Chhangur Baba money laundering case: ED searches 15 locations, incriminating documents recovered

The Enforcement Directorate on Monday conducted search operations at multiple locations in connection with a money laundering case where an amulet seller from Meerut managed to build an empire worth over ₹ 100 crores.
The probe agency conducted search operations at 15 locations in Balrampur, Lucknow, and Mumbai, related to a money laundering case against Chhangur Baba alias Jalaluddin Shah, his close associate Naveen Rohra, and others.
Allegations against the former amulet seller include illegal conversion, use of foreign funds, and conspiring in activities that pose a potential threat to national security, an ED statement said. The searches were conducted under the Prevention of Money Laundering Act, (PMLA) 2002.
'During the search operations, various incriminating documents were recovered and seized, indicating the receipt of funds from abroad and their transfer to various individuals for acquiring immovable properties,' the ED statement added.
Just a day ago, the Uttar Pradesh Anti Terrorism Squad (ATS) arrested another accused in connection with the religious conversion syndicate allegedly led by Chhangur Baba.
According to an ANI report, the accused, identified as Rajesh Kumar Upadhyay, was arrested on Saturday, officials said.
The arrest comes days after Jalaluddin and his close aide, Naveen, the alleged masterminds of a covert network involved in religious conversions across Uttar Pradesh and beyond, were arrested from the state.
According to UP Additional Director General (ADG) of Law and Order, Amitabh Yash, the gang operated for over 15 years and used a variety of manipulative tactics, including honey-trapping, administrative pressure, targeting minors, and enlisting influential individuals to facilitate conversions.
"A significant amount of foreign funding has been traced to the gang," ADG Yash had told ANI earlier. 'Separate rate cards existed for different types of conversions, and the money was routed through nearly 40 bank accounts. The ATS is tracking the sources of these funds.'
He further stated that any properties acquired using these funds would be seized and demolished as per legal provisions. "Chhangur Baba and his main associate, Neetu alias Nasreen, will be interrogated regarding their network, financial trail, and assets. The process to seize and demolish their illegally acquired properties has begun. All individuals against whom there is evidence have been arrested. Mohammed Ahmed is also named in the case, and further investigation is underway," he added.
Chhangur Baba, 78, also known as Jalaluddin Shah, is accused of targeting girls from several communities and even maintained a 'rate list' for conversions, officials said.
Chhangur is a term generally used for someone with six fingers. Jalaluddin is also said to have six fingers.
Chhangur, who used to sell rings and amulets on his bicycle and later became the head of the village,is from Rehra Ma village in Balrampur district of Uttar Pradesh. Later, he used to lure widowers by promising incentives, financial help, and even marriage for religious conversion.

New Delhi: Sleuths with the Guwahati zonal office of the Enforcement Directorate (ED) Tuesday launched raids at eight locations suspected to be linked to former IAS officer Sewali Devi Sharma and others in connection with the agency's probe into an alleged scam involving the Assam State Council of Educational Research and Training (SCERT). Based on the findings, the ED registered an ECIR (Enforcement Case Information Report). According to sources in the agency, when Sharma was posted in Assam on deputation between 2017 and 2022, she was responsible for managing SCERT's ODL (open and distance learning) cell and statewide implementation of National Council for Teacher Education's (NCTE) two-year diploma in Elementary Education ( programme. Sharma, it is learnt, allegedly opened five bank accounts for the ODL cell with herself as the sole signatory, which was in contravention of the Assam Fiscal Responsibility and Budget Management Act, 2005. 'Instead of depositing the amount of Rs 115,12,80,099 received as fees into the government treasury, Sharma deposited the funds in bank accounts opened by her and spent more than Rs 105 crore without obtaining financial power as per delegation of power under Rules of the Government of Assam,' a source told ThePrint. Agency sources also alleged that the expenditure was incurred on supplies and contracts 'given to entities owned and controlled by family members or close associates or close relatives as well as to one Sarang More, a CA who was also auditor of the ODL cell'. The agency also suspects these contracts were given without any advertisements or invitation for tenders. 'Except for two parties, none had any experience executing work orders awarded to them and payments were made without the required receipts or verification of actual supply,' said the source. The government has no plans to discontinue the supply of ₹ 500 denomination banknotes and ATMs will continue to disburse ₹ 500 alongside ₹ 100 or ₹ 200 notes, Minister of State for Finance Pankaj Chaudhary informed Parliament on Tuesday. Additionally, the Reserve Bank of India (RBI) in a circular titled 'Dispensation of ₹ 100 and ₹ 200 denomination banknotes through ATMs' issued on April 28, 2025, directed banks and ATM operators to ensure their machines are regularly disbursing ₹ 100 and ₹ 200 notes. In a written response to the Rajya Sabha, the minister said that the RBI has directed the disbursal of more lower denomination notes to enhance public access to frequently used denominations of banknotes. He also mentioned the timeline set by the RBI for this initiative: By September 30, 2025, 75 per cent of all ATMs would dispense either ₹ 100 or ₹ 200 denomination banknotes from at least one cassette. 100 or 200 denomination banknotes from at least one cassette. Several central government, enforcement, and regulatory agencies have been taking action to prevent, detect, and act against investment related frauds," he said. The Directorate of Enforcement (ED) has investigated around 220 cases of money-laundering , related to investment frauds under PMLA between January 2020 and July 2025. Crypto assets are currently not regulated in India, he said, adding that the RBI-SACHET portal receives multiple complaints about unauthorized deposit taking activities from unregistered entities. He also mentioned some figures around the number of complaints received so far. From April 1, 2020 to March 31, 2025, the portal received around 3,454 complaints related to the "non-repayment of money collected from various kinds of investment schemes.' Another 1,531 complaints were received related to collection of money through MLM, direct selling, and Ponzi schemes, he said.

New Delhi: Industrialist Anil Ambani on Tuesday appeared before the Directorate of Enforcement (ED) in connection with an alleged fund diversion case, two people aware of the development said. The agency, which probes money laundering and violations of foreign exchange laws, is investigating an alleged diversion of funds from Reliance Infrastructure to a related party without adequate disclosures. The company had last week said this exposure was of ₹ 6,500 crore and that it had disclosed this matter in February itself. Reliance Infrastructure maintains it has diligently pursued recovery of its dues in this matter, and through mandatory mediation proceedings conducted by a retired Supreme Court Judge and the mediation award filed before the Bombay High Court, the company had arrived at a settlement to recover its exposure of ₹ 6,500 crore. Anil Ambani has not been on the board of Reliance Infrastructure since March 2022. Queries emailed to Anil Ambani's Reliance Group and to the finance ministry on Tuesday, seeking their comments on the latest development remained unanswered at the time of publishing this report. News agency ANI reported that Ambani was asked to appear before investigators in connection with a probe on suspected financial irregularities and possible violations under the Prevention of Money Laundering Act. The probe agency is looking into the role of various entities and individuals linked to the case, ANI reported. In May 2020, the ministry of corporate affairs had referred the issue of Price Waterhouse & Co Chartered Accountants LLP's (PW) resignation as auditors of some of the group companies without giving an audit report for FY19, to the National Financial Reporting Authority (NFRA). NFRA had looked into the audits done by the auditors appointed subsequently in the case of Reliance Home Finance Ltd, Reliance Commercial Finance Ltd and Reliance Capital Ltd, and penalised the auditors for alleged professional misconduct, the authority's orders showed. Reliance Infrastructure provides engineering and construction services for power, roads, metro rail and other infrastructure sectors. It is also engaged in implementation, operation and maintenance of several projects in the defence sector and infrastructure areas through its special purpose vehicles, the company said on its website. It had executed the Mumbai Metro line one project and is also a utility company having presence across the value chain of energy businesses, the company said. The ED had earlier issued a lookout circular against Ambani and had sought his presence for recording his statement under the PMLA, Hindustan Times had reported on 1 August.
