Lebanon adopts draft banking law: Minister

Beirut (AFP)Lebanon adopted a draft law on restructuring its banking sector on Saturday, a condition for unlocking international aid to help it emerge from an economic crisis it has suffered since 2019."It is the first time a (Lebanese) government has approved a bill of this kind," Information Minister Paul Morcos said after a cabinet meeting."This draft law has been, and remains, a demand of both legal experts and international institutions keen on helping Lebanon."In February, the International Monetary Fund said it was open to a new loan agreement with Beirut following discussions with recently appointed Finance Minister Yassine Jaber."In just a few weeks, since adopting the banking secrecy lifting bill, we have accomplished a series of necessary reforms for Lebanon," Morcos said, adding that these were "in line with the requirements of the agreement with the IMF".The Office of the United Nations Special Coordinator for Lebanon (UNSCOL) welcomed Saturday's move."The two draft banking laws adopted by #Lebanon's cabinet are further signs of the Government's commitment to the reform and strengthening of the State," UNSCOL posted on X."This positive momentum must continue in parliament and of course, later, in practice."Morcos said: "A third step will follow these two measures in the near future: the development of a bill aimed at addressing the financial deficit."Lebanese officials including new central bank governor Karim Souaid are due to meet IMF representatives later this month at a World Bank meeting in Washington.Lebanon's economic crash since 2019 has seen the Lebanese pound lose most of its value against the US dollar and pushed much of the population into poverty, with ordinary people locked out of their savings.
The international community has long demanded major fiscal reforms to unlock billions of dollars in international aid to restart the Lebanese economy in the wake of the crisis, blamed on mismanagement and corruption.

Saudi unemployment drops to record low of 6.3% in Q1 2025
RIYADH — The unemployment rate among Saudi nationals dropped to an all-time low of 6.3% in the first quarter of 2025, marking the lowest level since the Kingdom began publishing labor force data, according to the latest figures released by the General Authority for Statistics. This historic decline was largely attributed to the increasing participation of Saudi women in the labor market. The female unemployment rate fell to a record-low 10.5%, a year-on-year drop of 3.6 percentage points. Meanwhile, the labor force participation rate among Saudi women edged up by 0.3 percentage points to reach 36.3%, while the employment-to-population ratio rose by 0.7 percentage points to 32.5%. The unemployment rate among Saudi men also continued its downward trend, falling slightly to 4.0%, a year-on-year decline of 0.2 percentage points. The Kingdom had initially set an ambitious Vision 2030 target to reduce Saudi unemployment to 7% by the end of the decade, an objective it surpassed ahead of schedule by the end of 2024. As a result, the government has revised its target downward to 5% by 2030. In its concluding statement last week following Article IV consultations, the International Monetary Fund (IMF) commended Saudi Arabia's ongoing labor market reforms, noting that the unemployment rate among Saudi citizens had already dropped to 7% in 2024, well ahead of Vision 2030 targets. China rolls over $3.4 billion of commercial loans to Pakistan
China has rolled over $3.4 billion in loans to Islamabad, which together with other recent commercial and multilateral lending will boost Pakistan's foreign exchange reserves to $14 billion, a finance ministry source said on Sunday. Beijing rolled over $2.1 billion, which has been in Pakistan's central bank's reserves for the last three years, and refinanced another $1.3 billion commercial loan, which Islamabad had paid back two months ago, the source said. Another $1 billion from Middle Eastern commercial banks and $500 million from multilateral financing have also been received, he said. 'This brings our reserves in line with the IMF target,' he said. The loans, especially the Chinese ones, are critical to shoring up Pakistan's low foreign reserves, which the IMF required to be over $14 billion at the end of the current fiscal year on June 30. Pakistani authorities say that the country's economy has stabilised through ongoing reforms under a $7 billion IMF bailout. Few days earlier, the Asian Development Bank (ADB) has approved a $800 million financing programme to support Pakistan's fiscal sustainability and strengthen its public financial management systems, the Associated Press of Pakistan (APP) reported, citing a press release issued by the ADB. The initiative, titled the 'Improved Resource Mobilisation and Utilisation Reform Programme - Subprogramme 2,' includes a $300 million policy-based loan and ADB's first-ever policy-based guarantee of up to $500 million.
