The government has launched the first Green Sukuk aiming at to attract a broader investor base, deepen financial markets, and accelerate the country's transition to a green and resilient economy.
The other objective of the initiative was to channel investments into environmentally sustainable projects while fostering economic growth, besides integrating sustainable finance into the core of the development strategy, said a press release issued by the Ministry of Finance on Wednesday.
This pioneering financial instrument is set to revolutionise Pakistan's sukuk market by channeling investments into environmentally sustainable projects while fostering economic growth, it added.
The Green Sukuk marks a pivotal step in aligning the financial markets of the country with global best practices in green financing. The inaugural issuance, ranging between Rs20 billion and Rs30 billion, will be conducted through an auction process, with the Pakistan Stock Exchange (PSX) playing a central role in listing and promoting this innovative instrument to investors.
The Green Sukuk Program has been structured with the support of the Joint Financial Advisors: Meezan Bank Limited, Bank Alfalah Limited, Dubai Islamic Bank Pakistan Limited, and Bank Islami Pakistan Limited.
The Sustainable Investment Sukuk Framework, approved by the Cabinet, lays the foundation for the landmark debut of the Green Sukuk. This initiative is closely aligned with Pakistan's Vision 2028, particularly its goal of transitioning to an interest-free economy. It reflects the government's strong commitment to leveraging financial markets in support of sustainable development.
The Green Sukuk is a beacon of innovation and a testament to the unwavering commitment of the government to foster sustainable development and reduce environmental impact. It offers investors a unique opportunity to support environmentally friendly projects while promoting economic growth.

The Economic Coordination Committee (ECC) of the Cabinet approved on Tuesday a summary regarding the implementation of a subsidy scheme to promote the adoption of electric bikes and rickshaws/loaders to citizens of Pakistan, the Finance Division said. The ECC met under the chairmanship of Finance Minister Muhammad Aurangzeb, who joined the proceedings virtually. The meeting deliberated on several key economic matters, including the rollout of a new energy vehicle policy, extension of grants-in-aid for Quaid-i-Azam University, and approval of a technical supplementary grant related to the Telegraphic Transfer Charges Incentive Scheme. Pakistan launches National Electric Vehicle Policy 2025-30 'The committee considered and approved a summary submitted by the Ministry of Industries and Production regarding the implementation of a subsidy scheme to promote the adoption of electric bikes and rickshaws/loaders to citizens of Pakistan. 'A budgetary provision of Rs9 billion has already been made for FY2025-26 to finance this initiative. The scheme also includes the provision of free electric bikes to top-performing students of government colleges,' the Finance Division said. 'As per the approved plan, 116,000 electric bikes and 3,170 electric rickshaws/loaders will be introduced in two phases. In the initial phase, expected to be launched by the prime minister shortly, 40,000 electric bikes and 1,000 electric rickshaws/loaders will be rolled out.' Meanwhile, the ECC also reviewed and approved a technical supplementary grant of Rs30 billion, requested by the Finance Division, to settle outstanding claims from the previous fiscal year amounting to Rs58.26 billion under the Telegraphic Transfer Charges Incentive Scheme. The committee directed the Finance Division to coordinate with the State Bank of Pakistan (SBP) to work out the payment modalities for the grant. It also instructed the Finance Division to complete a detailed assessment, including analysis of pros and cons, financial modalities, and opportunity cost of the Pakistan Remittance Initiative, in collaboration with the SBP, and present its final recommendations incorporating stakeholder feedback by mid-September, following a thorough analysis due by the end of August. Additionally, the ECC approved in principle a bailout grant of Rs2 billion for Quaid-i-Azam University, contingent upon the preparation and presentation of a comprehensive financial self-sustainability plan. The university, in collaboration with the Higher Education Commission, is required to submit a clear roadmap outlining the strategy to achieve long-term financial stability and reduce dependency on future bailout packages. The session was attended by Federal Minister for Power Sardar Awais Ahmed Khan Leghari, Minister for Petroleum Ali Pervaiz Malik, Minister for National Food Security and Research Rana Tanveer Hussain, along with senior officials from relevant ministries, divisions, and departments.

Listen to article The Pakistan Stock Exchange (PSX) continued its record-breaking rally on Tuesday, with the benchmark KSE-100 index climbing 985 points to close at an all-time high of 143,037. The surge was fuelled by robust local and foreign inflows, broad gains across key sectors and positive fiscal data. Pakistan's fiscal balance improved sharply for FY25, recording a deficit of 5.38%, the lowest in nine years. It reinforced investor confidence and heightened optimism for the rest of the week. In its review, Topline Securities remarked that bulls continued to charge ahead as the KSE-100 index hit another record high, building on the previous day's momentum. The index soared to intra-day peak of 1,229 points, before settling at 143,037, up 985 points (+0.69%). Investor confidence remained buoyant, fuelled by robust local and foreign inflows and broad-based sector-specific rallies. Sentiment further strengthened as Pakistan reported a nine-year low fiscal deficit of 5.38% for FY25. It came with 36% year-on-year revenue growth that outpaced an 18% rise in expenditures, beating both the government and IMF's 5.6% deficit forecast, Topline mentioned. The market's upward trajectory reflects optimism about fiscal discipline, macroeconomic stability and a strong earnings outlook, setting the stage for sustained momentum in the sessions ahead. Major positive contributors included Fauji Fertiliser Company, UBL, MCB Bank, Hub Power and Engro Fertilisers, which collectively added 679 points to the index. On the downside, Pakistan Petroleum, Bank AL Habib and HBL shaved off 142 points, added the brokerage house. Overall trading volumes decreased to 549.7 million shares compared with Monday's tally of 666.4 million. Traded value dipped to Rs37 billion as compared to Rs42.9 billion in the previous session. Shares of 484 companies were traded. Of these, 239 stocks closed higher, 217 dropped and 28 remained unchanged. Fauji Cement was the volume leader with trading in 31.7 million shares, rising Rs1.86 to close at Rs49.51.

Buying rally continued at the Pakistan Stock Exchange (PSX) amid continued investor optimism, with the benchmark KSE-100 Index settling above the 143,000 level, a new record high, on Tuesday. Positive momentum was observed throughout the trading session, pushing the KSE-100 to an intra-day high of 143,281.34. At close, the benchmark index settled at 143,037.16, an increase of 984.52 points or 0.69%. Index-heavy sectors, including automobile assemblers, commercial banks, cement, fertiliser and OMCs traded in the green. Index-heavy stocks, including SNGPL, WAFI, INDU, MCB, MEBL and UBL, traded in the green. On Monday, the PSX closed on a bullish note. Strong corporate developments, expectations of robust earnings across key sectors, and sustained investor optimism drove the rally. The benchmark KSE-100 Index surged by 1,017 points or 0.72% to settle at a historic high of 142,052.65. Globally, shares in Asia rose for a second consecutive session, and the US dollar held most of its losses on Tuesday as investors increased bets the Federal Reserve will act to prop up the world's largest economy. US shares rallied on Monday on generally positive earnings reports and increasing bets for a September rate cut from the Fed after disappointing jobs data on Friday. Oil remained lower after output increases by OPEC+ and threats by US President Donald Trump to raise tariffs on India over its Russian petroleum purchases. Japan's Nikkei rallied, with data showing a jump in the nation's service sector activity in July. MSCI's broadest index of Asia-Pacific shares outside Japan was up 0.6% in early trade. The Nikkei climbed 0.5% after falling by the most in two months on Monday. Odds for a September rate cut now stand at about 94%, according to CME Fedwatch, from a 63% chance seen on July 28. Market participants see at least two quarter-point cuts by the end of this year.
