Council considering Clyde Tunnel toll and congestion charge
The local authority has expressed interest in rolling out driver charges that would only apply to people who don't live in the city.
But a regulatory check is to be carried out before councils can introduce the system – and that is not likely to happen until after next year's Scottish Parliament elections in May, a meeting heard.
Councillor Angus Millar told last week's full council meeting: 'The council has no specific proposals to introduce any road user charging in Glasgow.
'However, members will be aware that the council has repeatedly stated its interest in further exploring possibilities around a boundary congestion charge and potential tolling at the Clyde Tunnel – both with exemptions for Glasgow residents.'
The convenor for climate, Glasgow Green Deal, transport and city centre recovery added: 'Council officers continue to engage with Transport Scotland and COSLA, particularly in relation to national commitments to reduce car vehicle mileage and the potential roll out of road user charging as a travel demand management tool.
'Transport Scotland has expressed interest in Glasgow and Edinburgh taking a lead role in exploring road user charging and we anticipate further discussions with City of Edinburgh Council in establishing their interest.'
Explaining how legal details are to be firmed up, the SNP councillor said: 'We welcome the recent commitment from Transport Scotland and the Scottish Government to undertake legislative and regulatory review to establish how the process can be clarified for local authorities to take forward and this is a matter I have engaged with officials and other councils on via COSLA.'
He added: 'We will engage in the coming legislative review to ensure Glasgow is well positioned to consider any developments.'
His comments came after Scottish Green councillor Blair Anderson asked for an 'update on proposals for road user charging in the city following the Scottish Government's recent commitment to empower councils to introduce schemes.'
Welcoming the continued interest in the scheme, Councillor Anderson said the 'only way we can meet our climate targets is moving people from cars to public transport.'
He added: 'A road user charging scheme would give us the money to make Glasgow's buses publicly owned, reliable, fast and free.'

Devastated fans will now have to move on and find another dessert location to visit regularly following the tragic closures of the brand's last four spots. The location is Dunermline, which closed after 35 years of service, had a final message to its customers on Facebook. They said: "It's with a broken heart after 35 years for me pancake place closed its doors yesterday. "Thank you to everyone who came in for breakfast lunch and pancakes will truly miss everyone. "A huge thank you to my staff wishing them all well going forward." The Pancake Place had long been a staple for sweet treats, offering breakfast and café snacks to hungry shoppers. She said: 'We get an awful lot of customers who say they used to come here when they were wee. 'Their Granny would bring them in and there is a lot of goodwill for the place.' It comes after a popular pan-Asian restaurant known for its trendy dining and cocktails announced it was closing all its locations, dealing another major blow to the high street. PEACH, a restaurant group based in East Hertfordshire, annonced the immediate closure of both its sites after five years of serving customers. And in June, a beloved family bakery shut the doors of another store – the third to close this year – blaming staff shortages and illness in the family. Bennetts Family Bakers in Broadstone closed for good on Friday, June 14, marking the end of an era for the Lower Blandford Road site.

Ayrshire seaside town named cheapest in the UK for property
On the other end of the scale with prices around 10% that of Sandbanks was Saltcoats in Ayrshire. Read More: It boasted an average asking price of £122,208, closely beating Peterlee in County Durham to cheapest location. Saltcoats had an average asking price of over £250,000 below the national average (£378,240). However, the North Ayrshire town also had the highest growth in prices, up 13% year-on-year. It has a population of just over 12,000 but forms part of the 'Three Towns' along with Ardrossan and Stevenston which together have a population of around 32,000. Taken as one conurbation it is the fourth most populous settlement in Ayrshire after Kilmarnock, Ayr and Irvine. It was also named the cheapest seaside town in 2024, with Girvan in South Ayrshire also on the list. For 2025 though Saltcoats is the only Scottish entry.
