DOJ urges BI employees to come forward amid corruption allegations

Justice spokesperson Atty. Mico Clavano has urged the anonymous Immigration employees who reported alleged corruption in the agency to come forward and share their evidence with the Department of Justice (DOJ).
'Lumutang na sana yung mga nag complain dahil ito naman ay isang safe space para sa kanila. Eh dito nga tinatry ang mga admin cases ng mga BI officers eh, 'di ba? Dito hinahain ang mga 'yun. Dito talaga pino-process 'yun,' Clavano said in an ambush interview Monday.
(I hope the complainants will come forward since this is a safe space for them. This is where the administrative cases against BI officers are tried. This is where those are filed. This is really where they're processed.)
This came after Immigration personnel anonymously submitted a letter to the Office of the President to report the supposed corrupt practices under the present BI leadership, including the mishandling of POGO-related cases and their deportation.
Clavano stressed that Justice Secretary Jesus Crispin Remulla has repeatedly said that he wanted to clean the ranks of the Bureau of Immigration (BI).
When asked if the DOJ will conduct its own internal investigation, Clavano said it has not yet reached that point as the only basis is the letter, calling it 'vague.'
According to the spokesperson, the Justice Department is 'evidence-based.'
'Sana magbigay pa sila ng mas matibay na evidence, no, or mga supporting documents. Dahil sa tingin naman natin, we have followed the letter of the President's directive, which is to make sure that all POGOs are banned and deported out of the country,' Clavano said.

He also expressed hope that this is not an attempt to use the current political climate.
'Ngayon, sana naman hindi gamitin ang political climate, lalo na na may courtesy resignations ang mga head of agency, bilang channel or tool para mamulitika sa loob ng BI,' he said.
(Now, I hope the political climate, especially with the courtesy resignations of agency heads, won't be used as a channel or tool for politicking within the BI.)
For his part, BI Commissioner Joel Viado earlier denied the allegations against him. He dismissed the accusations as 'patently false' and dubbed it a 'smear campaign.' — RSJ, GMA Integrated News

In a 67-page quo warranto decision, Judge Liwliwa S. Hidalgo-Bucu of the Manila RTC Branch 34 stated that Guo Hua Ping and Alice Guo are one and the same person. During a Senate inquiry, Senator Risa Hontiveros revealed that the National Bureau of Investigation found that Guo Hua Ping and Alice Guo have the same fingerprints, but their relation with one another was denied by the dismissed Bamban mayor's legal counsel. Respondent Guo Hua Ping is undoubtedly a Chinese citizen, born to Chinese parents, namely Guo Jian Zhong and Lin Wenyi. She and her parents are holders of Chinese passports,' the decision read. It further explained that Guo's Philippine passport is not considered a 'conclusive proof of citizenship,' just like her birth certificate. 'The Certificate of Live Birth of Alice Leal Guo contains dubious entries, which are not supported by concrete and credible evidence,' the decision read. Guo's arrest came after she faced several accusations, including having a fake identity, being a Chinese spy and being involved in a Philippine Offshore Gaming Operator (POGO) syndicate. She claimed she was a Filipino citizen and denied her involvement in illegal POGO operations. With the court's decision on Guo's citizenship, it not only concluded that she is disqualified to hold the position as Bamban mayor but is also prevented from running for the said position in the first place. 'Guo is nothing more but a usurper of the Office of the Mayor of Bamban, Tarlac. The fact that she won the election and has already assumed office is of no moment as it did not cure her disqualification of lack of Philippine citizenship,' the decision read. 'Her disqualification was already existing at the time of the filing of her Certificate of Candidacy. It follows, therefore, that her proclamation was deemed void,' it added. In August 2024, the Office of the Ombudsman ordered the dismissal of Guo for grave misconduct. —RF, GMA Integrated News

File photo A Chinese national allegedly pretending to be a Filipino was arrested by intelligence agents of the Bureau of Immigration (BI). The BI said it arrested Wu Zhishi, 45, in Daet, Camarines Norte on June 25, the BI said in a press release. The arrest was done in coordination with government intelligence operatives, the Armed Forces of the Philippines, and the Presidential Anti Organized Crime Commission (PAOCC), it added. Agents pretended to be customers in Wu's business prior to the arrest. Wu allegedly uses illegally acquired government-issued documents and claims to be a Filipino in various transactions. During the arrest, Wu presented an expired retiree's visa card and denied he assumed a fake Philippine identity. However, the BI said he reportedly used Philippine identification cards in securing a license to own and possess a firearm. Wu was transferred to the custody of the PAOCC. However, "[h]is legal custody remains with the BI as he undergoes deportation proceedings for violation of Philippine immigration laws," the BI said. BI Commissioner Joel Anthony Viado called on government agencies to tighten measures to ensure that only Filipinos get to secure Philippine IDs. 'We have raised this concern before and we are raising it again...
