'Murderers must reveal where bodies are hidden to get parole' says ex-top cop

The ex-police chief who brought serial killer Peter Tobin to justice says murderers who do not reveal locations of victims' bodies should never be released.
David Swindle tells our Criminal Record podcast that he backs a Suzanne's Law where the killer must disclose their victim's whereabouts if they are to be considered for parole.

The Scottish Government has included a proposal for a Suzanne's Law in the Witnesses, and Justice Reform (Scotland) Bill which is going through parliament.

Suzanne's Law is named after office worker Suzanne Pilley, who was murdered by colleague and ex David Gilroy in 2010.
He was sentenced to life in 2012 but has never revealed what he did with her body, which is believed to be buried in Argyll.
Other high-profile cases include Arlene Fraser, Margaret Fleming and Lynda Spence. Swindle, who probed more than 100 murders in a 34-year police career, said: 'We need to have something like a Suzanne's Law to stop people getting out if they don't reveal what they did with the body.
'With Suzanne Pilley her body has never been found and there is a person convicted of that, the same as Arlene Fraser, Margaret Fleming and Lynda Spence.
'These people have never revealed what they did with the bodies. If they don't reveal what they did they should not then be eligible for parole. If your loved one is murdered by someone who is in prison and has never revealed what they did with the body, you would not want them to get out.'

Swindle, who retired in 2011, says a murder without a body leaves victims' families in limbo.
He added: 'People think by destroying the body that there is no evidence but you will still be caught.'

England and Wales already have a similar measure – Helen's Law.
Suzanne's dad Rob died in 2019 without knowing where she was buried. Detectives believe Gilroy killed her in the building where they worked in Edinburgh after he confronted her over ending their affair.

Arlene, from Elgin, Moray, vanished from her home in 1998 after her c hildren went to school.

Her husband Nat Fraser, who is serving life for her murder, has refused to say what became of his wife.
Avril Jones and Edward Cairney were jailed for life in 2019 for killing Margaret, 19, at their home in Inverkip. They refused to say where they put her.
Financial adviser Lynda was abducted, tortured and killed in 2011. Colin Coats and Philip Wade were convicted of killing the 27-year-old Glaswegian in 2013. Her body has never been found

Swindle led the probe into Tobin's murder of Polish student Angelika Kluk in Glasgow in 2006 for which he got life.
He set up Operation Anagram which led to Tobin being convicted of the murders of Vicky Hamilton, 15, and Dinah McNicol, 18.

A Scottish Government spokesperson said: 'The Justice Secretary supported an amendment at Stage 2 in May which requires the Parole Board to take account of whether the prisoner has information about the disposal of the victim's remains but has not disclosed it.
'If the Bill is passed then this will become law.'

As Glasgow Live reports, the UKIP leader was in the city for a "mass deportation" rally, which was met by counter-protesters. ‌ Tenconi claims in the post that he stopped after spotting the man 'lying unconscious in the street', and he continued to film the man while he waited for an ambulance to arrive. ‌ In the video, he says: "I just don't understand people just walking by. I've been trying to assist this man for 10 minutes - on the phone to 999. I don't get it. People just walking by, they don't care. "It's unacceptable. You've got to help people, guys." The clip, which has been viewed over half a million times, was slammed by supporters and critics alike, with some branding the move a 'new low'. ‌ One person wrote: "Wow filming him for clicks and engagement. You earned top stars in the virtue signalling league today mate. All praise your virtue and compassion." Another added: "New low - filming an unconscious guy for engagement." A third said: "You really have to question both the ethics and political instincts of somebody who would film and upload this. What the hell are you doing?" ‌ A fourth wrote: "I actually did the same thing a couple of weeks ago - didn't film it (with my 2nd phone,) didn't publish my do goodery on the internet. Just spent a few minutes of my time to help. That's all. If hope if I was in that position, someone would help me, not post my predicament on X." The UKIP leader added: "People like me don't care about being liked", and says he decided to film to highlight that no one else stopped to help the man. Tenconi added: "Maybe those who disapprove of the video should question why I made it rather than be so quick to judge and slander. "As for my justifications for filming., I've explained this very clearly in the caption of the video on X. I am disgusted that many people walked past and didn't stop to help. The video highlights how desensitised and accepting many people in Glasgow are of violence, crime, and not loving thy neighbour. "I knew how many people would see that video and when the paramedic was asking me to wait with the man, I took 20 seconds to highlight this. "I do not regret showing the man's face, I hope that someone who knows the man sees the video and does something to help him. Maybe this is the wake up call — his friends and family need to do the right thing."

Households next to Donald Trump's golf course in Aberdeenshire have been temporarily evacuated this afternoon. ‌ The Record spoke to one local resident who said she has been "abruptly" ordered to leave her cottage in the village of Balmedie, despite still being dressed in pyjamas. ‌ Stephanie McAllister, 38, said she was surprised by the instruction and lives yards from Donald Trump's golf club. ‌ The mum-of-one was left standing outside Old Aberdeen Road in Balmedie while the US President prepares to depart Scotland and fly back to Washington DC. Part of the road is closed, with golf course staff and security officers pushed back beyond road barriers during the ongoing incident. Stephanie said: "A man forced us to leave the house. it was really abrupt. ‌ "I'm not happy about it. People deserve to know what's happening. I've held my tongue." Liam and Noel Gallagher's forgotten older brother, Paul, had remained outwith the spotlight for many years before he was charged with rape and violent sex offences this week following a police investigation from last year. Paul Gallagher, 59, who is the older brother of the Oasis stars, is facing a number of serious allegations including rape, sexual assault, coercive control and making threats to kill. ‌ The alleged crimes are said to have taken place between 2022 and 2024 and involve one female victim. Gallagher is set to appear before magistrates next month. The Met Police confirmed: "A man has been charged with numerous offences - including rape, coercive control and sexual assault. ‌ "Paul Gallagher, 59, of Manor Park Road, East Finchley, has been charged with rape, coercive and controlling behaviour, three counts of sexual assault, three counts of intentional strangulation, two counts of making a threat to kill and assault occasioning actual bodily harm. ‌ "The offences are reported to have taken place between 2022 – 2024. The charges follow an investigation which commenced in 2024. A woman is being supported by specially-trained officers. Gallagher will appear before Westminster Magistrates' Court on Wednesday, 27 August." The charges come in the midst of his younger brothers' return to the spotlight on their Oasis Live 25 reunion tour. ‌ The rock icons' next stop after their three remaining shows at London's Wembley Stadium this week and next is Scotland, where they will play three nights at Edinburgh's Murrayfield Stadium on August 8, 9 and 12. Liam asked Paul to be his best man at his wedding to fiancee Debbie Gwyther, which has still not taken place due to it being postponed multiple times. The pair had been due to tie the knot in 2023 but it got pushed back due to Liam's hip surgery. ‌ Throughout Liam and Noel's 15-year feud, which they finally put to bed last year after announcing an Oasis reunion, Paul remained in regular contact with both of them. However, he said he would meet up with Liam 'every other day'. Despite this tight knot bond, Paul has never had any involvement in Oasis. Instead he decided to pursue two very different careers as a DJ and a photographer. ‌ Speaking about what it was like to grow up with the Oasis stars in his 1997 memoir Brothers: From Childhood to Oasis, he said: "We were just brothers and on the outside we appeared the same as anybody else, if a bit more argumentative and disagreeable. 'Then one day they both showed a staggering talent for music and a surge of confidence that led them to achieve. It left me questioning my life.' ‌ Paul recalled how he had once asked Liam and Noel whether he could tour with them to help oversee their merchandise sales. He also later suggested that he could be in charge of setting up an official band fan club. However, the eldest Gallagher brother claims the pair were not interested in his involvement with their band. Paul appears to have not let their stardom bother him too much as he insists that he prefers to 'float around invisible'. ‌ Speaking on the Michael Anthony Show podcast in 2023, Paul said he can also sing but gave it up after his brothers became international rockstars.
