CK Hutchison eyes 'major' Chinese investor for Panama ports deal

The firm said in March it was offloading the ports -- including operations in the vital Central American waterway -- to a group led by asset manager BlackRock for $19 billion in cash.
The sale was seen as a political victory for US President Donald Trump, who had vowed to "take back" the Panama Canal from alleged Chinese control, prompting Beijing's ire.
China's market regulator said in March it was reviewing the deal.
"(CK Hutchison) remains in discussions with members of the consortium with a view to inviting (a) major strategic investor from (China) to join as a significant member of the consortium," CK Hutchison said in a stock exchange filing Monday.
The firm added that changes to the consortium's membership and deal structure will be needed for the deal "to be capable of being approved by all relevant authorities".
It said the "period for exclusive negotiations" mentioned in the March announcement had expired, but discussions will continue.
It did not name the major investor.
China's biggest shipping company Cosco was set to join the consortium and was requesting veto rights or equivalent powers, Bloomberg News reported.
Bloomberg Intelligence analyst Denise Wong told the outlet that "ongoing negotiations and the reported inclusion of Cosco Shipping in the consortium have likely eased concerns over Chinese regulatory hurdles, strengthening investor confidence in the deal's viability".
'Keeping everyone happy'
Gary Ng, senior economist for Asia Pacific at Natixis, said Monday's developments show that "business deals can be increasingly subject to politics in the new economic and geopolitical reality" as the Hong Kong conglomerate seeks to "keep everyone happy".
CK Hutchison said it "intends to allow such time as is required for such discussions to achieve" a workable arrangement.
It said it had stated on several occasions that it "will not proceed with any transaction that does not have the approval of all relevant authorities".
Chinese foreign ministry spokesman Guo Jiakun said Beijing will "carry out supervision in accordance with the law, firmly safeguard national sovereignty, security and development interests, and maintain a fair and just market".
CK Hutchison's Hong Kong-listed shares fell 0.84 percent on Monday, while Cosco dropped 2.85 percent.
The consortium's original structure was designed to pass control of CK Hutchison's two Panama ports to BlackRock's Global Infrastructure Partners unit, while the remaining ports will go to Italian billionaire Gianluigi Aponte's Terminal Investment Limited.

Thursday's estimates showed private consumption, which had declined for four consecutive quarters, increased 1.9 percent, while exports of services saw 7.5 percent growth. Hong Kong's capital market has rebounded strongly this year, with dozens of companies from China piling into the city to raise overseas capital due to policy support from the Chinese government and optimised listing rules by Hong Kong regulators. But China's regulator this month approved the fewest number of listing applications in eight months, Bloomberg reported, raising concerns that the IPO boom in the first half of this year may be slowing. Hong Kong's government warned that the second half of the year could be harder. "Given the geopolitical landscape, there is enormous uncertainty and volatility (for Hong Kong)," Financial Secretary Paul Chan told a press conference on Wednesday. Growth in the first quarter was three percent, but nevertheless authorities have set a goal of two to three percent for the whole year -- which would be "prudent to keep", Chan said. "The seemingly modest growth has not been fully reflected in the labour market," Gary Ng, senior economist at Natixis Corporate and Investment Banking, told AFP.

The eurozone's seasonally adjusted unemployment rate was 6.2% in June, stable on May's reading and down from 6.4% in June 2024. According to Eurostat data released on Thursday, the EU's unemployment rate was 5.9% in June 2025, also stable compared with May 2025 and down from 6.0% in June 2024. In total, around 12.97 million people in the EU were unemployed this June, of whom 10.7 million were in the eurozone. Among member states, the jobless rate was lowest in Malta (2.5%), while the highest rate of 10.4% was seen in Spain. Job growth is nonetheless stronger in southern eurozone countries, compared to northern economies that have seen unemployment tick up in recent years. Joblessness decreased in Spain, Italy and Portugal, while the rate remained stable in Germany, France, Belgium and the Netherlands. Countries including Austria, Poland, Denmark, and Finland experienced increases. 'The eurozone economy is facing huge uncertainty now, but business surveys about activity and hiring actually don't look that bad,' said Bert Colijn, ING's chief economist in the Netherlands. 'This makes it likely that unemployment will continue to trend around the current all-time lows. Low unemployment dampens the impact of economic uncertainty on domestic demand, which contributes to our view of continued economic growth in the coming quarters.' Easing inflation Certain member states also released inflation data on Thursday. France's INSEE recorded annual consumer price inflation at 1% in July, unchanged compared to June's annual figure, while price pressures increased by 0.2% month-on-month in July. Italian inflation was unchanged from June's annual figure at 1.7% in July, according to Istat, slightly higher than expectations. On a monthly basis, CPI rose by 0.4%.
