
‘End is near': Will Kabul become first big city without water by 2030?
Groundwater levels in the Afghan capital have dropped drastically due to over-extraction and the effects of climate change, according to a report published by nonprofit Mercy Corps.
So, is Kabul's water crisis at a tipping point and do Afghan authorities have the resources and expertise to address the issue?
The depth of the crisis
Kabul's aquifer levels have plummeted 25-30 metres (82 – 98 feet) in the past decade, with extraction of water exceeding natural recharge by a staggering 44 million cubic metres (1,553cu feet) a year, the report, published in April this year, noted.
If the current trend continues, Kabul's aquifers will become dry by 2030, posing an existential threat to the Afghan capital, according to the report. This could cause the displacement of some three million Afghan residents, it said.
The report said UNICEF projected that nearly half of Kabul's underground bore wells, the primary source of drinking water for residents, are already dry.
It also highlights widespread water contamination: Up to 80 percent of groundwater is believed to be unsafe, with high levels of sewage, arsenic and salinity.
Conflict, climate change and government failures
Experts point to a combination of factors behind the crisis: climate change, governance failures and increasing pressures on existing resources as the city's population has expanded from less than one million in 2001 to roughly six million people today.
Two decades of US-led military intervention in Afghanistan also played a role in the crisis, as it forced more people to move to Kabul while governance in the rest of the country suffered.
'The prediction is based on the growing gap between groundwater recharge and annual water extraction. These trends have been consistently observed over recent years, making the forecast credible,' said Assem Mayar, water resource management expert and former lecturer at Kabul Polytechnic University.
'It reflects a worst-case scenario that could materialise by 2030 if no effective interventions are made,' he added.
Najibullah Sadid, senior researcher and a member of the Afghanistan Water and Environment Professionals Network, said it was impossible to put a timeline on when the capital city would run dry. But he conceded that Kabul's water problems are grave.
'Nobody can claim when the last well will run dry, but what we know is that as the groundwater levels further drop, the capacity of deep aquifers become less – imagine the groundwater as a bowl with depleting water,' he said.
'We know the end is near,' he said.
Over-extraction highlights divides
A vast portion of the Afghan capital relies on underground borewells, and as water levels drop, people dig deeper or in different locations looking for sources of water.
According to an August 2024 report by the National Statistics Directorate, there are approximately 310,000 drilled wells across the country. According to the Mercy Corps report, it is estimated that there are also nearly 120,000 unregulated bore wells across Kabul.
A 2023 UN report found that nearly 49 percent of borewells in Kabul are dry, while others are functioning at only 60 percent efficiency.
The water crisis, Mayar said, exposes the divide between the city's rich and poor. 'Wealthier residents can afford to drill deeper boreholes, further limiting access for the poorest,' he said. 'The crisis affects the poorest first.'
The signs of this divide are evident in longer lines outside public water taps or private water takers, says Abdulhadi Achakzai, director at the Environmental Protection Trainings and Development Organization (EPTDO), a Kabul-based climate protection NGO.
Poorer residents, often children, are forced to continually search for sources of water.
'Every evening, even late at night, when I am returning home from work, I see young children with small cans in their hands looking for water … they look hopeless, navigating life collecting water for their homes rather than studying or learning,' he said.
Additionally, Sadid said, Kabul's already depleted water resources were being exploited by the 'over 500 beverage and mineral water companies' operating in the capital city,' all of which are using Kabul's groundwater'. Alokozay, a popular Afghan soft drinks company, alone extracts nearly one billion litres (256 million gallons) of water over a year — 2.5 million litres (660,000 gallons) a day — according to Sadid's calculations.
Al Jazeera sent Alokozay questions about its water extraction on June 21, but has yet to receive a response.
Kabul, Sadid said, also had more than 400 hectares (9,884 acres) of green houses to grow vegetables, which suck up 4 billion litres (1.05 billion gallons) of water every year, according to his calculations. 'The list [of entities using Kabul water] is long,' he said.
'Repeated droughts, early snowmelt and reduced snowfall'
The water shortage is further compounded by climate change. Recent years have seen a significant reduction in precipitation across the country.
'The three rivers — Kabul river, Paghman river and Logar river—that replenish Kabul's groundwater rely heavily on snow and glacier meltwater from the Hindu Kush mountains,' the Mercy Corps report noted. 'However, between October 2023 to January 2024, Afghanistan only received only 45 to 60 percent of the average precipitation during the peak winter season compared to previous years.'
Mayar, the former lecturer at Kabul Polytechnic University, said that while it was difficult to quantify exactly how much of the crisis was caused by climate change, extreme weather events had only added to Kabul's woes.
'Climate-related events such as repeated droughts, early snowmelts, and reduced snowfall have clearly diminished groundwater recharge opportunities,' he said.
Additionally, increased air temperature has led to greater evaporation, raising agricultural water consumption, said Sadid from the Afghanistan Water and Environment Professionals Network.
While several provinces have experienced water scarcity, particularly within agrarian communities, Kabul remains the worst affected due to its growing population.
Decades of conflict
Sadid argued Kabul's crisis runs deeper than the impact of climate change, compounded by years of war, weak governance, and sanctions on the aid-dependent country.
Much of the funds channelled into the country were diverted to security for the first two decades of the century. Since the Taliban's return to power in 2021, funding has been used to tackle an escalating humanitarian crisis. Western sanctions have also significantly stymied development projects that could have helped Kabul better manage the current water crisis.
As a result, authorities have struggled with the maintenance of pipelines, canals and dams — including basic tasks like de-sedimentation.
'The crisis is already beyond the capacity of the current de facto authorities,' Mayar said, referring to the Taliban. 'In well-managed cities, such impacts are mitigated through robust water governance and infrastructure. Kabul lacks such capacity, and the current authorities are unable to address the problem without external support,' he added.
As a result, environmental resilience projects have taken a backseat.
'Several planned initiatives, including projects for artificial groundwater recharge, were suspended following the Taliban takeover,' Mayar pointed out. 'Sanctions continue to restrict organisations and donors from funding and implementing essential water-related projects in Afghanistan,' he said.
Sadid pointed out one example: An Awater supply project -funded by the German Development bank KfW, along with European agencies – could have supplied 44 billion litres (11 billion gallons) of water annually to parts of Kabul from Logar aquifers.
'But currently this project has been suspended,' he said, even though two-thirds of the initiative was already completed when the government of former President Ashraf Ghani collapsed in 2021.
Similarly, India and the Ghani government had signed an agreement in 2021 for the construction of the Shah-toot dam on the Kabul River. Once completed, the dam could supply water to large parts of Kabul, Sadid said, 'but its fate is uncertain now.'
What can be done to address the water crisis?
Experts recommend the development of the city's water infrastructure as the starting point to address the crisis.
'Artificial groundwater recharge and the development of basic water infrastructure around the city are urgently needed. Once these foundations are in place, a citywide water supply network can gradually be developed,' Mayar recommended.
Achakzai agreed that building infrastructure and its maintenance were key elements of any fix.
'Aside from introducing new pipelines to the city from nearby rivers, such as in Panjshir, there needs to be an effort to recharge underground aquifers with constructions of check dams and water reservoirs,' he said, adding that these structures will also facilitate rainwater harvesting and groundwater replenishment.
'[The] Afghan government needs to renew ageing water pipes and systems. Modernising infrastructure will improve efficiency and reduce water loss,' he added.
Yet all of that is made harder by Afghanistan's global isolation and the sanctions regime it is under, Achakzai said.
'Sanctions restrict Afghanistan's access to essential resources, technology, and funding needed for water infrastructure development and maintenance,' he said. This, in turn, reduces agricultural productivity, and increases hunger and economic hardship, forcing communities to migrate, he warned.

Impact of climate change Water scarcity is a major issue in Iran, particularly in arid provinces in the country's south, with shortages blamed on mismanagement and overexploitation of underground resources, as well as the growing impact of climate change. Tehran city council chair Mehdi Chamran urged people to 'conserve water to avoid drops in supplies', according to the ISNA news agency. Authorities across Iran have issued similar appeals in recent days, asking residents in several provinces to limit water usage. Tehran's provincial water management company called for usage to be reduced by 'at least 20 percent' to help ease the shortages. In a statement, it said 'the reservoirs of the dams supplying water to Tehran are currently at their lowest level in a century', following years of steady decline in rainfall. Javan, a conservative newspaper, reported on Saturday that authorities reduced water supplies in parts of the capital in a bid to mitigate the crisis, resulting in 'water outages lasting between 12 and 18 hours' in some areas. Energy Minister Abbas Aliabadi apologised on Sunday for reduced water supplies, saying the move comes 'to better manage resources'.

Why is Pakistan so vulnerable to deadly flooding?
Islamabad, Pakistan – More than 120 people have died in Pakistan due to climate-related incidents in the past three weeks, as the country braces for the onset of the monsoon season. In its latest situation report, released on Wednesday, the National Disaster Management Authority (NDMA) revealed that a total of 124 people, including 63 children, have perished across the country since June 26. The NDMA has found that about two-thirds of the deaths were caused by house collapses and flash floods, while drowning accounted for just more than one in 10 of the deaths. Pakistan, which has a population in excess of 250 million, is one of the world's most vulnerable countries to climate change. It has experienced repeated environmental disasters, most notably the devastating floods of 2022, which killed nearly 1,700 people and displaced more than 30 million nationwide, who lost their homes and livestock or suffered crop damage or losses. According to estimates at the time, the 2022 floods caused $14.8bn in damage to property and land and a loss of $15.2bn in the country's gross domestic product (GDP). Pakistan's government blames the lack of assistance from the international community in urgently addressing the climate emergency, which is causing flash floods and other disasters. However, some experts say the government's inaction has compounded the current situation. Which areas are the most affected by climate-related disasters? The latest figures from the NDMA show that the provinces of Punjab and Khyber Pakhtunkhwa suffered the most deaths, with 49 and 38, respectively, since June 24. Lahore, the provincial capital of Punjab, saw heavy, intermittent rains last week which left several low-lying areas in the city without electricity and resulted in severe waterlogging of the city's narrow streets. Other areas in central and southern Punjab also suffered heavy rainfall, with the country's meteorological department predicting further rain in the coming days. Similarly, the Khyber Pakhtunkhwa province, where at least nine people of one family drowned in Swat River while having a picnic last month, also faced heavy rain in various areas. The Pakistan Meteorological Department (PMD) has warned that another strong monsoon weather system will hit most parts of Khyber Pakhtunkhwa in the next few days, while Punjab is expected to receive heavy showers. An NDMA official, who requested anonymity as he was not authorised to speak to the media, told Al Jazeera that, according to weather forecasting, the authority is not expecting a repeat of 2022-like 'large-scale riverine floods at this stage'. But the official added that localised flash floods and urban flooding remain a significant concern across the country. 'The NDMA has issued early warnings and advisories to provincial authorities and the public and has pre-positioned critical relief supplies at vulnerable locations. We continue to monitor the situation through satellite-based systems, weather models, and real-time ground reporting,' the official added. How is climate change affecting the crisis? South Asian nations, including Pakistan, typically receive 70 to 80 percent of their annual rainfall during the monsoon season, which lasts from late June to September. This year, damage caused by monsoons is compounded by extreme heat in the country's northern Gilgit-Baltistan region, dubbed the 'third pole' as it is home to many of the world's important glaciers. According to the PMD, parts of the mountainous region recorded temperatures above 48 degrees Celsius (118 degrees Fahrenheit), despite being situated at least 1,200 metres (4,000ft) above sea level. Gilgit-Baltistan is home to thousands of glaciers and attracts climbers from across the globe. A study last year by Pakistan's Ministry of Climate Change and the Italian research institute EvK2CNR estimated that the country hosts more than 13,000 glaciers. Excessive heat has accelerated the melting of these glaciers this year, heightening the risk of floods and infrastructure damage, as well as posing a severe threat to life, land and water security. Sitara Parveen, an environmentalist and assistant professor at Fatima Jinnah Degree College in Gilgit, said the June heatwave triggered rapid glacial melting, with temperatures in some areas breaking nearly three-decade records. 'However, risk of floods with monsoon is high, considering the evidence from 'Little Ice Age', where precipitation remained high with high temperature and there was less precipitation with low temperature,' Parveen told Al Jazeera. The 'Little Ice Age' was a period of regional cooling, primarily affecting the North Atlantic, from the early 14th to the mid-19th centuries. Zakir Hussein, director general for Gilgit Baltistan's disaster management authority, told Al Jazeera: 'Given the rise in temperatures and anthropogenic climate change, the fragile ecosystem in Gilgit Baltistan is facing imminent flash flooding and risk of Glacial Lake Outburst Flood (GLOF) – a type of flood caused by the sudden release of water from a glacial lake.' Who is to blame for the crisis in Pakistan? Pakistan says the international community is not doing enough to help. In 2023, United Nations Secretary-General Antonio Guterres argued that the international community is obligated to provide assistance, as Pakistan is responsible for only half a percent of global greenhouse emissions but its people are 15 times more likely to die from climate-related disasters. Following the 2022 floods, Pakistan hosted a global donor conference with support from the UN in January 2023, at which approximately $10bn was pledged by donor nations – albeit much in the form of loans. But by 2024, Pakistan had received only $2.8bn of those pledges. Earlier this year, a former head of Pakistan's central bank said the country would need annual investments of $40-50bn until 2050 to address its escalating climate challenges. However, while Pakistan faces genuine climate risks, some experts argue the crisis has been worsened by longstanding governance failures and poor policy decisions. In several recent incidents, civilian casualties in Punjab and Khyber Pakhtunkhwa were traced to the illegal construction of homes near riverbeds and flash floods sweeping away poorly built houses. A 2023 report by UN-Habitat, which promotes environmentally sustainable cities and towns, highlighted Pakistan's problem of disorganised urban planning, revealing that rapid rural-to-urban migration has led to sprawling slums due to an acute housing shortage. 'This unmet demand has led to over 50 percent of the urban population residing in slums or informal settlements known as katchi abadis,' the report stated. NDMA officials say the agency has taken a multi-tiered preparedness approach where the focus is not just on emergency response, but also risk reduction and early evacuation. 'We have issued risk maps for vulnerable districts, and provincial governments are in the process of mobilising district administrations to identify and, where necessary, relocate communities at high risk, particularly those living near nullahs (watercourses), riverbanks and landslide-prone hills,' one official said. What do the experts say? Pakistani climate experts say that while climate change is a serious concern, its effect has been compounded by institutional failures. 'The damages and the loss you are seeing is a cost of inaction,' said Ali Tauqeer Sheikh, an Islamabad-based climate expert. He added that houses continue to be built in riverbeds in clear violation of the laws. 'How is that the fault of monsoon rain?' Sheikh said Pakistan's lack of urban planning and absence of preparedness have left people vulnerable to a variety of hazards, including riverine flooding, urban flooding and extreme heatwaves. 'These are separate categories of challenges, and the scale of damage, both to people and infrastructure, varies because they have different dimensions of losses,' he said. Sheikh also criticised the government's failure to implement meaningful climate reforms, highlighting that its response has been limited to securing foreign loans and launching projects without internal structural changes. 'I cannot think of a single policy reform that the government has taken after the 2022 floods, despite all the tall claims made by the ministers and other officials. Internal-focused driven reforms to enhance the preparedness of communities in vulnerable areas is completely missing,' he said. 'We are a reform-averse society, and we don't want to undertake any change that is substantial in nature, and this attitude only perpetuates vulnerabilities.' Neither the NDMA nor the Ministry of Housing and Works responded to questions from Al Jazeera about these issues.

Why is Europe facing record-breaking heatwaves?
Heatwaves in Europe have arrived unexpectedly early this year with two major spikes in temperatures already affecting millions of people and a third gripping parts of the continent. From late June to mid-July, temperatures soared as high as 46 degrees Celsius (114 degrees Fahrenheit) with some locations in Western Europe experiencing record-breaking heat. Wildfires in Greece have triggered evacuations while in France, emergency measures have closed schools and even the Eiffel Tower. In Italy, bans on outdoor labour have affected many workers. Spain's environment ministry said high temperatures have caused 1,180 deaths in the past two months, a sharp increase from the same period last year. According to a study, about 2,300 heat-related deaths were recorded in 12 European cities from June 23 to July 2. About 1,500 of those deaths were linked to climate change, according to the researchers at Imperial College London and the London School of Hygiene and Tropical Medicine. 'Climate change has made it significantly hotter than it would have been, which in turn makes it a lot more dangerous,' Dr Ben Clarke, a researcher at Imperial College London, said. Where have heatwaves occurred? The first heatwave Europe experienced peaked between June 17 and 22 and affected Western and Southern Europe. During the second heatwave, peaking between June 30 and July 2, temperatures exceeded 40C (104F) in several countries with some cities in Spain and Portugal reaching 46C (118F). What is causing the heatwaves? The persistent heat is being driven by a high-pressure system over Western Europe known as a heat dome. It acts like a lid that traps hot air under it. The pressure from the weather system pushes air down into a hot, dome-shaped mass and prevents milder weather systems from moving through. As a result, it creates prolonged periods of excessively high temperatures. The heat in turn prevents clouds from building up, reducing the chances of rain. This June was the warmest on record for Western Europe Due to the weather phenomenon, Western Europe saw its warmest June on record with an average temperature of 20.49C (68.88F), surpassing the previous record for the month from 2003 by 0.06C (0.11F), according to the Copernicus Climate Change Service. On June 30, temperatures averaged 24.9C (76.8F) over Western Europe, setting a new daily temperature record for June. The same average temperature was recorded on July 1. That was one of the highest daily temperatures ever observed in Europe during this time of year. It was exceeded only during the heatwaves of 2003, 2018, 2019, 2022 and 2023. Europe is the fastest warming continent and has warmed by 0.53C (0.95F) per decade since the mid-1990s, according to the ERA5 dataset from the Copernicus Climate Change Service. Several factors are causing this effect in Europe, including shifts in atmospheric circulation, leading to more frequent and intense heatwaves. Additionally, reduced air pollution means that more solar radiation is reaching the Earth's surface and reducing cloud cover. Certain areas of Europe also extend into the Arctic, which is the fastest warming region on the planet. Countries such as the United Kingdom, France, Spain and Portugal saw the hottest temperatures recorded since 1979 from the start of the first heatwave to the end of the second heatwave – June 17 to July 2. Heat-related deaths in Europe Heatwaves have been deadly for Europe. A report by Imperial's Grantham Institute published last week studied 12 European cities to measure changes in the intensity of heatwaves. From June 23 to July 2 it estimated there were 2,300 heat-related deaths, including 1,500 linked to climate change, which made the heatwaves more severe. Climate change was behind: 317 of the estimated excess heat deaths in Milan 286 in Barcelona 235 in Paris 171 in London 164 in Rome 108 in Madrid 96 in Athens 47 in Budapest 31 in Zagreb 21 in Frankfurt 21 in Lisbon six in Sassari, Italy The study found that the heatwaves were more deadly due to the early arrival of higher temperatures, which usually occur in late July and in August. People in Europe are not acclimatised to such high temperatures, especially the older population. More than 80 percent of the estimated excess deaths are expected in people older than 65. The world is getting hotter Last month was the third warmest June globally since 1850, according to average temperatures. June's average surface air temperature was 16.46C (61.62F) to 0.47C (0.84F) and higher than the 1991-2020 average for June, according to the Copernicus Climate Change Service. Global temperatures remain unusually high, closely tracking 2024 – the hottest year on record, having averaged a surface air temperature of 15.1C (59.18F), which was more than 1.5C (2.7F) higher than pre-industrial levels, a threshold seen as crucial to avoid dangerous global warming. An article published last month in the Earth System Science Data journal also noted that human-induced warming has been increasing at a rate of 0.27C per decade from 2015 to 2024, which is the highest rate observed in the instrumental record.
