Andhra Pradesh Deputy CM Pawan Kalyan moots ‘war room' for monitoring drinking water supply
Addressing a meeting of the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) workers organised by the PR&RD Department on the occasion of May Day, near Mangalagiri, in Guntur district on Thursday, Mr. Pawan Kalyan emphasised the need to link agriculture with the scheme, while pointing out that it required a recommendation by the 16th Finance Commission, and that the State government would talk to the Centre about the proposal.
He said the funds given to the PR&RD Department under the MGNREGS were like oxygen, and a host of development works were being taken up with the money, and top priority had been given to provision of safe drinking water under the Jal Jeevan Mission (JJM).
Mr. Pawan Kalyan said the State government submitted proposals worth ₹87,000 crore to the Centre for various projects under the JJM, and approvals were received for about ₹29,000 crore, which had to be utilised till 2028. 'More funds are needed for rolling out the mission, but the State has to wait for the Centre to overcome its constraints in order to fund the schemes in Andhra Pradesh,' he said.
Further, Mr. Pawan Kalyan said the government was working out ways to involve youth in the MGNREGS works so that they could earn, and in the process be helpful in creating assets for the State. He said the MGNREGS workers were indispensable for the development of the nation. Therefore, the State government gave due priority to their welfare and it could increase the daily wage by scrupulously conducting social audits.

A sum of ₹10,600 crore was spent on MGNREGS in the State the previous year, including ₹6,190 crore on wages. A host of development works were being executed as part of the 'Palle Panduga', he added.
Principal Secretary (PR&RD) Shashibhushan Kumar, Commissioner M.V.R.K. Teja and Director (MGNREGS) Shanmukh Kumar were among those present.

HC seeks Centre, Delhi govt.'s response on traffic violations by e-commerce delivery agents
The Delhi High Court on Wednesday asked the Centre, Delhi government and Delhi Police to respond to a plea alleging traffic violations by e-commerce delivery riders. A Bench of Chief Justice D.K. Upadhyaya and Justice Tushar Rao Gedela ordered the Ministry of Road Transport and Highways, Delhi Transport Department and Commissioner of Delhi Police to file their replies and posted the matter for hearing on October 8. Advocate Shashank Shri Tripathi in his petition alleged 'widespread, continued and unchecked' violations of the Motor Vehicles Act and the Central Motor Vehicles Rules by delivery partners of quick commerce and e-commerce platforms in the Capital. The counsel for the Delhi government informed the court that the government had already introduced a policy for two-wheelers – the Delhi Motor Vehicle Aggregator and Delivery Service Provider Scheme, 2023 – and had notified it on November 21, 2023. The scheme aims to license and regulate aggregators operating in the Delhi region. The court then asked the Delhi government to place on record the policy and for the authorities concerned to provide detailed information about the action taken against the violators. The plea alleged that delivery workers employed or contracted by various platforms routinely use two-wheelers to transport 'oversized, bulky and excessively heavy items,' including industrial toolkits, foldable furniture, and commercial-sized delivery boxes. 'These loads often exceed the permissible dimensions and weight limits under Indian traffic regulations, compromise the stability of vehicles, obstruct the vision of riders and endanger public safety,' it said. 'The continued tolerance of these unsafe delivery practices will create a dangerous precedent that encourages other commercial entities to disregard safety regulations, thereby potentially leading to a complete breakdown of vehicular discipline and road safety standards across Delhi and other urban centers, which would result in irreparable harm to public safety and the rule of law,' the petition said. The plea sought directions for framing and implementing binding regulatory guidelines governing delivery operations in the gig economy. Urbanclap Technologies India Pvt. Ltd. Centre may seek details on missing auto PLI claims
The Centre is set to investigate why many beneficiaries of the ₹25,938 crore PLI-Auto scheme haven't claimed incentives despite approvals. Launched in September 2021, the scheme aims to boost domestic auto manufacturing through incremental production and local value addition. Supply chain issues are cited as a hurdle. Remove Ads The Centre is likely to call for information from around 50 beneficiaries of the Production-Linked Incentive scheme for the automobile and auto component industry (PLI-Auto scheme) who are yet to submit any incentive claims in the last two years despite having the requisite approvals, officials step is a part of a larger review of the scheme, for ascertaining reasons behind its faltering, they said, adding just a third of the more than 80 intended beneficiaries have raised claims so far."We are trying to figure out what changed since the scheme launched," a senior official told ET. Some intended beneficiaries have cited supply chain constraints as a reason for not meeting the scheme goals, according to people aware of the PLI-Auto scheme was approved in September 2021 with a ₹25,938 crore budgetary outlay. Incentives were to be disbursed for meeting incremental production, investment, and domestic value addition (DVA) goals, among others from 2023-24 onwards."There are very stringent DVA criteria under PLI-Auto...A techno-commercial audit is in-built to ensure localisation," one of the officials said, emphasising that several large original equipment manufacturers (OEMs), who have complied with the scheme's goals and received incentives, are reporting that a domestic component industry is developing due to this strict mandate."Beneficiaries are supposed to ensure Tier two, three, and four suppliers comply with domestic manufacturing," the official OEMs have raised claims totalling more than ₹2,000 crore for achieving the scheme's goals in FY25. Officials said claims worth Rs 322 crore have been released so far for the scheme's goals achieved in FY24.A decision to figure out the root cause of PLI-Auto not living up to expectations was taken during a review of the scheme by the Ministry of Heavy Industries (MHI) last week. The scheme has attracted domestic investments worth ₹29,576 crore until March 2025. It was also decided that MHI will handhold applicants on operational aspects such as claims and DVA compliance.

They also urged the Centre to grant constitutional safeguards under the Sixth Schedule to the Union territory of Ladakh to 'address the cultural, developmental, and political aspirations of the people of Ladakh, while safeguarding their rights, land, and identity'. J&K CM Omar Abdullah welcomed the development. 'We had been waiting for the day when the opposition would raise our voice in Parliament,' he said. Abdullah said the restoration of statehood is not an unusual demand, reminding that the Centre has repeatedly promised, inside and outside Parliament, in Supreme Court, and at public platforms, to restore J&K's statehood 'at an appropriate time.' However, PDP functionary and former minister Naeem Akhtar opined that there is not much reason for optimism, given the sharp divide between the Centre and the opposition on every issue. But he added, 'The return of statehood would bring some relief.' National conference chief Farooq Abdullah said he would react only after the government introduces such a bill in Parliament. Ladakh MP Haji Hanifa Jan also welcomed the Congress move. He told TOI that jobs are a major concern in Ladakh. 'But more than that we want the restoration of democracy, and safeguards for our culture and identity. We want them to be protected,' he said.
