Ruya Partners completes SAR 206mln private credit investment in innovative fiber production plant in Saudi Arabia
This investment marks a significant step in advancing the region's production capabilities in nonwoven materials, addressing the growing demand within the hygiene sector and contributing to the Kingdom's broader vision of industrial diversification and sustainable economic growth, aligned with the ambitious Saudi Vision 2030.
The investment will support the construction of a state-of-the-art staple fiber production facility owned by the Al Shair Group. The plant will be a raw material supplier to United Saudi Company (USC), the only dry-laid hygiene nonwoven manufacturer in Saudi Arabia and wholly owned by the Al Shair Group. The construction of this facility will result in the culmination of a strategically important vertical integration of Al Shair's nonwoven operations, enabling the whole supply chain and all related value-add to be brought into Saudia Arabia. Located adjacent to USC, the facility and USC will both benefit from competitive production and transportation costs, as well as efficient supply chain logistics and increased security of raw material supplies.
Upon commencing operations, which are anticipated within a two-year timeline, the plant will have an initial production capacity of 30,000 metric tonnes. Plans are already in place to expand this capacity to 50,000 metric tonnes during a subsequent phase of development, thereby fostering increased production efficiencies and effectively meeting the region's growing market demand.
Mr. Mirza Beg, Partner and Co-Chief Investment Officer of Ruya Partners, said: 'Our collaboration with the Al Shair Group is another example of Ruya Partners' track record of supporting essential growth sectors in Saudi Arabia. This project showcases our dedication to financing impactful initiatives that foster economic resilience and innovation while contributing to enhancing the quality of life. We firmly believe that this hygiene nonwoven fiber production plant will play a pivotal role in meeting the increasing regional demand and strengthening Saudi Arabia's position in this vital market.'
Dr. Talal Al Shair, Founder and Executive Chairman of Al Shair Group, emphasized the strategic importance of this upstream integrated project, stating: 'We are proud to have Ruya Partners and the consortium join us as investors in this project, which represents a key milestone in strengthening Saudi Arabia's industrial base. The new facility will not only enhance local production capacity for hygiene nonwoven fibers but also support the Kingdom's strategic goal of industrial diversification, integration and support the circular economy under Vision 2030. We look forward to contributing to the sector's growth and creating long-term value for the market.'
"This latest investment marks a meaningful milestone as Ruya Private Capital Fund I's fifth deployment and the fourth financing supporting Saudi Arabia's corporate growth. We are proud to back a project that contributes directly to Vision 2030 through localized production, vertical integration, and supply chain resilience. This collaboration highlights our continued commitment to providing strategic capital to transformative companies that are powering the Kingdom's economic diversification." Added Omar AlYawer, Partner & Chief Capital Formation Officer of Ruya Partners.

Dubai's off-plan market booms as Business Bay leads luxury sales surge
Dubai's real estate market is witnessing an unprecedented surge in off-plan property sales, with Business Bay emerging as a top-performing district driven by a new wave of investor confidence, luxury developments, and lifestyle-focused living concepts. In the second quarter of 2025, Business Bay alone registered over Dh4.5 billion in off-plan transactions, accounting for more than 1,900 deals—firmly cementing its reputation as one of the city's most sought-after investment hubs. The broader Dubai property market continues to ride a bullish wave. In May 2025 alone, the emirate recorded Dh66.8 billion in total real estate sales spread across 18,700 transactions—representing a 44 per cent increase in value and a 6 per cent rise in transaction volume compared to the same month in 2024, according to data from the Dubai Land Department (DLD). Business Bay contributed 5 per cent to this total sales value, despite comprising only 3 per cent of the transaction volume, underlining the premium nature of properties in the area. Located strategically between Downtown Dubai and the Dubai Canal, Business Bay offers unmatched accessibility and connectivity, with proximity to Sheikh Zayed Road, Dubai Metro, DIFC, and major leisure and business centres. The district's central location, skyline views, and thriving mixed-use developments have made it a magnet for local buyers and global investors alike. V. Sivaprasad, chairman of Condor Developers, said what is particularly noteworthy is the rising appetite for off-plan properties—especially in prime neighbourhoods like Business Bay, Downtown, Jumeirah Village Circle, and Dubai Marina. 'There is a convergence of factors driving this trend: attractive pricing compared to ready properties, extended post-handover payment plans, branded residence offerings, and an optimistic long-term outlook for Dubai's economy,' said Sivaprasad According to the Dubai Residential Market Snapshot by CBRE, off-plan sales in Dubai rose by over 46 per cent year-on-year during the first five months of 2025, reflecting buyers' preference for newer, design-forward developments. The surge is also fuelled by the increasing popularity of branded residences, a niche segment that blends global hospitality standards with real estate investment. These projects not only offer premium amenities and services but also fetch higher resale values and rental yields. Business Bay has become the epicentre of this trend. One of the most anticipated new offerings is the luxury branded residence project by QUBE Development in collaboration with The Lux Collective, a global hospitality group renowned for its flagship brand LUX. The development, promising a seamless fusion of urban luxury, privacy, and five-star hotel services, is expected to redefine contemporary living in the heart of the city. Jayakrishnan Bhaskar, CEO of Ozon Marketing, a realty consultancy firm, said that Dubai's resilient economy, strong investor appetite, and visionary leadership continue to drive forward-looking real estate concepts that cater to the evolving tastes of modern buyers. He said Business Bay's ability to attract both capital growth seekers and rental income investors is linked to its evolving infrastructure and a steady stream of high-end launches. With average annual returns exceeding 7 per cent in certain developments, the area consistently ranks among Dubai's top-performing investment destinations. Knight Frank's latest UAE Property Market Review notes that Business Bay saw a 22 per cent year-on-year increase in off-plan property prices in Q2 2025, compared to a 15 per cent rise across Dubai. The report credits this growth to a combination of branded real estate launches, enhanced waterfront developments, and a steady inflow of international high-net-worth individuals (HNWIs) taking advantage of Dubai's tax-free status and investor-friendly visa reforms. According to realty experts, the Golden Visa programme, which grants long-term residency to investors, entrepreneurs, and skilled professionals, has been a significant factor driving demand in the off-plan segment. Several developers are now aligning their projects with eligibility criteria, offering buyers a streamlined path to secure long-term residency alongside their investment. While concerns over global inflation, interest rates, and geopolitical headwinds persist in international markets, Dubai appears increasingly insulated due to its strong fiscal policies, currency stability, and a consistent flow of tourism and foreign direct investment. The real estate market remains a cornerstone of this economic resilience, with off-plan sales forming the engine of future growth. As the second half of 2025 begins, industry insiders expect the off-plan boom to continue, especially in high-demand zones like Business Bay, Dubai Creek Harbour, and Mohammed Bin Rashid City. Developers are ramping up launches to meet demand, while buyers are showing greater willingness to commit early in the development cycle, lured by flexible terms and the promise of luxury living.

Diamonds enter the financial spotlight: A new era for Islamic finance and global trading
For centuries, diamonds have symbolised luxury and rarity. Now, a pioneering financial technology is transforming them into something far more significant: a regulated, tradable commodity with the potential to reshape Islamic finance and global investment. At the heart of this innovation lies a powerful realization. While gold and silver have long served as tangible assets for trading and wealth preservation, natural diamonds, despite representing a 1.2 trillion-dollar global resource, have remained largely inaccessible to investors due to their unique and varied characteristics. Unlike other commodities, each diamond is slightly different in quality and composition, preventing the creation of a transparent, universal pricing structure. 'Natural diamonds are the only major natural resource that global investors couldn't trade transparently,' explains Cormac Kinney, Founder and CEO of Diamond Standard. 'Each stone varies in carat, clarity and color, which has made standardization nearly impossible. But through computer science and quantitative trading, we developed a method to group diamonds into standardized, fungible units, all having the same value.' The result is a new form of investment-grade diamond bar, composed of stones carefully matched for value equivalence. These bars make it possible to trade diamonds in a manner similar to gold bullion, reliably, consistently and at scale. For Islamic finance in particular, the implications are substantial. Unlike metals such as copper, which are cumbersome and expensive to store and secure, diamond-based commodities are easier to custody and settle. This makes them an ideal asset for Murabaha-based financial instruments. Each diamond bar includes a wireless computer chip that allows custodians and financial institutions to verify the asset's presence and authenticity instantly. This chip issues a blockchain-based digital token that represents legal ownership of the physical commodity. The token itself is tradeable and can even be subdivided into micro-units called 'Carats,' each fully backed by the underlying diamonds. This system ensures a high level of flexibility, transparency and security in commodity trading. The launch of this innovation comes at a pivotal time. Recent regulatory changes in Islamic finance have restricted the use of derivatives such as options and warrants in Murabaha structures, pushing banks to seek new Shariah-compliant alternatives. 'All major Islamic banks are now looking for compliant substitutes for physical settlement,' says Kinney. 'We're not changing the process. We're simply offering a better, more cost-efficient commodity. That's why banks and service providers have responded with such strong interest.' Looking ahead, Kinney envisions a much larger role for diamonds in global finance. This includes their potential not only as a tradeable asset class but also as the foundation of a new digital currency. In a world increasingly interested in asset-backed digital systems, a diamond-backed currency could offer a Sharia-compliant and inflation-resistant alternative to cryptocurrencies. 'Many Islamic institutions reject speculative instruments like Bitcoin. But a digital currency backed by real, audited diamonds could provide stability and compliance in one package. It's a concept particularly attractive to BRICS countries and other diamond-producing nations,' adds Cormac Kinney. With global demand projected to reach 100 billion dollars across Islamic finance and digital currency applications, diamonds, once seen purely as symbols of wealth and luxury, may soon underpin a new chapter in financial history. No longer just ornamental, they could become a foundational asset in the evolving landscape of ethical, secure and innovative finance.
