
Germany's infrastructure push needs more than money
A crack first appeared a decade ago in a support structure of the concrete and steel bridge built in 1963 that forms part of the capital city's busy A100 ring road.
After the crack recently widened alarmingly, work to take down the bridge finally started in March, leaving piles of rubble below.
Thousands watching the demolition on an internet livestream were happy to see the start of a multi-million-euro renovation project but were upset it took so long.
The case is symptomatic of a problem facing the world's third-biggest economy: an enormous backlog of crumbling infrastructure that needs replacing at a cost of hundreds of billions.
Thousands of roads and bridges, many from the 1960s and 1970s, are reaching the end of their lifespans, and little has been done for years as governments have shied away from major spending.
Germany's new Chancellor Friedrich Merz has pledged to give Europe's top economy a facelift that is also set to include new railway tracks, school buildings and telecom lines.
Even before he took office, his coalition managed to have the previous parliament pass a gigantic 500-billion-euro ($563 billion) infrastructure fund dubbed a spending "bazooka".
Wake-up call
After years of fiscal restraint, Germans are crying out for action: an end to patchy mobile phone signals, late trains, slow internet and potholed roads.
A dramatic wake-up call came in September, when a 400-metre-long (1,300-foot-long) bridge collapsed in the eastern city of Dresden, with large sections crashing into the Elbe river.
Luckily it happened overnight, averting a potentially deadly disaster, but the incident made Germany's infrastructure malaise a major election campaign theme.
Germany's bridges need 100 billion euros' worth of repairs and upgrades, according to the European Federation for Transport and Environment (T&E).
Along German motorways and major roads, one third of bridges need to be reconstructed entirely, said the Brussels-based group.
The need is all the more pressing since the last government "embellished" progress, according to a report from the Federal Court of Audit, which found that just 40 percent of bridge renovations planned for 2024 were actually completed.
The new government's fund, intended to be spent over 12 years, should help -- but many local politicians aren't holding their breath.
"Money alone solves nothing," scoffed Steffen Scheller, mayor of the eastern town of Brandenburg an der Havel, an hour's drive from Berlin.
Scheller is hoping for 90 million euros from the fund but said there is another, major problem: "We have a shortage of qualified project managers and engineers."
Bureaucracy can also slow down the process, he said.
A new bridge was built in 2023 over a congested level crossing outside of the city, but has stood unused since. Before it can open, safety barriers must be built.
But the project was pushed back to 2026 after some companies complained that proper procedure had not been followed in the tender process.
'Fanciful projects'
"I've given up all hope of ever using the bridge," said motorist Fransiska, stuck in a traffic jam caused by the closure.
The 38-year-old hospital worker said her commute takes about an hour longer than it used to.
Most of the town's 70 bridges were built back in East Germany's communist days, using substandard steel. Several of them are now closed to heavy goods vehicles, causing problems as they reroute.
Brandenburgers are particularly distraught at the delay in rebuilding a bridge in the town centre that had been promised for 2022.
The delay means "local business really struggles with transport" while the town faces higher pollution, Scheller said.
Benedikt Heyl, author of the T&E report, said Merz had demonstrated "ambition" to tackle the problem.
But Heyl said the new transport minister, Patrick Schnieder, should do better than renovate the 4,000 bridges he has promised by 2030.
Merz should put "fanciful projects" for new motorways on pause, Heyl said, and work on the basics, such as making sure construction companies have long-term contracts that allow them to plan for the future.
First of all, he said, the central government must take a thorough stocktake of the scale of the problem.
"The data is often very poor," Heyl said. "Local authorities often know how bridges are doing. But nobody has an overview at the national level."

Turkish President Recep Tayyip Erdoğan hosted Italian Prime Minister Giorgia Meloni and Libya's Prime Minister Abdul-Hamid Dbeibah in Istanbul on Friday for a summit centred on addressing migration, enhancing cooperation and supporting Libya's political stability. Greece recently announced plans to send warships to international waters in the region following a surge in crossings from Libya to the southern Greek island of Crete, a more perilous route than the more frequently used passage between Turkey and nearby Greek islands. In 2023, hundreds died when the fishing trawler Adriana, carrying migrants from Libya to Italy, sank in waters off Greece. The United Nations refugee agency (UNHCR) said that in 2021, 32,400 refugees and migrants had made the crossing from Libya to Europe, more than twice as many as in 2020. In April, European Commission President Ursula von der Leyen proposed to increase staffing for Frontex, the EU's external border and coastguard agency, by 30,000, a number that could provide a significant boost in its mission to secure Europe's external borders. Giorgia Meloni reaffirmed Italy's commitment "to Libya's stability, unity, and independence," and its support for a Libyan-led, United Nations-facilitated political process leading to elections. The Turkish presidential statement said the three leaders would reconvene to evaluate decisions taken, following lower-level technical meetings. Oil-rich Libya plunged into chaos after a NATO-backed uprising toppled and killed longtime dictator Muammar Gaddafi in 2011. In the disarray that followed, the country split into rival administrations in the east and west, each backed by rogue militias and foreign governments. Turkey has been allied with the Tripoli-based government in the west, but has recently taken steps to improve ties with the eastern-based government as well. In 2019, Turkey reached an agreement with the Tripoli-based government which delineated maritime boundaries between Libya and Turkey, angering Greece and Cyprus which say the agreement infringes on their rights.

White House keeps tariff pressure on EU car industry
US President Donald Trump doesn't appear willing to ease the pressure on German carmakers. The US executive order on reciprocal tariffs published just before 1 August stopped short of applying the 15% tariffs agreed by Trump and Commission president Ursula von der Leyen to US imports of EU vehicles. Since 2 April, EU cars have been hit with 25% US tariffs under the section 232 of the US Trade Expansion Act, which allows the US president to restrict imports of goods threatening US national security. The deal concluded last Sunday with President Ursula von der Leyen was meant to apply the 15% tariffs to EU cars, and to exempt certain strategic products such as aircraft from tariffs, but neither proviso appears in the executive order. The executive order imposes a blanket 15% tariff on EU goods to apply from 8 August. Goods already in transit before that date will enjoy the previous tariff rate of 10% until 5 October, the US order says. Any attempt to circumvent these tariffs will be penalized with a 40% duty on the goods concerned, the order adds. Despite the apparent omissions from the order, EU Trade Commissioner Maroš Šefčovič welcomed 'the first results of the EU–US deal". 'This reinforces stability for businesses as well as trust in the transatlantic economy,' he said on X, adding: 'EU exporters now benefit from a more competitive position.' Šefčovič also said, however, that 'the work continues', referring to ongoing negotiations on a joint statement intended to formalise the political trade agreement reached on July 27. Diverging narratives The Commission and the US administration are struggling to agree on a joint text, and up to now have pushed diverging narratives on the deal. Uncertainty remains over the fate of steel and aluminium, currently hit by 50% US tariffs, which, according to the Commission, are expected to soon be subject to lower tariff-rate quotas. Negotiations are also ongoing over a series of exemptions, as pressure mounts from the EU wine and spirits industry. In a factsheet published on Monday, the US also claimed that the EU committed not to apply telecommunications network usage fees in an upcoming Digital Network Act, which is currently being disputed between EU telecom companies and US tech giants in Brussels. On Thursday the Commission noted that a white paper on digital networks published in February 2024 assessed that imposing a network fee was 'not a viable solution'. 'Such an exemption would not apply to US company only,' a Commission spokesperson said.

Pakistan sentences 108 Imran Khan's party members over 2023 protests
Pakistan sentenced on Thursday 108 members of former Prime Minister Imran Khan's party to prison for their role in nationwide protests against the military in May 2023. The verdicts include a 10-year prison sentence for Omar Ayub Khan, a senior leader of Pakistan Tehreek-e-Insaf (PTI) and the official opposition leader. Although Omar Ayub was not among those who participated in the protests, he was found guilty by Pakistan's anti-terrorism court of aiding violence and plotting to incite riots and arson, according to media reports. In addition, six PTI lawmakers have been disqualified from parliament, further weakening the party's political presence. Opposition figures have slammed the verdict as "a dark moment" for the country's democracy. Gohar Ali Khan, chairman of PTI, condemned the latest convictions, describing the cases against Omar Ayub and others as 'baseless.' He noted that the verdicts were handed down just days before planned rallies marking the third anniversary of Imran Khan's convictions. PTI condemned the verdicts in a statement posted on X, saying: 'The leaders of the opposition in both houses (of parliament) were punished solely on the basis that they were loyal allies of Imran Khan's political narrative, public representation and constitutional struggle.' The party added that it would challenge the court's decision. The 9 May 2023 protests erupted after Khan's arrest during his court appearance in the Islamabad High Court. Demonstrations turned violent when Khan's supporters 'were accused of participating in attacks on military officers, government buildings and vehicles during the 2023 riots', defence lawyer Changaiz Kakar said. At least 10 people were killed during the unrest, prompting a nationwide crackdown on PTI. Since then, Khan has remained in prison, detained since August 2023, and continues to face more than 150 legal cases, including allegations of terrorism and leaking state secrets. He and his supporters insist the charges are politically motivated, aimed at dismantling his party's influence. Despite being barred from contesting the 2024 general election, PTI-affiliated candidates, running as independents, won the most seats in Pakistan's national assembly.
