
The US faces more frequent extreme weather events, but attitudes and actions aren't keeping up
Before 2021, the typically temperate Pacific Northwest and western Canada seemed highly unlikely to get a killer heat wave, but they did. Tropical Hawaii once felt an ocean away from drought-fueled wildfires, until it wasn't. And many in inland North Carolina figured hurricanes were a coastal problem until the remnants of Helene blew in last year.
Climate change is making extreme weather events more frequent and intense, according to climate scientists and government data. But people and governments are generally living in the past and haven't embraced that extreme weather is now the norm, to say nothing about preparing for the nastier future that's in store, experts in meteorology, disasters and health told The Associated Press.
'What happens with climate change is that what used to be extreme becomes average, typical, and what used to never occur in a human lifetime or maybe even in a thousand years becomes the new extreme," Princeton University climate scientist Michael Oppenheimer said. "We start to experience things that just basically never happened before.'
The 10-year summer average of the National Oceanic and Atmospheric Administration 's climate extreme index, which tracks hurricanes, heavy rain, droughts and high and low temperatures, is 58% higher than it was in the 1980s.
Despite the grim trajectory, society isn't acting with enough alarm, Oppenheimer said.
'There's plenty of evidence that we sit there and do absolutely nothing while these risks are coming right at us like a moving railroad train and we're standing in the tracks. And then all of a sudden, bam,' he said.
Shifting public perspective
Although the changing climate is the biggest problem, the way we react to or ignore the changes could make a bad situation worse, experts said.
Marshall Shepherd, a University of Georgia meteorology professor who previously served as president of the American Meteorological Society, said people tend to base decisions on how they fared during past extreme weather events, including storms that didn't end up directly affecting them. This leaves them overly optimistic that they'll also fare well today, even though storms have grown more fierce.
He points to the Texas flooding.
'That is flash flood alley. We know that floods happen in that region all the time. ... I've already seen normalcy bias statements by people in the regions saying, well, we get flooding all the time,' Shepherd said, pointing out that the amount of rain that fell in only a few hours last week was anything but normal.
People need to shift how they think about disasters, even if they don't live in the most disaster-prone locations, said Kim Klockow McClain, an extreme weather social scientist at the University Corporation for Atmospheric Research who studies communicating disaster warnings and risk.
'The message needs to be, if you're used to some degree of nuisance flooding, every so often, look at what happened in Texas and realize that this is a shifting baseline,' she said.
Ignoring the problem won't make it disappear
Time and again after catastrophic storms and wildfires, people whose lives were upended say they didn't think it could happen to them. This mindset helps people cope, but with extreme weather happening more frequently and in more places, it can prevent them from adequately preparing.
'It's sort of a psychological mechanism to protect us that it can't happen to me,' said Susan Cutter, co-director of the Hazards Vulnerability & Resilience Institute at the University of South Carolina.
Surviving past extreme events can leave people believing that it won't happen again or, if it does, that they'll be fine, said Lori Peek, director of the Natural Hazards Center at the University of Colorado. She said this overconfidence can be dangerous: 'Just because I've lived through a fire or a flood or a hurricane or a tornado, that does not mean that the next time is going to look like the last time.'
What's being done
As the weather has grown more extreme, our ability to prepare for and react to it hasn't kept pace, the scientists said.
'Infrastructure is aging in our country and is more vulnerable given the fact that there are just simply, as a matter of fact, more people living in harm's way,' Peek said. 'As our population has continued to rise, it's not only that we have more people in the country, it's also that we have more people living in particularly hazardous areas like our coastal areas.'
The Trump Administration's mass layoffs and planned cuts to agencies that study climate and help warn of and deal with disasters — the Federal Emergency Management Agency, the National Weather Service and research labs at the National Oceanic Atmospheric Administration and the U.S. Geological Survey — could further worsen the situation, several experts said.
Smart and experienced people have already left these agencies and it could take years to make up for their knowledge and abilities, they said.
'We're destroying the capability we have that we're going to need more and more in the future,' Oppenheimer said.
As for future disasters, the country needs to figure out and plan for the worst-case scenario instead of looking to the past, Peek said.
'This is our future,' Peek said. 'It's obvious that we're living into a future where there are going to be more fires and floods and heat waves."

Nordic countries hit by ‘truly unprecedented' heatwave
Cold Nordic countries are being seared by 'truly unprecedented' heat, as hot weather strengthened and lengthened by carbon pollution continues to roast northern Europe. A weather station in the Norwegian part of the Arctic Circle recorded temperatures above 30C (86F) on 13 days in July, while Finland has had three straight weeks with 30C heat. Scientists say it is the longest streak in records going back to 1961, and 50% longer than the previous record. 'Truly unprecedented heatwave still in full swing with maximum today about 32-33C,' said Mika Rantanen, a climate scientist at the Finnish Meteorological Institute, in a social media post on Thursday. 'Even the Arctic regions … have seen three weeks above 25C, and may rival tomorrow their August heat records.' The Norwegian Meteorological Institute said temperatures above 30C were recorded on 12 days in July by at least one station in its three northernmost counties. Although the country had a brief respite last week as hot weather moved north and east, the institute said it expected temperatures of 30C might be reached again over the weekend. 'We have some hot days ahead of us in northern Norway,' it said. In Sweden, meteorologists said long-term heatwaves were noted at several stations in the north of the country, with a weather station in Haparanda measuring 25C or more for 14 days in a row. In Jokkmokk, Lappland, the heatwave lasted for 15 days. 'To find a longer period at these stations, you have to go back more than a century,' said Sverker Hellström, a scientist at the Swedish Meteorological and Hydrological Institute. Blistering heat swept northern Europe in mid-July, driven by hot waters off the Norwegian northern coast and a stubborn area of high pressure that brought temperatures in the Nordics 8-10C above seasonal norms. The region has also since been hit by storms and lightning strikes that have sparked wildfires. The hot weather has taken people by surprise in a part of the continent better adapted to the cold. Researchers have found that countries such as the UK, Norway and Switzerland will face the greatest relative rise in uncomfortably hot days as the planet heats up, and have warned that their infrastructure is not well-suited to cope. On Wednesday, an ice rink in northern Finland opened its doors to people seeking refuge from the heat after they overfilled the local hospital's emergency room, according to Finnish media. On Thursday, herders warned that their reindeer were on the verge of dying in the heat. Swedish radio reported that foreign tourists heading north to Scandinavia for 'coolcations' had instead encountered dangerous heat warnings. 'As climate change progresses, exceptionally severe heatwaves will intensify,' said Heikki Tuomenvirta, a scientist at the Finnish Meteorological Institute. Explainer: How prepared are U.S. grid operators for extreme heat this summer?
Aug 1 (Reuters) - Grid operators across the U.S. are revamping their forecasting methods, introducing reforms to power markets and streamlining interconnection processes to quickly connect more energy to the grid, as a potent combination of extreme weather and data center growth elevate power demand this summer. High temperatures and the expansion of power-hungry data centers are set to push 2025 summer power consumption to higher levels than the past four summers, federal regulators said earlier this year. Heat waves have already strained the power grid in parts of the country in recent weeks. 'Extreme weather events are becoming more common, and we are adjusting our planning for that,' said Dan Lockwood, PJM Interconnection spokesperson. Here's how grid operators are positioned to meet demand this summer, and longer-term measures they are taking to shore up the system. Heading into the summer, PJM had forecast power consumption to peak at just over 154,000 MW. The company, which is the largest grid operator in the U.S. and serves one in five Americans, said it is prepared to meet that demand, but warned that it could touch an all-time high of 166,000 MW in an extreme scenario. In that case, it would call on customers to reduce their power use in exchange for compensation. PJM has been streamlining its interconnection process to bring new power onto the grid. It has also fast-tracked projects that do not require extensive grid upgrades to connect to the system to get them online quicker. California Independent System Operator estimated it has a power surplus of 1,451 MW this summer, measured against the industry-standard, one in 10 year emergency event. That marks a reversal from three years ago, when it estimated a shortfall of 1,700 MW. CAISO has also been moving to quickly add new power to its grid, with around 25 GW added over the last five years, said Dede Subakti, vice president of system operations. Much of this has been battery storage, which helps balance supply and demand, bringing CAISO's total pool of battery storage to 11 GW. 'With all this additional capacity, we're sitting pretty good with 2025 summer,' Subakti said. However, the grid could still see shortfalls if a prolonged heat-wave affects the entire West, or if potential wildfires damage power transmission lines, CAISO said. ISO New England anticipates electricity demand will touch 24,803 MW this summer under normal weather conditions - and potentially 25,886 MW in case of extended heat waves - but expects to have adequate power to meet that. ISO-NE is one of the grid operators that is evaluating changes to its capacity auction to bolster grid reliability. This includes transitioning to a 'prompt' auction, held shortly before the power is needed, compared with the current practice of holding them three years in advance. In addition, it is looking to move to two seasonal commitment periods per year for the auction, to tackle the distinct risks that summer and winter demand pose to the grid. It intends to file an initial proposal for this new market structure with federal regulators before year end. Midcontinent Independent System Operator predicted that peak demand in its footprint could reach nearly 123 GW this summer, with roughly 138 GW of available power generation to meet that. Like other grid operators, however, it warned that extreme weather events still present a risk to the grid. MISO, which has been operating near its minimum reserve margin requirement since 2022, has also been making changes to its wholesale markets as grid risks grow, including assessing the reliability of its infrastructure on a seasonal basis. It implemented a 'reliability-based demand curve' in its latest auction, under which the price of electricity resources increases as the grid approaches its minimum requirements. MISO has added around 31 GW of nameplate power to its grid from 2020 through mid-2025, with another 10.9 GW estimated for this year. Meanwhile, nearly 11 GW of power resources have or are set to retire between 2020 through early 2026.
