IIT Tirupati celebrates 10 years with landmark tie-ups
A standout collaboration is IIT-T's tie-up with the Government of Andhra Pradesh as the official knowledge partner for the Tirupati Spoke of Ratan Tata Innovation Hub (RTIH). This partnership is part of the government's visionary Hub-and-Spoke model for entrepreneurship and innovation. The Tirupati Spoke will serve as a regional catalyst for startup growth and MSME support, working alongside industrial partners such as Adani Group, Amara Raja Group, and Navayuga Engineering Company Ltd.
As a knowledge partner, IIT-Tirupati will provide critical support through mentorship, research collaboration, and development of tailored solutions to regional and national challenges—aligning closely with the Viksit Bharat Mission.
Another significant partnership is a five-year partnership with carmaker Kia India, supported with an investment commitment of ₹35 crores (2025–2029). This collaboration aims to promote engineering excellence, research-driven innovation, and nurture industry-ready talent in the domains of advanced manufacturing, electric mobility, and sustainable automotive technologies.
Kia India will also initiate an internship program with Pre-Placement Offers (PPOs), ensuring smooth industry integration for students. Additionally, merit-based and need-based scholarships will be extended to deserving M.Tech students, expanding access to advanced education.
Addressing a media conference at the campus on Thursday, IIT-T Director Prof. K.N. Satyanarayana said, 'The partnership with Kia goes beyond an MoU—it's a convergence of vision and commitment toward shaping the future of mobility and engineering in India. Together, we aim to create transformative opportunities.'
Campus infrastructure
On the infrastructure front, under Phase-A civil works worth ₹867.49 crore, furniture and equipment procurement worth ₹224.26 crore, and ₹352.31 crore allocated for recurring expenditure totalling to ₹1,444 crore. The Central government has now approved works under Phase-B amounting to ₹2,313 crore, a major boost to campus infrastructure.

Relaxed emission norms for thermal generation to reduce power costs
AI image NEW DELHI: The mandatory retrofitting of coal-fired generation plants with mechanisms to reduce sulphur emission will apply to only units within 10 km of cities with population exceeding 10 lakh instead of all power stations under a 2015 mandate. The revised policy, notified on Saturday, is expected to reduce the cost of power by 25-30 paise per unit, officials and experts involved in the revision of the earlier mandate for installation of FGD (flue gas desulphurisation) units at all power plants said. The new norm lets off the hook 79% of the country's thermal generation capacity, a fact that environmental activists have used to criticise the revision. But officials argued that the 'evidence-based recalibration' makes the policy 'focused, efficient and climate-conscious." For example, they said, under the revised policy, new plants in critically polluted areas or non-attainment cities will be evaluated on a case-by-case basis instead of an omnibus application that would push up the cost of power. The notification justified the revision, saying it is in line with the analysis by the Central Pollution Control Board, which found increased carbon dioxide emissions resulting from the operation of existing control measures. Additionally, studies by IIT-Delhi, CSIR-NEERI and the National Institute of Advanced Studies put ambient sulphur dioxide levels in most parts of the country within the National Ambient Air Quality Standards. Power producers have been opposing the blanket FGD mandate for all plants due to the high cost involved. Industry estimates put the cost of installing FGDs at all power plants at Rs 2.5 lakh crore, or Rs 1.2 crore per megawatt. This, industry representatives had said, would jack up tariff for consumers. Additionally, the average timeline of 45 days for each unit was also cited as a threat to grid stability during peak seasons. Differentiated compliance based on proximity to urban populations and the sulphur content of the coal used will ease the burden on power producers, industry executives said. Indian coal typically has a sulphur content of less than 0.5% and due to high stack heights and favourable meteorological conditions, dispersion of SO2 is efficient. Measurements across multiple cities showed sulphur oxide levels ranging between 3 and 20 micrograms per cubic meter, significantly below the NAAQS threshold of 80 micrograms per cubic meter. The officials said studies had also questioned the environmental and economic efficacy of a universal FGD mandate in the Indian context. Govt committed to giving land for permanent IIT campus: CM
Panaji: At the convocation ceremony of IIT-Goa at Ponda on Sunday, chief minister Pramod Sawant said that state govt is committed to allocating land for the permanent campus of IIT-Goa at the earliest. He said that land was leased out from NIT-Goa and the State Institute of Hotel Management in the meantime for IIT to expand its academic activities on its transit campus at Farmagudi. 'While the institute is still functioning from the transit campus, I am happy that progress was made towards expansion,' Sawant said. The CM said, 'However, I must affirm here that govt of Goa is committed to resolving the land allocation issue at the earliest so that IIT-Goa gets the permanent campus it rightfully deserves.' The global institution needs a world-class campus, he said. Urging the graduating students of IIT-Goa to contribute to the state's progress, he said, 'Your cherished memories here will remain with you for a lifetime. Other than your institute, also do not forget Goa.' There's a slew of directions from the government to Income tax (I-T) officers in a new 'search and seizure manual', an internal handbook that has been revised after 17 years -- a period that has seen the passage of harsh laws, changes in technology, and an explosion of social media. Tax investigators have been encouraged to go beyond the conventional information sources --- use data access tools from the Centre for Development of Advanced Computing (CDAC) to enter the dark web where tax dodgers often trade and chat. User credentials have been created for I-T officials to peep into this murky edge of the web not indexed by search engines and accessed through special software. But they must be careful not to give away their identities while tapping common databases like LinkedIn or Truecaller, says the manual. Taxmen today deal with an array of digital evidence. 'The manual comes at a time when the Supreme Court is deliberating on the need for standard rules governing search and seizure of digital devices. Also, the Madras High Court recently ruled that tax authorities must strictly comply with the procedures set out in their manuals during search and seizure,' said Ashish Karundia, founder of the CA firm Ashish Karundia & Co. NEW LAWS & CHALLENGES Bitcoin, Ethereum and other cryptocurrencies pose a unique challenge as it's tough to spot, value and tax virtual digital assets (VDAs), admits the manual. 'So, it outlines steps for identification and seizure of hardware and paper wallets, locating recovery phrases and QR codes to access private keys, checking for involvement in NFTs (non-fungible tokens) and identifying mining rigs and GPUs (graphics processing units) used by crypto miners,' said Harshal Bhuta, partner at P. R. Bhuta & Co, another CA firm. 'While determining the ownership and location of unaccounted VDAs, if violations of other laws (on black money, forex, or money laundering ) are detected, it may trigger investigations under those laws as well,' said Bhuta. Since 2007, when the manual was last revised, laws to curb black money (focussing on secret Swiss bank accounts and other unreported offshore assets) and benami arrangements to control assets through fronts have been enacted. While asking officers -- who are often vilified for their high-pitched demands and intimidating ways -- to avoid a search if there's a wedding or death at the suspect's home, the manual says, 'wherever considered appropriate, Tax Clearance Certificate (TCC) under the I-T Act, 1961 or Look Out Circular (LOC) for preventing an individual from leaving the country should be explored, if the person(s) concerned has/ have prima-facie committed a cognisable offence under the Black Money Act, 2015. (BMA)' Many BMA cases are built on information shared by other countries. 'Tax officers have been reminded that information received through international tax treaties must remain confidential and used solely for tax-related matters unless express permission is granted by the concerned foreign authority to share it with other law enforcement bodies. Also, TCC or LOC should be issued with caution and only when there is clear initial evidence of offence under the BMA,' said Karundia. DATA PRIVACY Section 132 of the I-T Act empowers the department to carry out search and seizure actions to collect evidence which increasingly include mobile phones, ipads, and laptops that may hold encrypted data and tax concealment proof. 'Due attention needs to be given to data security and privacy. The officers are advised to follow the procedures and directions contained in the 'Digital Evidence Investigation Manual 2014',' says the manual. Says Supratim Chakraborty, partner at the law firm Khaitan & Co, 'It's good to see that the Digital Personal Data Protection Act 2023 (Act) has started finding mention in documents such as these -- though the Act is yet to be brought into force. Although the Act provides certain exemptions for processing of personal data 'in the interest of prevention, detection, investigation or prosecution of any offence or contravention of any law', such exemption is not a complete exemption from the applicability of the Act altogether. For example, the I-T Department in its capacity as a data fiduciary (i.e. one who determines the purpose and means of processing of personal data) is required to protect personal data in its possession or under its control by taking reasonable security safeguards to prevent its breach.' The draft Digital Personal Data Protection Rules issued in early January 2025 had detailed out certain minimum requirements that should be adhered to for maintaining 'reasonable security safeguards. 'It would be interesting to see how such measures are brought into practice by the I-T Department,' said Chakraborty.
