
GOA unveils plans to establish Olympic Bhavan

The Goa Olympic Association plans to establish a dedicated Olympic Bhavan in the state, Union minister and GOA president

announced during the annual meeting in the city on Friday.
The Olympic Bhavan is envisioned as a centralised hub equipped with modern infrastructure to house the operations of GOA and serve as the administrative and developmental nucleus for all state sports associations, strengthening Goa's position as an emerging sports powerhouse.
The association also honoured Goan medal winners from the 38th National Games in Uttarakhand by awarding them prize money cheques, reinforcing its commitment to athlete recognition and support.
The meeting also focused on policy matters, including a circular issued by the Sports Authority of Goa (SAG) on selection guidelines and association functioning. Member associations expressed their concern that the generalised guidelines were impractical, given the diverse nature of individual sports, and resolved to submit a joint response to SAG through GOA, as well as individual responses.
The gathering also featured a 20-minute awareness session on the National Sports Court 2024 (Governor's Bill) by Jovito Lopes. Additionally, Goans Hockey president Farrell Furtado raised an important issue about the imposition of fees on state hockey camps. President Naik said that he would take up the matter with the govt to ensure that stadium fees are waived off for official pre-national or zonal camps to train state teams.

Goa govt to legalise over 1 lakh houses existing prior to 1972
Panaji: In a major decision to legalise houses in the state that are facing the threat of demolition, state govt on Friday issued two circulars. One was by the revenue department and the other by the directorate of panchayat, to legalise over one lakh illegal houses that existed prior to 1972 on any land. Chief minister Pramod Sawant said that these circulars do not give any ownership rights on the land, but they legalise the structure and clarify the land status. 'We are making houses legal. The revenue department will give sanand, and the panchayat will give status as legal,' he said. Sawant said that with these circulars, there is no need to bring any bills in the assembly. A few minutes before the press conference to announce the circulars, both Sawant and revenue minister Atanasio 'Babush' Monserrate made a statement on the floor of the House that govt will bring a bill to regularise the houses. Sawant said that to clear the confusion in villages about illegal structures, govt has issued two circulars. He said that if the house is shown on the survey plan but does not have any document, then the owner of the house should go to the deputy collector and apply for the sanad. This is provided the survey records of such survey show the existence of a structure on the said land, the total area of the survey holding does not exceed 1,000sqm, and the existing structure, as shown in the survey map, covers at least 25% of the total area of the said plot. However, govt found that in several cases, structures which are already in existence and are duly reflected in the records of rights (Form I and XIV) as well as in the survey plans prepared under the provisions of the Goa, Daman and Diu Land Revenue Code, 1968 (during the period 1970 to 1972) are being required to obtain a fresh conversion sanad at the time of reconstruction. 'This has led to certain ambiguities and inconsistent interpretations across departments regarding the applicability of the conversion provisions under the Goa Land Revenue Code, 1968,' govt said.

Oppn blames govt for not ensuring jobs for locals
Porvorim: Blaming govt for doing little to ensure employment opportunities for locals, legislators on Friday said that private companies continue to flout recruitment norms by hiring workers from other states. Legislators said that with over 1.2 lakh Goan youth registered with the employment exchange, sustainable job opportunities are required to ensure that local youth are gainfully employed. The MLAs pointed out that Goa's unemployment rate is pegged at 19%, one of the highest in the country. Govt said that the employment exchange registrations are inflated as many applicants do not remove their names in the hope of landing a govt job. Congress MLA Carlos Ferreira moved a private member's resolution asking govt to address the issue of unemployment in the state. Ferreira said that govt must ensure that Goans are 'prioritised' in recruitment opportunities. Ferreira also demanded stringent measures to guarantee transparency in the recruitment process, equitable access, and protection of the rights of those already employed. 'Companies like Cipla, which are heavily favoured by govt, are not even hiring locals,' Goa Forward Party MLA Vijai Sardesai said. Viresh Borkar evicted from House after ruckus over Goan origin resolution
Porvorim: The state legislative assembly witnessed a ruckus on Friday when the Speaker prevented Revolutionary Goans MLA Viresh Borkar from speaking on a private members' resolution recommending that the terms 'Goans' and 'persons of Goan origin' be defined. Borkar, who moved the private members' resolution, was eventually removed from the House by marshals after his private members' resolution was rejected. The St Andre MLA wanted the House to pass a resolution calling for a proper policy 'to benefit Goan people and prevent demographic change in the Goan landscape'. The opposition also rushed into the well of the House after chief minister Pramod Sawant demanded that speaker Ramesh Tawadkar 'throw out' Borkar's resolution despite the resolution being listed for discussion in the business of the day. To express his irritation with the speaker's refusal to listen to Borkar, opposition leader Yuri Alemao tore up some papers and threw them in the well of the assembly. While Tawadkar finally allowed Borkar to speak, BJP legislators repeatedly disrupted the proceedings, interrupting the RG MLA. 'I demand that the chief minister form a high-level committee to protect Goa's identity and the interests of native Goans,' said Borkar. The chief minister said that there were several laws and notifications where a person of Goan origin is already defined.
