
1,200 kg cocaine, shell companies & a Dubai kingpin—Delhi Police charge sheet in Rs 13,000-cr drug bust
Of them, 14 of the accused, including ex-leader of Congress Tushar Goyal, landed in the net of the Special Cell of Delhi Police last year following cocaine seizures.
New Delhi: Delhi Police have filed a 10,000-page chargesheet in the over-1200 kg, Rs 13,000 crore-worth cocaine haul case, naming 19 accused.
Last year, the police had succeeded in arresting Baisoya's younger brother, Ravinder.
The cocaine case dates back to October 2024, when investigators claimed to have seized 562 kg of cocaine and 40 kg of Thai marijuana from godown in Delhi's Mahipalpur after a three-month probe. They arrested Tushar Goyal and three others at the time.
A slew of arrests followed, with accused Jitendra Pal Singh alias Jassi captured from the Amritsar airport. At the time, the Special Cell conducted consecutive raids, including in Gujarat at the Ankleshwar-based manufacturing unit of Aavkar Drugs, a company that produces precursors to cough syrup.
Sources in the police said the gang manufactured the final product, sellable cocaine, in two stages in Gujarat and Delhi.
'The chargesheet mentions three shell pharma companies that Virender created on forged identities, with the shell companies used for transactions and for buying raw materials and then selling them,' a police source said.
The shell companies procured raw materials from five genuine pharmaceutical firms located across South India and in Gujarat, police sources said, adding that they have not charged those firms. After the probe, the police found those companies had no role in the syndicate and that the gang fraudulently procured chemicals from them, a police source said.
Once the gang had fraudulently procured the raw chemicals from the pharma companies, they processed the chemicals in Avkar. From Avkar, the gang sent the drugs to Delhi in trucks and other vehicles via Uttar Pradesh.
'Here, [in the Capital], Tushar Goyal mixed the chemicals with the cocaine mixture coming from South American countries via Dubai,' another police source said.
Police sources said Baisoya's son was handling the coordination between key players such as Tushar Goyal and Jitendra Pal Singh.
'Virender Baisoya is the kingpin. He arranged all the logistical aid and decided how and where the drugs should reach,' the first source said.
Baisoya is an accused in the Meow Meow drug case that came to the fore in February last year. The case involved Mumbai Police tracing contraband to Delhi and Pune and seizing 1,700 kg, worth over Rs 3,000 crore.
Sources in the Delhi Police said that in the current case, technical evidence, mobile data records, CCTV footage, transaction records, and digital footprints, other than seizures, formed the crux of the evidence.
'There are some other key associates of Virender Baisoya, who are also involved in the syndicate. Further investigation is on,' a source said.
The police suspect Basoiya left India after the 2024 drug haul. The Delhi Police probe began at the time based on intelligence inputs about drug consignments, pre-festive season or pre-music concerts, last year.

Lohra Bhagat worked as a Senior Accountant in the Department of Post and Deputy. Chairman, Bihar State Scheduled Tribe Commission, Patna, from July 2010 and July 2013. During these three years, he drew a salary of Rs 3,41,444 from the Government of India's postal department and Rs 14,87,591 and other miscellaneous expenses, like a leased vehicle of Rs 32,850 per month, from the Government of Bihar. The Central Bureau of Investigation (CBI) registered the case on March 31, 2014, against Lohra Bhagat and others. The proceedings began on the basis of a complaint alleging that Lohra Bhagat, while serving as Senior Accountant in the office of the Director of Accounts, Patna, Postal Department, during the years 2010-2013, got himself appointed as Deputy Chairman of the Scheduled Tribe Commission in the Government of Bihar. He also functioned on the Bihar government's Scheduled Tribe panel for three years by using forged documents and assumed the name Lalit Bhagat. Therefore, he enjoyed both posts and received a salary from both departments, the CBI said. During the investigation, it was revealed that Lohra Bhagat and Lalit Bhagat are two names of the same person. The Court held that Lohra Bhagat alias Lalit Bhagat, by his above acts of omission and commission, cheated both the Government of India and the Government of Bihar and caused wrongful loss of Rs 3,41,444 and Rs 14,87,591 respectively and corresponding gains to himself. After the investigation, a charge sheet was filed by the CBI on March 31, 2015, against the accused. The Special Court found merit in the charges against the accused and sentenced him accordingly. During the investigation, the CBI also investigated the role of Bihar government functionaries who helped the postal department's employee get himself appointed to the Scheduled Tribe Commission using forged documents.

Man gets 10 years jail for raping his worker in West Godavari
A man was sentenced to 10 years imprisonment after being convicted of raping a 25-year-old woman in a 2021 case registered under Penugonda police limits in West Godavari district. The victim's parents had lodged a complaint with the police after the accused, Anjuri Prasanna Kumar refused to marry the woman. In an official release, West Godavari Superintendent of Police Adnan Nayeem Asmi said; 'Mr. Prasanna Kumar sexually exploited the woman after engaging her in his farm field for seven years, promising to marry her.' On Tuesday, the Eluru-based court also imposed a fine of ₹5000 fine on the convict.

Court sends Chaitanya Baghel, son of ex-Chhattisgarh CM, to judicial custody in liquor 'scam'
A special court in Raipur on Tuesday (July 22, 2025) remanded Chaitanya Baghel, son of senior Congress leader and former chief minister Bhupesh Baghel, in a 14-day judicial custody in a money laundering case linked to the alleged liquor scam. Mr. Chaitanya was arrested by the Enforcement Directorate (ED) on July 18 following a search at his house which he shares with his father in Bhilai town of Durg district in the State. The accused was produced before the court of Additional District and Sessions Judge (VI) Damarudhar Chouhan on Tuesday on expiry of his ED custody, the central probe agency's counsel Saurabh Kumar Pande told reporters. During his custodial remand, Mr. Chaitanya was interrogated and confronted with statements and documents during which he conceded at many points. There was not much left for interrogation so the ED requested the court for his judicial custody, he said. The court sent him to jail in judicial custody till August 4, he added. If required, he can be questioned by the agency with the court's permission, he said. The ED claimed in a statement that Chaitanya "handled" more than ₹1,000 crore worth of "proceeds of crime" generated from a liquor "scam" in the State and used ₹16.7 crore for the development of his real estate project. "Chaitanya was in receipt of proceeds of crime worth Rs 16.70 crore. He had used his real estate firms to intermingle the said funds. It was found that he had utilised the said cash amount (proceeds of crime) in development of his real estate project," it said. His father Bhupesh Baghel has alleged that central agencies were being misused to target the opposition leaders, but stressed that he trusted the judiciary and would cooperate. The former CM has alleged that the ED action against his son was initiated to divert attention from the "illegal tree felling" for coal mines in the state as the Congress was set to raise the issue in the state assembly last week. The Congress on Tuesday staged "chakka jam" (road blockade) in different parts of the state to protest against the ED's action. The ED has said that the alleged scam resulted in a "massive loss" to the state exchequer and filled the pockets of the beneficiaries of a liquor syndicate with over ₹2,100 crore. The "scam" in the state, according to the ED, was orchestrated between 2019 and 2022 when Chhattisgarh was governed by the Bhupesh Baghel-led Congress government. In January, the ED arrested former Minister and Congress leader Kawasi Lakhma, besides Anwar Dhebar, former IAS officer Anil Tuteja, Indian Telecom Service (ITS) officer Arunpati Tripathi and some others as part of their investigations in the case. The EOW/ACB registered the FIR on January 17 last year, about a month after the BJP defeated the Congress in the 2023 assembly polls, and named 70 individuals and companies, including former Excise Minister Kawasi Lakhma and former chief secretary Vivek Dhand. According to the ED, the alleged commission generated through the illegal sale of liquor was shared "as per the directions from the highest political executives of the State".
