Congress general secretary in-charge communications Jairam Ramesh pointed out that in his July 14 meeting with China's Vice President Han Zheng, External Affairs Minister S Jaishankar stated that the India-China bilateral relationship "has been steadily improving since the meeting between Prime Minister Narendra Modi and President Xi Jinping in Kazan last October" and that "continued normalisation of our ties can produce mutually beneficial outcomes".

"Perhaps we should remind the EAM of recent developments in bilateral ties since the PM's last tete-a-tete with President Xi: China gave total support to Pakistan during Operation Sindoor, turning it into a testing ground for network-centric warfare and weapon systems such as the J-10C fighter and PL-15E air-to-air missile and assorted drones," he said in a statement.

When are the External Affairs Minister and Prime Minister Modi going to take the people of India into confidence and hold a detailed debate on China in Parliament -- as the Congress has been calling for since 2020, he said.
The Congress hopes that the prime minister will finally agree to such a discussion and break the five-year drought in the forthcoming Monsoon session of Parliament, Ramesh said.
"If Parliament could debate the border situation in November 1962 when the Chinese invasion was at its peak, why cannot we discuss now, especially given that both sides appear to want renormalisation (albeit without necessarily restoring the May 2020 status,quo on the Line of Actual Control in Eastern Ladakh)?" the Congress leader said in his statement.
It is essential to build a national consensus on the critical security and economic challenges arising from China's rise as the world's leading manufacturing power and its position as the second-largest economy, one that may well surpass the United States within a decade, Ramesh said.
His remarks came a day after Jaishankar, during his talks with Yi, said India and China should build on "good progress" in normalising bilateral ties to address border-related issues, including de-escalation, and it is essential to avoid "restrictive trade measures and roadblocks".
Jaishankar also held talks with Chinese Vice President Han Zheng and conveyed to him that continued normalisation of bilateral ties can lead to mutually beneficial outcomes.

Patna: The state cabinet on Tuesday approved the Bihar Pumped Storage Promotion Policy, 2025, which marks a major milestone in Bihar's renewable energy journey, aiming to attract clean energy investments and develop long-term energy storage solutions. In comparison to other states, Bihar policy offers more investor-friendly incentives. Developers will be exempted from water cess during the initial reservoir filling. They will also receive concessions on intra-state power transmission charges. Moreover, no contribution will be required towards Local Area Development Fund, and the state will not demand any free royalty power from these projects, making Bihar one of the most attractive destinations for pumped storage investment in India. Under the new policy, the govt will facilitate early identification and allocation of non-forest land for such projects. Patna: Bihar became the first state in the country to launch an Integrated Land Records Management System (ILRMS)-Spatial Mutation portal, developed by IIT-Roorkee, on Tuesday, said revenue and land reforms minister Sanjay Saraogi. Spatial mutation is a process, through which automatic updating of revenue maps and rights records will be possible after purchase and sale of land or inheritance. Under this, the 'raiyat' will first have to apply for a pre-mutation sketch before purchasing and selling land, on the basis of which, applications will be made for registration of land and mutation. This portal will update not only 'jamabandi' with the purchase and sale of land, but also the map. Saraogi said everyone will start getting the benefit of the spatial mutation soon after the work on the special survey is completed. Quick justice and quick work is the main objective of the department, he added. Additional chief secretary Deepak Kumar Singh said the department has a plan to launch this system in all those villages where the final rights record has been published under the special survey. Professor Kamal Jain of IIT-Roorkee said the GIS solution, developed by the institute, and used in it has been done under 'Make in India' programme. In this new process, all 'raiyats' will be given an account number and after the purchase of land, the 'khesra' will be added to their account. Under this process, govt land will be saved from tampering as it will not be available in the login of common 'raiyats'. This will eliminate the need to make changes in the maps manually and the entire process will be transparent, accurate and time-bound. Under the ILRMS, all digital services, including local mutation will be made available to the citizens simultaneously on one platform. There are several other benefits of the system as well. Now, common citizens will be able to see the status, size and location of their land online, along with the map concerned, increasing transparency in purchase and sale. Also, with the availability of accurate land information, the benefits of various govt schemes will be available to the right eligible beneficiaries. Besides, updating of revenue maps will make the boundaries of govt land, public places, roads, canals etc. clear, which will make it easier to identify and control encroachment.
