling for centralized digital enforcement stations and faceless customs systems to speed up assessments.

Consumer spending in Saudi Arabia rose by 9% to SAR 122.62 billion in June 2025, from nearly SAR 112.7 billion in the same month a year earlier. Consumer spending represents total cash withdrawals, point-of-sale (POS) transactions, and e-commerce via Mada cards. POS transactions saw a 2% year-on-year (YoY) increase to around SAR 53.98 billion in June. Data showed that 919.31 million transactions were processed through more than 2.1 million POS terminals during the same month. POS transactions represent the expenditures made by consumers using their ATM cards and credit cards at shopping malls, retail stores, pharmacies, and other retail outlets. Meanwhile, cash withdrawals from ATMs fell by nearly 5% YoY to about SAR 42.67 billion in June. These withdrawals were processed through 15,000 ATMs in 112.92 million transactions, while the number of credit cards issued reached 57.83 million. E-commerce sales through Mada cards jumped 72% YoY to SAR 25.97 billion in June. According to monthly data issued by the Saudi Central Bank (SAMA), these sales were made through 141.55 million transactions. Online sales include transactions processed through Mada cards for payments and purchases made via online shopping and applications. However, these do not include transactions conducted using Visa, Mastercard, or other credit cards.
