Govt plans mobile number verification for apps, banks

The telecommunications department has proposed sweeping new cybersecurity rules that would require digital platforms to verify customer mobile numbers through a government-run system, as the country grapples with rising online fraud.
The Department of Telecommunications (DoT) unveiled draft amendments dated Tuesday that would establish a Mobile Number Validation (MNV) platform to check whether phone numbers provided by users actually belong to them - a move that could affect millions of Indians using everything from food delivery apps to digital payment services.
India has over 1.16 billion mobile connections and is the world's largest market for digital payments, making it a major target for mobile-based fraud schemes.
The proposed rules target what the government calls Telecommunication Identifier User Entities (TIUEs) - essentially any business that uses mobile numbers to identify customers or deliver services, beyond licensed telecom operators.
'A person, other than a licensee or authorised entity, which uses telecommunication identifiers for the identification of its customers or users, or for provisioning and delivery of services,' the notification states.
While the notification does not specify examples of TIUEs, a DoT official explained to HT that TIUE covers OTT platforms, banks, among other digital services. 'If the services are using mobile numbers or any other telecom identifier, then they will be covered under TIUE.
In other words, this broad definition could include ride-hailing apps like Ola and Uber, food delivery platforms like Zomato and Swiggy, fintech companies, e-commerce sites, and banking apps.
While companies can voluntarily request mobile number verification, the rules make it mandatory 'upon a direction from central or state government or an agency authorised by the central or state government.'
The move comes as India battles a surge in digital fraud, often through stolen or lost SIM cards that are used to make calls or send messages in phishing and more recently 'digital arrests' rackets. The use of mule SIMs are designed to work around strict KYC norms that was initially thought to be effective against crimes.
The draft notification briefly specifies two grounds for the move: 'ensuring telecom cyber security and prevent security incidents'.
According to government data, digital frauds have surged in recent years. In March, the government in a submission to Rajya Sabha stated the number of digital arrest scams and related cybercrimes in the country almost tripled between 2022 and 2024, with defrauded amounts skyrocketing by 21 times during the period.
Cybersecurity experts are divided on the implications. Sandeep K Shukla, a professor at IIT Kanpur, said the anti-fraud benefits could justify privacy concerns.
'This might hamper privacy to some extent, but if you are claiming a number to be associated with a business, it better be associated with the claimed business,' Shukla told HT.
However, Vikram Jeet Singh, a partner at BTG Advaya specialising in internet regulation, raised data protection concerns.
'There are obvious data privacy concerns, and it is not clear what data can be accessed through such a platform. Will it be a simple 'Yes/No' response on validation of a phone number, or can it be used to obtain more personal details of phone users?' Singh questioned.
The draft rules propose a tiered pricing system: government entities get free access, while government-directed validation costs ₹ 1.50 per request. Private companies making voluntary requests pay ₹ 3 per validation.
Singh warned this could create new costs for consumers. 'On a more mundane (but important) level, this may mean that banks and other service providers start charging their customers for 'MNV validation' costs.'
The logistical challenge is immense. 'The MNV database will likely be maintained by creating a record of all active phone numbers in India. Given India has more than 1.5 billion phone numbers, this will not be an easy task in itself,' Singh added.
Kazim Rizvi, founding director of The Dialogue, a tech policy think tank, said the proposed amendments could lead to an excessive centralisation of user data, raising concerns about proportionality under the Puttaswamy judgment and 'potentially clashing with the privacy safeguards outlined in the Digital Personal Data Protection (DPDP) Act'.
The amendments also target mobile device fraud through stricter IMEI (International Mobile Equipment Identity) controls. Manufacturers must ensure new devices don't reuse IMEI numbers already in use in India's networks.
The government will maintain a central database of tampered or blacklisted IMEIs, with second-hand phone sellers required to check this database before any sale - at a cost of 10 rupees per IMEI check.
The rules also grant authorities sweeping powers to 'temporarily suspend use of the relevant telecommunication identifier' for both telecom operators and TIUEs if security concerns arise.
The proposed rules are open for public consultation for 30 days before implementation. The DoT was not immediately available for comment.

Washington: The US Senate has proposed to reduce remittance transfer tax from 3.5 per cent to just 1 per cent, offering considerable relief to non-resident Indians (NRIs). The revised draft of US President Donald Trump's "One Big Beautiful Bill Act" excludes transfers from accounts held at banks and other financial institutions, and also excludes transfers made via debit and credit cards issued in the United States. It means that a large portion of day-to-day remittances may fall outside the scope of the new tax. Originally, the bill sought a 5 per cent tax but the final House version lowered it to 3.5 per cent. According to Lloyd Pinto, Partner-US Tax, Grant Thornton Bharat, Senate republicans released their updated draft of the proposed 'One Big Beautiful Bill Act' and have a self-imposed deadline of July 4 to try to pass this bill. 'The updated Senate version significantly changes the remittance transfer provisions that was passed by the House Republicans. In the latest Senate draft, the remittance transfer tax has been reduced to 1 per cent from the erstwhile proposal of 3.5 per cent,' he said. Notably, the Senate proposal excludes transfers from accounts held at banks and other financial institution and also excludes transfers made via debit and credit cards issued in the United States. The remittance transfer tax will apply only to any remittance transfer for which the sender provides cash, a money order, a cashier's check, or other similar physical instrument to the remittance transfer provider. This tax will apply to transfers made after December 31, 2025. 'This should come as a huge relief to the NRI community in the US as they will not be subject to this remittance tax if the remittances are made through accounts held with designated US bank and financial institutions or funded via debit or credit cards issued in the US,' Pinto noted.

Anis Sajan: The Shattaf Man—From Mumbai's Chawls to Dubai's Boardrooms

In the glitzy skyline of Dubai, where ambition towers as high as the buildings, Anis Sajan, Vice Chairman, Danube Group, has carved a name out for himself, not just in business, but within the Gulf's cricket community, too. Known as the 'Shattaf Man of Dubai' for revolutionising sanitary fittings, Anis is also called 'Mr Cricket UAE' given his love of the game. His journey from a chawl in Mumbai's Ghatkopar area to the boardroom of one of the UAE's biggest conglomerates reads like a story waiting to be written. Anis Sajan- Vice Chairman, Danube Group Anis, the youngest of three kids and full of mischief, tragedy struck when he lost his dad at the age of eight. 'I did not fully grasp the concept of death, but I knew something big was missing,' he shares. His elder brother Rizwan, only 16 back then, became the man of the house, as their mum battled illness. There was little room for comfort as pocket money was a luxury they couldn't afford. 'I sold Diwali lights for a profit of ₹ 300. It gave me the experience of sales,' Anis says. 'Knocking on doors and hearing 'no' repeatedly built my resilience and confidence' he says. After the Gulf War, Rizwan pushed him to give Dubai another try as Anis was reluctant to come after his experience in Kuwait. After a warm welcome at Dubai Immigration when he was greeted by the officer with 'Kaisa hai', he headed to an Indian restaurant with Rizwan in Al Karama. Seeing Indians all around made it feel like Dubai was home away from home. In the desert, Anis spotted an opportunity. One pivotal moment came with the introduction of shattaf (jet sprays) in the UAE, as it was a basic necessity in the Arab and Asian cultures. Bayz, a 101-storey residential tower in Business Bay, features 1,100 apartment units, and its residents can enjoy stunning views of the iconic Burj Khalifa and the Dubai Canal Every household in these countries ensures that the first thing they install is a shattaf. 'The sight of tissues makes you feel constipated. And with this jet spray you cannot go wrong, because it's the need of every house for hygiene,' says Anis. What started with 300 units a month has now reached more than 1,00,000 units per month. This gave birth to the brand Milano, which is the heart of the Danube Group. Despite scaling big heights, Anis hasn't forgotten where it all began. A visit to his chawl, now a high-rise, left him emotional: 'The building has walls, but my memories are still stuck in the old lanes, where I used to play cricket all day long.' A Second Identity: Mr Cricket UAE Business might be his profession, but cricket is his heartbeat. His love for the game began with the 1983 cricket World Cup, when India won. And the passion never faded. Anis has owned two cricket franchises in the Abu Dhabi T10 League Delhi Bulls. He also employs 30 people to only play local cricket. Former Australian Cricketer Shane Watson with Anis Sajan Anis appears as a sport analyst on TV, writes cricket columns and also supports grassroots talents across India and the UAE. But his proudest moment? Introducing the Danube Test Series and bringing the red ball format to a region that's obsessed with indoor cricket and short formats. 'Test cricket is what separates the men from the boys. It tests the temperament of a person,' he says, adding that it is important in everyone's life, be it work or sports. It gave young cricketers in the UAE a chance to embrace the long format and sealed his reputation as not only a fan, but also a cricket visionary. If you think Anis' talks about cricket is just that, his home during the India vs Pakistan cricket matches feels like a mini stadium, complete with food, flags and fervour. 'The India-Pakistan matches and the IPL aren't just cricket, they're our fourth festival after Diwali, Holi and Eid, and as Mr Cricket UAE, it's my duty to host it and live my passion with my friends,' he smiles. In recent years, whenever an ICC tournament is hosted in the UAE, Anis purchases and distributes tickets among the blue-collared people for them to see their heroes play at the stadium. At 53, he has no plans of slowing down and his sons Azhar and Sahil are also part of the Danube Group. Anis believes that his biggest success as a parent is seeing both his sons united and being responsible in their respective fields. While his older son, Azhar, has ventured into luxury home solutions by starting Casa Milano, his younger one, Sahil, has followed in his father's footsteps and is handling Milano. They bring a fresh energy to the family-run empire. 'It's not just about success, it's about building something that lasts,' he says.
