
Income Tax key step for revenue diversification: Economy Minister
H E Dr Said Mohammed al Saqri, Minister of Economy, stated: 'The tax serves as a new revenue stream to diversify public income sources and mitigate risks associated with reliance on oil as the primary revenue source. It will help maintain current levels of social and service spending while preserving Oman's achievements in financial and economic stability under 'Oman Vision 2040' and its first executive phase, the Tenth Five-Year Plan (2021-25).'
He explained that the PIT is a fiscal tool adopted by most countries worldwide as a key revenue source to fund state-provided services. Over 190 countries impose this tax, and in many, income taxes constitute the largest component of total tax revenues at federal and local levels, financing public goods and services.
He noted that implementing the tax in Oman will yield significant economic benefits, supporting income diversification strategies and long-term fiscal stability as a pillar of economic growth. It, he added, will also sustain government revenues, strengthen the state's financial position, maintain credit ratings, and boost spending power for beneficiaries – directly stimulating aggregate demand and economic growth.
He highlighted that oil and gas revenues account for 68% to 85% of Oman's total public income, depending on global energy prices. While oil prices have stabilised at favourable levels in recent years, they remain volatile. Oman has effectively managed additional oil revenues by reducing public debt to safe GDP ratios, increasing investment and social spending, and subsidizing essential goods and services, he further noted.
He affirmed that government policies and initiatives have successfully shifted Oman's fiscal and economic trajectory toward sustainability and stability. Public debt has sharply declined, credit ratings have consistently improved to investment-grade levels, and Oman's standing in global competitiveness indices has risen. The Tenth Five-Year Plan sustained GDP growth near target rates, while economic diversification policies attracted quality investments and drove non-oil sector growth beyond expectations, the minister said.
He added: 'As the Tenth Plan nears completion, Oman has advanced significantly in economic diversification and fiscal sustainability. The PIT will further prioritise financial stability by diversifying revenue sources – a strategic necessity to ensure equitable wealth distribution, enhance public services, strengthen social protection systems, and mitigate risks from global energy market fluctuations and other economic variables.'
He emphasised that accelerating 'Oman Vision 2040' and its economic diversification strategy – transitioning to a knowledge- and technology-driven economy – requires sustainable funding for long-term planning. The Vision targets strategic investments in education, human capital, advanced infrastructure, innovation, and diversified sectors, alongside essential services and social protection.
He pointed out that the 2025 budget allocates over RO5bn (39% to education, 24% to health, 28% to social protection) to these sectors, with the Social Protection Fund benefiting over 2mn people monthly as a key mechanism for household financial stability.
As for the potential economic impacts, He noted that the tax study assessed effects on GDP and 18 economic sectors, concluding minimal impact (under 1%) due to high exemption and low tax rates. Foreign investment is expected to remain unaffected, as the tax applies to individuals – not corporate entities – and Oman's rates remain competitive globally, the minister concluded.

SAI dealt with 1,378 complaints of financial and administrative violations
Muscat: Sheikh Ghuson bin Hilal Al Alawi, Chairman of State Audit Institution (SAI) has submitted the SAI 2024 Annual Report on the outcomes of its work to His Majesty Sultan Haitham bin Tarik. Throughout the year, SAI dedicated all its resources and capabilities to fulfilling its national role by carrying out its assigned responsibilities and achieving its objectives with high level of efficiency and professionalism. It also promoted effective institutional and societal partnership in support of the goals of sustainable development. SAI has also sent copies of the Annual Report to the Council of Ministers, the State Council and the Shura Council. This move comes as per Article (66) of the Basic Law of the State, issued under Royal Decree No. 6/2021, and Article (29) of State Audit Law, issued under Royal Decree No. 111/2011. These articles stipulate that SAI (the Authority) shall prepare an annual report on the results of its work, and the Chairman of the Institution (Authority) submits it directly to His Majesty the Sultan. A copy of the report is also sent to the Council of Ministers, State and Shura Councils before the end of the following financial year. The report included several topics resulting from SAI's exercise of its mandates and audit of government units, authorities, investments, and companies subject to its audit, in accordance with the approved 2024 annual audit plan. The execution of these tasks took into consideration the objectives of Oman Vision 2040 and was guided by the principles, foundations, and standard guidelines of the International Organization of Supreme Audit Institutions (INTOSAI), particularly with regard to comprehensiveness, clarity, conciseness, accuracy, objectivity, and audit manuals. Based on materiality and risk analysis, and applying the principle of sample-based auditing, SAI carried out 225 audit tasks, which resulted in 172 audit reports. The findings were communicated to the relevant entities, which responded positively by taking corrective actions and implementing SAI's recommendations. In addition, some irregularities that constituted criminal suspicions were referred to the Public Prosecution for appropriate legal action. The report also included a statement outlining SAI's efforts to promote integrity, presenting statistics on financial and administrative violations and the actions taken in response. It also covered following up on the implementation of the United Nations Convention against Corruption, as well as SAI's participation in the meetings, conferences, relevant agreements, and committees associated with it. In addition, the report detailed SAI's review of draft laws, regulations, and systems prepared by the entities subject to the audit of SAI, providing comments regarding them. The report also showcased SAI's efforts in carrying out a number of awareness activities and training programs, and preparing related manuals aimed at protecting public fund and promoting integrity. The Annual Report also included the review of various topics within government units, such as the audit of the State's final account for the year 2024, review of tax collection and assessment, review of financial and administrative activities, and evaluation of the performance of certain directorates and departments within these units. With regard to matters related to the activities of authorities, investments, and companies, the report covered several topics related to the sectors of energy, minerals, aviation, environment, electricity, water, food security, wastewater, and other important matters that were reported to the relevant entities along with SAI's observations and recommendations. With regard to community partnership, based on the principle that protecting public fund is a joint responsibility, SAI dealt with 1,378 complaints and reports in 2024 concerning financial and administrative violations, the integrity of awarding some tenders, abuse of power, and other related issues. These were received through various communication channels, and approximately 90% of the complaints and reports have been examined and addressed. It is important to note that SAI's complaints and reports window was selected as one of the best practices by the United Nations Economic and Social Commission for Western Asia (ESCWA). The report also featured an overview of the key media and awareness initiatives undertaken by SAI, aimed at fostering optimal awareness and adherence to ethical practices at both institutional and societal levels. A total of 187 media and awareness programs, activities, and events were carried out in 2024.

Oman ranked 4th among developing economies in digital FDI
Muscat – Oman ranked fourth globally among developing economies in attracting foreign direct investment (FDI) for greenfield projects in information and communications technology infrastructure between 2020 and 2024, according to the World Investment Report 2025 released by United Nations Conference on Trade and Development. The report highlights Oman's growing role as a regional hub for digital infrastructure, innovation and emerging technologies. The sultanate's ranking reflects its success in attracting substantial digital-related investment, surpassing several advanced economies. Government Communication Centre stated that Oman attracted foreign investment worth US$1.7bn in digital infrastructure projects during this period. The volume of new investments in the digital economy nearly tripled, driven by implementation of the National Digital Economy Programme and broader national efforts to transform Oman into a knowledge-based economy. Mexico tops the list in the category with US$5.2bn in investment, followed by Nigeria (US$4.3bn), Malaysia (US$2.2bn), and Brazil (US$1.6bn) ranked fifth. The achievement underscores the sultanate's strategic vision under Oman Vision 2040 to diversify the economy and enhance its attractiveness as a destination for technology-driven investment. It also reflects the effectiveness of national policies aimed at improving digital readiness and fostering a competitive, innovation-led investment environment. In 2024, Oman launched the National Programme for Artificial Intelligence and Advanced Digital Technologies, which will run through to 2026. The programme aims to boost the ICT sector's role in the economy and align national capabilities with global advancements in AI. Key components of the programme include introduction of AI and data analysis in school curricula to build essential digital skills among youth, and development of a national open data platform to support entrepreneurs, investors and policymakers. A national research centre for AI will also be established to advance academic and scientific research, while an AI studio will offer sector-specific solutions for professionals and institutions. The programme targets a rise in Oman's position in the global Government Readiness Index for AI and aims to increase the digital economy's contribution to GDP from 2% in 2021 to 10% by 2040. These efforts underline Oman's commitment to building a resilient, tech-driven economy.

Labour Ministry organises workshop on training governance
Muscat: The Ministry of Labour today inaugurated a three-day development workshop on training governance, aimed at conducting a comprehensive assessment and proposing realistic, effective, sustainable, and streamlined initiatives and projects for the training system. Salim Musallam Al Busaidi, Undersecretary of the Ministry of Labour for Human Resources Development, stated that the workshop seeks to reshape the future of government and private training, as well as vocational education in Oman. It aims to develop a roadmap aligning all training pathways with the objectives and enablers of Oman Vision 2040, which prioritizes human capital development. The workshop will examine key facts, identify general challenges, and reach consensus on solutions. It will also review initiatives, finalize detailed draft plans, and assess the quality of planning and implementation of Oman Vision 2040 within the Ministry of Labour. Additionally, the event will analyze challenges facing the training sector, explore updated laws and regulations for training governance, and propose projects and initiatives to enhance and regulate the training and human resources development sector in Oman.
