
DHBVN told to pay compensation for 3-month delay in power connection in Gurgaon
Haryana Right to Service Commission
(HRTSC) has ordered Dakshin Haryana Bijli Vitran Nigam (DHBVN) to pay Rs 5,000 as compensation to a consumer for "undue mental harassment" caused by delays in granting an electricity connection. Initially, this amount will be paid by the South Haryana Electricity Distribution Corporation from its funds and can later be recovered from the responsible officials after an internal investigation. An HRTSC spokesperson said the inquiry revealed that city resident Bharat Yadav suffered "unwarranted mental distress without any fault of his own" and held the power utility accountable.
HRTSC expressed disapproval of the conduct of executive engineer Vikas Yadav, who acted as the first-level grievance redressal authority and failed to attend the hearing twice. It advised him to be cautious in the future and recorded his name in the database for monitoring his performance.

Yadav applied for a two-kilowatt domestic electricity connection on Jan 1. Despite his repeated visits to departmental offices, no clear reason was provided for the delay, he had said in his complaint. Eventually, the no objection certificate (NOC) was issued on March 26, 2025 — nearly three months later. Throughout this period, neither was his application rejected, nor was any communication provided, causing him unnecessary stress.

It was found that a letter sent to the builder on Dec 24, 2024 clearly said the approval to change the single-point connection to multi-point had been granted by the corporation's full-time directors on May 30, 2024. Despite this, the process was unnecessarily halted by the corporation's officials under the pretext of "electrification plan" approval. The commission clarified that such plans are only submitted by colonisers or other govt agencies, not by DHBVN itself when connections are issued directly by the corporation.
The investigation also found that the corporation had already purchased about 4,000 meters, indicating the intention to issue connections before the electrification plan approval. The commission noted if approximately 39 similar connections could be issued without plan approval, the complainant should not have been deprived of this facility. The commission deemed this entire incident as a violation of consumer rights and a clear case of negligence in service, approving a compensation of Rs 5,000 under Section 17(1)(H) of the Haryana Right to Service Act, 2014.

Real estate fraud: Absconding promoters of Universal Buildwell arrested
1 2 Chandigarh: The Directorate of Enforcement (ED), Gurugram Zonal Office, on Wednesday claimed to have arrested Raman Puri, Varun Puri and Vikram Puri – promoters and former directors of M/s Universal Buildwell Pvt Ltd – under the prevention of Money Laundering Act in a case related to alleged real estate fraud. The arrested accused, apprehended Tuesday night, were absconding for more than seven years and were declared proclaimed offenders by various courts in predicate matters. They were apprehended by the Delhi Police. The special PMLA court in Gurugram on Wednesday remanded the trio into ED custody until July 29. The ED had initiated an investigation into the case based on more than 30 FIRs registered under various sections of the IPC across Delhi NCR against M/s Universal Buildwell Pvt Ltd, Raman Puri, Vikram Puri, and Varun Puri for failing to complete real estate projects on time and cheating the homebuyers/investors of their hard-earned money. The company was taken to the CIRP (Corporate Insolvency Resolution Process), which resulted in a resolution plan for homebuyers/other financial contributors being accepted and NCLT (National Company Law Tribunal) ordering some assets to be delivered to the homebuyers, who were the financial creditors, and the remaining assets to be liquidated. Most of the homebuyers had invested in the project before 2010. The case stems from the fraudulent mobilisation of homebuyers/investors' funds by the accused persons through Universal Buildwell Pvt Ltd, based on false promises of completing the project by 2010 and also promising assured returns in commercial projects. The arrested persons are also accused of cheating various financial institutions through forgery and fraud. They reportedly transferred some assets at negligible rates, oversold existing inventory, and executed forged agreements for their personal benefits. In this matter, data collected from the resolution professional revealed that the company, through their accused promoters, collected more than Rs 1,000 crore over 12 years on eight different projects in Gurugram and Faridabad, namely Universal Trade Tower, Universal Greens, Universal Business Park, Aura, Universal Square, Market Square, The Pavilion, and Universal Prime. They allegedly utilised only part of the funds for development and siphoned off the funds to acquire lands and other assets for their personal gains through criminal misappropriation, cheating, forgery, and fraud.

30k properties have no mention in NMC database, not in tax net
1 2 Nagpur: A recent land use verification exercise by the development plan (DP) unit of Nagpur Municipal Corporation (NMC) revealed 30,000 previously unrecorded structures or properties within city limits. This discovery raises serious questions about tax evasion and gaps in civic data integration. The DP unit discovered the structures while verifying existing land use as part of its urban planning mandate. Following the revelation, the NMC's property tax department initiated a detailed cross-verification of the data. Officials plan to superimpose the new findings on the corporation's existing GIS (geographical information system) property database to identify properties not included in the tax net. Speaking to TOI, a senior official from the property tax department said, "The DP team surveyed and marked polygons for structures that do not exist in our current system. These structures may include buildings constructed on what were previously recorded as open plots, and we may already be levying tax based only on open plot status." He added that the property tax department will now overlay the new polygons received from the DP survey onto the GIS database to match them against the existing tax records. MCD: New dumping began after cleaning Singhola landfill site
New Delhi: Facing criticism for developing a fourth landfill at Singhola after Okhla, Bhalswa and Ghazipur, Municipal Corporation of Delhi claimed that it cleared all the deposited silt at the 7.2-acre location through bioremediation by mid-June. Over six months, 7.59 lakh MT of silt was removed. Following the site clearance, the dumping of silt from eight zones—Shahdara North, Shahdara South, Civil Lines, City SP, Rohini, Narela, Keshav Puram and Karol Bagh—started on July 1 as no alternative location was available, officials said. Daily bioremediation and biomining processes were implemented to prevent substantial waste accumulation, they added. In 2018, Delhi Development Authority allotted the land in Khampur village to the erstwhile east corporation for silt disposal. Subsequently, other agencies, including Public works Department and the irrigation & flood control department, also began utilising the site to dump silt collected during their yearly pre-monsoon drainage cleaning operations. "As a result, within five years of the allotment, the land ran out of capacity," said an official.
