Finance Ministry updates decision on audited Financial Statements

The Ministry has issued an updated Ministerial Decision clarifying the requirements for the preparation and maintenance of audited financial statements in accordance with Federal Decree-Law No. 47 of 2022 on the Taxation of Corporations and Businesses (Corporate Tax Law).
The updated decision sets out clear requirements for tax groups to prepare audited financial statements. All tax groups will be required to prepare audited special purpose aggregated financial statements.
However, to mitigate the compliance burden on tax groups and in line with the UAE's commitment as a business-friendly jurisdiction, the underlying members of the tax group will not be required to prepare audited stand-alone financial statements.
The Federal Tax Authority (FTA) will issue further guidance on the framework for the preparation of special-purpose aggregated financial statements for Corporate Tax purposes.
The new decision also clarifies procedures for Qualifying Free Zone Persons engaged in distributing goods or materials in or from a Designated Zone, for which the FTA will issue further guidance. This guidance will ensure distribution businesses are able to enjoy the benefits of the Corporate Tax Free Zone regime with certainty.

"Our landmark trade deal with India is a major win for Britain. It will create thousands of British jobs across the UK, unlock new opportunities for businesses and drive growth in every corner of the country," said Starmer in a post on X. The pact is set to make imported goods like Scotch whisky, gin, luxury cars, cosmetics, and medical devices more affordable for Indian consumers. Zero duties on textiles and leather are expected to boost India's competitiveness among regional peers such as Bangladesh and Cambodia. India's leather sector is projected to gain an additional market share of 5 per cent in the UK within the next two years. Similarly, projections show that electronics and engineering exports are likely to double by 2030, while gems and jewellery exports are likely to double (from the current $941 million) in the next three years. Officials estimate the deal will increase UK exports to India by almost 60 per cent over the long term. Earlier, PM Modi called on Starmer at the Chequers Estate – the countryside retreat of the Prime Minister of the United Kingdom – as he began official engagements on his fourth visit to the country. Prime Minister Modi is set to hold wide-ranging discussions with Starmer on the entire gamut of India-UK bilateral relations and also exchange views on issues of regional and global importance. Later in the day, he will also call on King Charles III. During the discussions, the two sides will also review the progress of the Comprehensive Strategic Partnership (CSP) with a specific focus on trade and economy, technology and innovation, defence and security, climate, health, education and people-to-people ties. The UAE has imposed more than AED 42 million in fines on private sector firms across 1,063 cases of money laundering in the first half of 2025, the Ministry of Economy and Tourism said on Thursday. In a crackdown on money laundering, the Ministry said that these violations cover four sectors under its supervision within the designated non-financial business and professions sectors. A total of 473 violations were detected by several establishments in precious metals and gemstones trading sector, with fines worth AED 20 million imposed. Establishments in the real estate brokerage sector received 495 violations, with a value of approximately AED 18.5 million, while the corporate service providers and auditors sectors recorded 95 violations, with a value exceeding AED 4 million. Her Excellency Safia Hashim Al Safi, Assistant Undersecretary for Commercial Control and Governance at the Ministry, emphasized that these results reflect the progress made by the Ministry in developing its regulatory system, which is based on an advanced methodology aimed at ensuring the highest levels of compliance with anti-money laundering legislation in the country's designated non-financial business and profession sectors, based on a clear mechanism for on-site and on-site inspections. She stated that these inspection campaigns are part of the Ministry's strategy to build a business environment based on transparency and governance, and to activate proactive oversight tools to address risks related to money laundering and terrorist financing. This will consolidate the UAE's position as a trusted economic hub that adheres to the highest global standards of compliance. Al Safi explained that inspection teams detected violations based on specific technical indicators and regulatory standards, noting that the imposition of administrative penalties primarily aims to encourage establishments to rectify their situations and improve their internal systems, particularly with regard to implementing due diligence procedures, improving the quality of risk assessments, and enhancing the reporting of suspicious transactions. Through these efforts, the Ministry of Economy and Tourism said it is working to spread a culture of preventive compliance and build genuine institutional awareness within the targeted sectors. It also continues field monitoring and evaluation to ensure full compliance with relevant legislation. The Ministry called on all entities subject to anti-money laundering legislation to take advantage of this phase to develop their oversight systems and fully comply with regulatory requirements. It affirmed its continued implementation of inspection and oversight campaigns in accordance with a precise oversight plan based on international best practices.

Euro zone bond yields rose Thursday as risk sentiment improved on expectations the European Union will strike a trade deal with the United States and the market awaited the European Central Bank's policy announcement later in the day. Two EU diplomats said late on Wednesday that the 27-member bloc was heading towards an agreement that would result in broad 15% tariffs on its exports to the U.S., avoiding a harsher levy of 30% scheduled to be implemented from August 1. The U.S. later called the talk of a trade deal with Europe "speculation", but markets still believed a deal was on the horizon before next week's deadline. "Bunds dropped like a hot potato ... with risk sentiment turning for the better on 15% tariff headlines for EU goods," Commerzbank rates strategist Hauke Siemssen said in a note. Germany's 10-year yield, the benchmark for the euro zone, rose as high as 2.684%. It was last up 7 basis points (bps) to 2.667%, on track for its biggest one-day rise since May 12. Bond yields move inversely with prices. Germany's two-year yield, more sensitive to changes in interest rate expectations, rose 6 bps to 1.854%. Later on Thursday, the ECB is expected to hold the deposit rate steady following 200 bps of rate cuts since the middle of last year, as the central bank waits for the fog over trade relations with the U.S. to clear. But markets trimmed expectations for future reductions in borrowing costs after the reports of a possible EU-U.S. trade agreement. "At the margin, it (a possible trade deal) reduces the odds for rate cuts," said Jussi Hiljanen, chief rates strategist at SEB, who expects the ECB to remain on hold today. "Today should be a non-event. I would be surprised to see (ECB President Christine) Lagarde say something that makes the market price in more than one rate cut." Futures now imply about a 40% chance that ECB will lower borrowing costs in September from a near 50% chance on Wednesday. Markets are pricing just 22 bps of easing by the year's end, implying an 88% chance of a quarter-point move. Business activity in the euro zone accelerated faster than expected this month, supported by a solid improvement in the services industry and signs of a recovery in the manufacturing sector, a survey showed on Thursday. HCOB's preliminary composite euro zone Purchasing Managers' Index, compiled by S&P Global, rose to an 11-month high of 51.0, above expectations for 50.8 in a Reuters poll of economists.
