RON95 subsidy rationalisation in final stages

KUALA LUMPUR: The government is focusing on finalising the details of the RON95 subsidy rationalisation, which will begin in the second half of this year, said Finance Minister II Datuk Seri Amir Hamzah Azizan.
He noted that just as it was with the diesel rationalisation, the goal for the RON95 subsidy rationalisation is to ensure that the government plug leakages and that businesses and the wealthy contribute their fair share.
"This is so that we have the fiscal strength to secure subsidies for the people who genuinely need them.
"The same careful approach applies to the expansion of Sales and Service Tax (SST) -- it diversifies revenue and is part of prudent expenditure management," he said in his keynote address at the Invest ASEAN-Malaysia Conference 2025 today.
Amir Hamzah noted that the government's commitment to fiscal consolidation remained strong as the country had achieved a budget deficit-to-gross domestic product (GDP) ratio of 4.1 per cent last year, better than the official target of 4.3 per cent.
He said that the government is now targeting a 3.8 per cent fiscal deficit for 2025 and is staying consistent with the Public Finance and Responsibility Act 2023 to reduce the deficit to three per cent in the medium term.
"This will be accomplished through revenue-enhancing measures, tax system efficiency and taxpayer compliance.
"This year we are doing the SST expansion and the RON95 subsidy rationalisation, and hopefully that will add a revenue base along the way," he said, adding that the government is confident of getting the additional RM10 billion revenue from the SST expansion, despite recent additional exemptions.
In the meantime, Amir Hamzah emphasised that Budget 2026 and the soon-to-be-tabled 13th Malaysia Plan (13MP) will focus on being pragmatic, sensible and driving continuity in the nation's progress.
"While it is too early to share details, I can say that it will be yet another effort in securing our economic future, responding where necessary to current economic headwinds and building a fairer, more equitable society," he said.
He added that several other reforms are in the pipeline to support economic growth, build credibility and set governance examples.
"These include the judicial and institutional reform, fiscal and public sector reform, social protection and inclusivity reforms, and digital and innovation-led transformations.
"Current global volatility makes reforms more, not less, urgent. Institutional strengthening, fiscal discipline, and innovation capacity-building are complements to sustainable, resilient economic expansion that is capable of weathering future global disruptions," he added. - Bernama

KUALA LUMPUR, July 22 (Bernama) -- Malaysia holds the position that Blocks ND6 and ND7 in the Sulawesi Sea, claimed by Indonesia as the 'Ambalat' block, are part of Malaysia's sovereign territory. According to a written reply posted on the Parliament portal, the Ministry of Foreign Affairs, better known as Wisma Putra, stated that the stance was based on international law following the decision of the International Court of Justice in 2002. 'In this regard, the reference to 'Ambalat' for parts of the blocks is inaccurate and misleading. Therefore, the correct term for the area in question, in line with Malaysia's position, is the Sulawesi Sea,' the ministry said. The ministry was responding to a question from Datuk Jonathan Yasin (GRS-Ranau), who asked whether the consent of the Sabah Government would be sought before any agreement is made with the Indonesian Government regarding a proposed joint development approach for the Ambalat block, which reportedly lies partly within Sabah's maritime area. The ministry explained that during Prime Minister Datuk Seri Anwar Ibrahim's official visit to Indonesia on June 27, both leaders issued a joint statement on the proposed joint development in the Sulawesi Sea. 'The joint proposal refers to a matter that is still in the early stages of consideration to explore the feasibility of such cooperation and has yet to be finalised. 'This represents initial efforts by both leaders to seek the best solution for both countries,' it stated. Wisma Putra said the Federal Government had always worked closely with the Sabah State Government during negotiations and discussions to resolve maritime boundary issues between Malaysia and Indonesia. It also said the Federal Government took seriously the views and stance of the state government in making any decision to ensure Malaysia's sovereignty, sovereign rights, and interests were protected.

BUSINESS KUALA LUMPUR, July 22 (Bernama) -- Malaysia's palm oil exports in June 2025 remained higher year-on-year at 1.26 million tonnes, exceeding the 1.21 million tonnes in June 2024, said the Malaysian Palm Oil Council (MPOC). For the same month in 2022 and 2023, the palm oil exports stood at 1.19 million tonnes and 1.17 million tonnes respectively, it said in a statement today. 'In the first half of 2025, Kenya ranked as Malaysia's second-largest palm oil buyer, overtaking the EU27 countries by 21,000 tonnes and China by 117,000 tonnes. Kenya accounted for 30 per cent of Malaysia's total palm oil exports to Sub-Saharan Africa, with full-year imports from Malaysia projected to reach 1.3 million tonnes,' the council said. It added that Kenya remained a key growth market, driven by rising domestic consumption, with over 90 per cent of its palm oil imports used in food applications. Meanwhile, the MPOC said the palm oil inventories rose to an 18-month high of 2.03 million tonnes during the same month. Looking ahead, crude palm oil (CPO) prices are expected to stay firm, trading between RM4,100 and RM4,300 per tonne in the coming month, supported by festive demand from India and elevated US soybean oil prices. 'However, any rally in vegetable oil prices may be capped by abundant global oilseed supplies, particularly soybeans, as there is currently no shortage of oilseeds in the market,' it said. Meanwhile, it said global vegetable oil prices have rebounded from early-year losses, led by a 19 per cent surge in soybean oil since January. This outpaced gains in rapeseed oil (6.6 per cent) and palm oil (3.7 per cent), while sunflower oil rose a modest 1.7 per cent. 'Soybean oil remains the top-performing vegetable oil year-to-date, supported by the US biofuel policy announced in mid-June, which is expected to spur demand for domestically produced feedstocks. Strong soybean oil prices have improved the price competitiveness of palm oil,' the council said.

IPOH, July 22 (Bernama) -- The Perak government aims to encourage about 10 per cent of public and private sector workers to form trade unions in the state within the next three years as part of efforts to empower workers' rights and safeguard their welfare. State Human Resources, Health, Indian Community Affairs and National Integration Committee chairman A. Sivanesan said Perak is the first state to provide a special allocation of RM5,000 to help workers set up their unions. 'In Perak, out of 1.25 million workers, only a small number have joined unions. The membership rate in this state is lower than the national average of eight per cent. 'Unions are established in workplaces to ensure industrial harmony. If there is a union, workers can negotiate for salary adjustments every two years, as well as for health benefits and leave-related matters,' he told a press conference here today. He said union formation should now be easier following the 2023 amendments to the Trade Unions Act 1959, but many employers remain fearful and are reluctant to allow their workers to form unions. To facilitate union formation, Sivanesan said the state Trade Union Affairs Department has been instructed to represent the state government and assist the workers. 'When a pro-tem committee is formed but has yet to be registered with the Trade Union Affairs Department, it requires funding to carry out its activities, as it is not permitted to collect money. That's why the Perak state government will provide the funds. 'The funds will be used to help workers establish unions. I hope this will benefit at least 1.1 million workers who are currently not union members or have no union at their workplaces,' he said. He said that union formation is crucial as Perak is expected to have around 30,000 new workers in the future due to upcoming industrial projects in Proton City, Lumut Maritime Industrial City (LUMIC), Bagan Datuk, Chemor, and Kinta Industrial Park.
