Family secures lawfulness certificate for Pembrokeshire site
In an application to Pembrokeshire Coast National Park, Phillip Thomas of Rhydlewis, through agent Preseli Planning Ltd, sought a certificate of lawful development for land east of Bryntirion Lodge, Cippyn, St Dogmaels.
An application for a certificate of lawfulness allows an applicant to stay at a development if they can provide proof of occupancy over a prolonged period.
A supporting statement said the application had been made after the refusal of a partly retrospective application for the siting of a holiday pod on the land.
It said: 'The land has been in family ownership for decades and the applicants have witnessed and enjoyed the use of the land for leisure purposes for over 40 years. Originally established by their grandfather, the site has been handed down through the generations. Resolving the matter is therefore a highly sensitive matter for the family.'
It added: 'Based on the evidence available, it has been established that the leisure use of the land commenced in the 1970s and the use has existed in some form since this time, as the land has been passed down through three generations of the same family.'
It said that part of the site was used to store builders' materials temporarily in circa 2019, but the leisure use had not been abandoned.

An officer report said objections had been received locally, contesting the claims made in the application for a Certificate of Lawfulness relating to leisure use, describing it as 'an overgrown, steep, and largely inaccessible tract, with significant areas covered by dense vegetation and invasive species'.
Objectors also said they have never witnessed any family activities at the site, saying it was primarily used as a dumping ground for builder's debris, the report added.
'Officers recognise the concerns raised by local residents regarding the use and condition of the site, including issues related to dumping and unauthorised development,' it said, adding: 'However, the statutory test for a Certificate of Lawfulness is whether the use has occurred for the relevant period to render it lawful, not whether the use is desirable or appropriate.'
It said, based 'on the totality of evidence submitted' the applicant had 'demonstrated on the balance of probabilities that the use of the land for leisure purposes has been carried out continuously for at least ten years prior to the submission of the application'.

With A 10% Return On Equity, Is Kier Group plc (LON:KIE) A Quality Stock?
One of the best investments we can make is in our own knowledge and skill set. With that in mind, this article will work through how we can use Return On Equity (ROE) to better understand a business. We'll use ROE to examine Kier Group plc (LON:KIE), by way of a worked example. Return on Equity or ROE is a test of how effectively a company is growing its value and managing investors' money. The formula for ROE is: Return on Equity = Net Profit (from continuing operations) ÷ Shareholders' Equity So, based on the above formula, the ROE for Kier Group is: 10% = UK£52m ÷ UK£498m (Based on the trailing twelve months to December 2024). The 'return' refers to a company's earnings over the last year. One way to conceptualize this is that for each £1 of shareholders' capital it has, the company made £0.10 in profit. Importantly, this is far from a perfect measure, because companies differ significantly within the same industry classification. The Importance Of Debt To Return On Equity Most companies need money -- from somewhere -- to grow their profits. That cash can come from retained earnings, issuing new shares (equity), or debt. In the case of the first and second options, the ROE will reflect this use of cash, for growth. In the latter case, the debt required for growth will boost returns, but will not impact the shareholders' equity. That will make the ROE look better than if no debt was used. Kier Group's Debt And Its 10% ROE It's worth noting the high use of debt by Kier Group, leading to its debt to equity ratio of 2.18. With a fairly low ROE, and significant use of debt, it's hard to get excited about this business at the moment. Debt does bring extra risk, so it's only really worthwhile when a company generates some decent returns from it. Summary Return on equity is one way we can compare its business quality of different companies. Companies that can achieve high returns on equity without too much debt are generally of good quality. If two companies have the same ROE, then I would generally prefer the one with less debt. But when a business is high quality, the market often bids it up to a price that reflects this. The rate at which profits are likely to grow, relative to the expectations of profit growth reflected in the current price, must be considered, too. Liverpool on brink of stunning Alexander Isak BARGAIN
Liverpool are reportedly moving forward on a move for Alexander Isak. And it would be a bargain. The whole world knows Liverpool want to sign Alexander Isak. What we don't all know is exactly how likely that is. Newcastle United, though, understandably don't want to sell. But it sounds like Liverpool are making some sort of progress. Florian Plettenberg of Sky Germany claims there's an actual agreement with Isak on terms. "Understand: Alexander Isak has already reached a verbal agreement in principle with Liverpool over a contract running until 2031," he wrote on Twitter. But there's a more interesting part of his tweet. One we didn't see coming and that suggests the Reds may be banking a bargain here. Alexander Isak agrees terms Plettenberg claims Isak will earn a similar wage to Hugo Ekitike on moving to Anfield. That's a surprise, given Isak's reputation far exceeds that of the Frenchman. Now, Sky Germany have previously reported that Ekitike will earn around £245k per week at Liverpool. If Isak truly is earning similar, that's drastically down on the £300k per week he's reportedly asking from Newcastle right now (Talksport). The ultimate transfer fee will not be a cheap one, of course. Liverpool would likely break the British record in order to sign Isak.
