Basavaraju—tech grad to Maoist commander-in-chief who scripted deadliest massacres including Dantewada

The end came in Chhattisgarh's Abujhmad on Wednesday where the CPI (Maoist) general secretary and 26 other cadres were killed in a 72-hour operation carried out following verified intelligence inputs on the presence of a significant number of Maoist cadres, including senior leaders.
That he was a prized scalp for security agencies can be gauged from the Rs 1 crore bounty placed on Basavaraju's head, courtesy his imprint on various Maoist attacks including those on security forces and politicians over the years.
New Delhi: Maoist supreme commander Nambala Keshava Rao alias Basavaraju rose from a farmer's family to become the biggest military mind and strategist of the banned outfit, which was once declared as India's 'biggest internal security' challenge.
In a post on 'X', Union Home Minister Amit Shah congratulated security forces and agencies for taking out Basavaraju in the encounter carried out at Narayanpur district. 'This is the first time in three decades of Bharat's battle against Naxalism that a general secretary-ranked leader has been neutralised by our forces,' he wrote.
The killing of Basavaraju, 69, was the third such high-profile Maoist target, so far this year. In January, a joint team of Chhattisgarh and Odisha police and the elite CoBRA unit of Central Reserve Police Force (CRPF) brought down Ramachandra Reddy Gari Pratap Reddy alias Chalapathi at Chhattisgarh's Kularighat reserve forest. Chalapathi was a member of the central committee—the highest decision-making body of the banned CPI-Maois.
Similarly, forces in Jharkhand's Bokaro had last month killed another central committee member, Prayag Manjhi alias Vivek. Both had Rs 1 crore bounty against them.

'The unifier & military strategist'
Born to a farmer's family at Jiyannapetta village of Andhra Pradesh's Srikakulam district, Basavaraju was among the five children to his parents. While the family was largely engaged in farming, he was bright in education and went on to pursue Bachelor of Technology from the famous Regional Engineering College, now known as National Institute of Technology, in Warangal.
Basavaraju quickly rose through the ranks on this basis of his aggressive military tactics—some of which were shown against the security forces and politicians. He was believed to be the main brain behind the 2010 Chintalnar massacre in which 76 CRPF personnel—the worst operation for the security forces in any operation so far.
He was also suspected to be the chief conspirator behind the May 2013 ambush on a convoy of Congress leaders in which 29 leaders, including Chhattisgarh unit chief Nand Kumar Patel, were killed in Darbha valley.
Basavaraju was among the few names in the Maoist hierarchy to be a member of all three top bodies—the Central Committee (CC), the Politburo (PB) and the Central Military Commission (CMC)—of the banned outfit. He was heading the CMC for around a decade and led the cadres during deadly period of attacks on security forces in central India between 2005 and 2013.
More importantly, he essayed a key role in unification of the erstwhile groups, People's War Group (PWG) and the Maoist Communist Centre of India (MCCI), to form the CPI (Maoist) in 2004.
Kondapalli Seetharamaiah had formed the PWG in 1980 after separating from the Communist Party of India (Marxist-Leninist), led by the then general secretary Charu Mazumdar. Its mantle then fell on Muppala Lakshmana Rao alias Ganapathi, who was active in undivided Andhra Pradesh, Dandakaranya area (Chhattisgarh), and parts of Maharashtra.
The MCCI, on the other hand, was formed by Kanai Chatterjee in 1975. By the time of unification, it was actively operating in Bihar, Jharkhand, Bihar-West Bengal border area and parts of Madhya Pradesh and Chhattisgarh. The PWG strongholds were in the southern states such as the undivided Andhra Pradesh.
'He (Basavaraju) played a key part in the merger of the splinter groups and led the background work behind making Maoist and its military wing a formidable outfit stretching from the Nepal border in India to West Bengal in the East, Chhattisgarh and Madhya Pradesh in the centre and Maharashtra in the west. He was a unifying force among the Maoist cadres as well as a strategist whose words and instructions were taken as gospel by lower cadres,' a security officer said.
After Ganapathi suffered prolonged illness, Basavaraju was elevated to the topmost position in the Maoist hierarchy as the general secretary of the CPI (Maoist) in 2018. He is said to have ordered the political assasination of BJP MLA Bhima Mandavi in April 2019 in Chhattisgarh's Dantewada.
The following month, Basavaraju also instructed an IED attack against a convoy of C-60 commandos in Maharashtra's Gadchiroli district, killing 15 of them, trained specifically for anti-Naxal operations.
'He was the conspirator in chief of nearly all deadly ambushes and operations carried out by the Maoists in the last two decades. His elimination is a big success, coupled as lower cadres are already under severe stress from frequent and intensive operations in Chhattisgarh and all neighbouring states,' a senior security officer said.

Renowned historian, author and Tibetologist Claude Arpi on Saturday said the 14th Dalai Lama in his recent book stated that he would reincarnate in a 'free world' and that he believed it would most certainly be in India. 'I believe it will never be in China or Tibet, as that land is under illegal occupation. It will most certainly be in India,' he said, addressing a seminar in Shimla, adding: 'China is deeply unsettled by the possibility of a forthcoming statement by the Dalai Lama on the sensitive issue of his reincarnation.' The Buddhist spiritual leader turns 90 on July 6, and global attention is on Dharamshala, the seat of the Tibetan Government-in-Exile, where a three-day international conference of Buddhist scholars, senior monks and representatives from various Buddhist traditions from around the world will be held from July 2 to 4. The event is expected to culminate in a much-anticipated address by the Dalai Lama, during which he is likely to offer clarity on the future of the reincarnation tradition and his succession. 'China is very upset because the Dalai Lama may speak openly about his reincarnation, possibly offering guidance on where and how he will return,' said Arpi, a leading authority on Tibet and Buddhism. Arpi recalled that in 2007, the Chinese government passed a regulation giving the Communist Party the authority to approve reincarnations of Tibetan Buddhist leaders, a move widely seen as 'a political attempt to control the succession of the Dalai Lama'. Arpi said, 'This has nothing to do with spirituality or religion. The Dalai Lama has been vocal about this threat, publicly stating that people should not accept any future Dalai Lama appointed by Beijing. That would be a very, very bad thing, not just for Buddhists but for all of humanity.' Arpi noted, 'China is particularly agitated by the fact that the Dalai Lama is expected to deliver his statement in Tibetan, English and Chinese. This multilingual outreach will ensure his message reaches not only Tibetan Buddhists but also global followers, governments and scholars. There are millions, including Western Buddhists and even non-Buddhist Indians, who deeply admire him. He is respected as a man of peace, compassion and non-violence. His message will carry enormous weight.' Asked whether it is confirmed that the Dalai Lama would announce or hint at his reincarnation on his 90th birthday, Arpi said, 'In 2011, he convened a similar high-level religious conference in Dharamshala, where hundreds of Rinpoches had gathered. At that time, he explained the meaning and importance of reincarnation and said he would provide a precise indication of his return when he reached his 90s. I believe this moment is now approaching. In the meantime, China is working very hard to block this process.' Arpi emphasised that the Dalai Lama has 'no intention of returning within a Communist regime that rejects the spiritual basis of reincarnation. He has made it clear that he will never reincarnate under such a system'. Arpi, however, said, 'I do not believe in the concept of reincarnation, but the significance of the Dalai Lama's message transcends religious boundaries — it is spiritual, cultural and deeply political.'

Nellore: WaQF Board Chairman Sheikh Abdul Aziz reaffirmed the coalition government's commitment to protecting Waqf Board properties, warning that criminal cases will be filed against board members (Mutawallis) found responsible for illegally selling Waqf properties. Speaking at a press conference in Vijayawada on Saturday, Aziz announced that an ongoing inquiry into the sale of Waqf properties will lead to strict action against guilty members. 'Chief Minister N Chandrababu Naidu is resolute about safeguarding Waqf properties, and there will be no compromise,' he stated. Aziz highlighted that the Central government halted funding to the Waqf Board due to the previous YSRCP government's failure to submit utilisation certificates for Rs 386 crore. He noted that the issue has been raised with Chief Minister Naidu, who is addressing it with the Central government. The Chairman announced the formation of a Rent Review Committee (RRC) to manage rents from approximately 1,300 Waqf Board shops. To address issues like property sales and rent disputes, future Waqf Board meetings will be held across all districts, moving away from the earlier practice of convening only in Vijayawada. Aziz also revealed that the Andhra Pradesh Industrial Infrastructure Corporation (APIIC) applied to establish an MSME Park at Mallayapalem village in Guntur mandal. The Waqf Board decided to lease the land long-term to APIIC instead of permanently transferring it. Additionally, Rs 1.5 crore has been allocated for the development of Barashahid Dargah in Vijayawada, with further funds designated for the development of Kasumur and AS Pet Dargahs. Waqf Board Director SK Nasir stated that rental income will support the education of underprivileged Muslim students, their marriages, and the state government's P-4 initiative.

HYDERABAD: After disbursing ₹9,000 crore to farmers under the Rythu Bharosa scheme in nine days, the Congress govt is now preparing to launch its next major welfare initiative-Rajiv Yuva Vikasam-to support youth self-employment ahead of the upcoming panchayat elections. Chief minister A Revanth Reddy has directed deputy chief minister Bhatti Vikramarka to begin groundwork for the scheme, which is estimated to cost Rs 9,000 crore. Raising this amount poses a challenge, especially as the state govt recently cleared Rs 180 crore in pending bills of govt employees and is preparing to pay one pending DA instalment along with June salaries by July 1-an additional burden of Rs 200 crore. Originally scheduled for launch on June 2, the rollout was postponed to allow for a larger budget-increased from Rs 6,000 crore to Rs 9,000 crore-and better preparation. One of the key hurdles is finalising eligibility guidelines. The govt has already held preliminary talks with banks for loan linkage, but officials say the process is complicated by a significant number of applicants who are loan defaulters. Bankers are reportedly hesitant to approve fresh loans in such cases. However, finance department officials remain confident that a resolution will be reached in the final round of discussions with bankers. Official sources said the aim is to provide flexible support based on individual needs, ensuring youth from all socio-economic backgrounds, especially SC, ST, BC, minority, and EBC/EWS communities, can benefit. The govt is also debating whether to restrict eligibility to one member per family. To mobilise funds for the scheme, the state is reportedly exploring options such as land sales. Meanwhile, mandal-level committees, led by mandal parishad development officers, have been formed to scrutinise applications and select beneficiaries. These committees also include representatives from various welfare departments and local bankers.
