Millet Engineering Bureau, the firm overseeing the design and implementation of the 'Sama Bay' project on the Galali waterfront, announced that the second phase has surpassed 90% completion and is on track for full delivery in the near future. According to the Bureau, the initial phase of 'Sama Bay' covered a total area of 75,000 square meters in a prime coastal location. This phase introduced a vibrant mix of facilities including 14 retail units with flexible leasing options, 14 food trucks integrated within an open-air service zone, and two fully equipped public beaches designed to accommodate recreational and leisure activities. Additionally, the development features a 1.5-kilometer promenade that seamlessly links the various components of the project, offering both a sporting and leisurely experience. The phase also introduced 'Al Nakheel Premium,' a state-of-the-art open-air fitness Gym nestled in a natural environment, alongside multiple sports amenities such as a football field, padel courts, and a variety of outdoor seating areas distributed throughout designated relaxation and social zones. The second and final phase of the project significantly elevates the waterfront experience through the addition of six architecturally distinct buildings with direct sea views, each designed to accommodate two restaurants. Together, these twelve venues will offer a diverse array of dining experiences, thoughtfully curated to appeal to a wide range of tastes and culinary preferences. Dr. Salman Alghatam, General Manager of Millet Engineering, stated that work on 'Sama Bay' has progressed in alignment with the project's master schedule and in accordance with the highest engineering and quality standards. Dr. Alghatam added, 'In a remarkably short span, the project has emerged as a flagship destination for tourism, recreation, and lifestyle activities, drawing widespread interest from Muharraq residents, citizens, and international visitors alike. Its strategic coastal setting, combined with thoughtfully designed spaces, offers a seamless and enriching experience that meets a broad spectrum of interests while delivering outstanding quality and comfort.' said Dr. Alghatam remarked that since the launch of the first phase, 'Sama Bay' has attracted strong visitor engagement and served as a venue for major public events such as Bahrain Sports Day, affirming its role as a dynamic hub for wellness and community life.
The second phase represents a pivotal advancement, introducing an exclusive array of seaside dining venues designed to deliver exceptional culinary experiences in an idyllic setting. These additions are set to further elevate the project's profile as a signature destination and a driver of both tourism and economic growth, in alignment with Bahrain's Tourism Strategy 2022–2026 and the national development goals outlined in Economic Vision 2030.

He credited the platform for improving transparency and speeding up approvals while aligning services with Bahrain's Economic Vision 2030. Tech-enabled integration Benayat serves as Bahrain's unified portal for building permits, offering engineering offices full digital access to application submission, fee payment, project tracking, and site requirements via an interactive national map. The platform is fully integrated with the National Geographic Information System, which features more than 300 geospatial data layers used by over 30 public and private agencies. According to the minister, this digital transformation ensures faster approvals, more efficient urban planning, and better coordination between government bodies, ultimately enhancing investor experience and service quality. The National Bureau for Revenue (NBR) carried out 724 inspection visits across local markets in Bahrain during the first half of 2025, as part of its ongoing efforts to strengthen compliance with Value Added Tax (VAT) and Excise Tax regulations. In a statement, the NBR said these visits aim to protect consumer rights, combat tax evasion, and ensure that businesses apply VAT and excise rules properly. As a result of the inspections, the Bureau recorded 71 violations related to VAT laws, leading to administrative fines. The most common offense was the failure to comply with VAT invoicing requirements. Other violations included: Displaying prices without including VAT Not showing a valid VAT registration certificate Not issuing VAT invoices Issuing VAT invoices for goods or services that are not subject to VAT In terms of excise tax enforcement, the NBR identified 8 violations for possessing excise goods without paying the required tax. Legal actions and penalties were applied accordingly. Additionally, the inspections uncovered 8 suspected cases of VAT and excise tax evasion. Legal procedures are currently underway. The penalties for VAT evasion can include up to five years in prison and fines up to three times the evaded amount. For excise tax evasion, penalties can reach one year in prison and fines double the unpaid tax. The NBR emphasized the importance of complying with tax regulations and urged the public to report any violations.
